ygrene pace financing settlement florida: Valuing Climate Damages National Academies of Sciences, Engineering, and Medicine, Division of Behavioral and Social Sciences and Education, Board on Environmental Change and Society, Committee on Assessing Approaches to Updating the Social Cost of Carbon, 2017-06-23 The social cost of carbon (SC-CO2) is an economic metric intended to provide a comprehensive estimate of the net damages - that is, the monetized value of the net impacts, both negative and positive - from the global climate change that results from a small (1-metric ton) increase in carbon-dioxide (CO2) emissions. Under Executive Orders regarding regulatory impact analysis and as required by a court ruling, the U.S. government has since 2008 used estimates of the SC-CO2 in federal rulemakings to value the costs and benefits associated with changes in CO2 emissions. In 2010, the Interagency Working Group on the Social Cost of Greenhouse Gases (IWG) developed a methodology for estimating the SC-CO2 across a range of assumptions about future socioeconomic and physical earth systems. Valuing Climate Changes examines potential approaches, along with their relative merits and challenges, for a comprehensive update to the current methodology. This publication also recommends near- and longer-term research priorities to ensure that the SC- CO2 estimates reflect the best available science. |

ygrene pace financing settlement florida: Regional Economic Modeling: A Systematic Approach to Economic Forecasting and Policy Analysis G.I. Treyz, 2013-11-11 Regional economic models are the key to predicting the effects of transportation, economic development, energy, fiscal and environmental policies. Despite this, the principal regional economic policy analysis model used throughout the United States by government agencies, universities, and the private sector has not been presented in a book until now. The approach to building, understanding and using regional models presented in Regional Economic Models: A Systematic Approach to Forecasting and Policy Analysis is progressive. It begins with the simplest possible models and concludes with a full presentation of the leading model used by policy makers today. The full details are presented along with facilitating software, which is made available so that the reader can build a prototype model for any state or country and can perform policy simulations with full operational models for a sample area. Policy studies are discussed that have been carried out with the model, as well as the range of ways in which policies can be tested through policy simulations. The necessary background is developed for understanding the ways in which models can be used to improve the basis upon which policies are evaluated, as well as the sensitivity of the predicted effects to the model chosen for the analysis. The presentation is multifaceted and includes equations, diagrams and numerical examples. The professional literature is integrated with introductory materials to produce the first comprehensive book on regional modeling that extends from economic base models to modeling advances that are currently being published in economic journals. |
ygrene pace financing settlement florida: Economic Consequence Analysis of Disasters Adam Rose, Fynnwin Prager, Zhenhua Chen, Samrat Chatterjee, Dan Wei, Nathaniel Heatwole, Eric Warren, 2017-04-13 This study develops a methodology for rapidly obtaining approximate estimates of the economic consequences from numerous natural, man-made and technological threats. This software tool is intended for use by various decision makers and analysts to obtain estimates rapidly. It is programmed in Excel and Visual Basic for Applications (VBA) to facilitate its use. This tool is called E-CAT (Economic Consequence Analysis Tool) and accounts for the cumulative direct and indirect impacts (including resilience and behavioral factors that significantly affect base estimates) on the U.S. economy. E-CAT is intended to be a major step toward advancing the current state of economic consequence analysis (ECA) and also contributing to and developing interest in further research into complex but rapid turnaround approaches. The essence of the methodology involves running numerous simulations in a computable general equilibrium (CGE) model for each threat, yielding synthetic data for the estimation of a single regression equation based on the identification of key explanatory variables (threat characteristics and background conditions). This transforms the results of a complex model, which is beyond the reach of most users, into a reduced form model that is readily comprehensible. Functionality has been built into E-CAT so that its users can switch various consequence categories on and off in order to create customized profiles of economic consequences of numerous risk events. E-CAT incorporates uncertainty on both the input and output side in the course of the analysis. |

ygrene pace financing settlement florida: Electricity Demand Reduction Great Britain: Department of Energy and Climate Change, 2012-11-29 The Government is putting in place policies aimed at driving down energy bills for consumers, reducing input costs for industry, cutting carbon emissions and contributing to a more competitive economy. Electricity demand reduction (EDR) measures are a crucial part of delivering potential. Already developed policies include the flagship Green Deal and new domestic Energy Company Obligation. These, together with the deployment of smart meters, are expected to reduce electricity consumption by nearly 6.5TWh by 2030. In addition, the Green Investment Bank will support access to finance and, in time, audits required under the new EU energy efficiency directive will further reduce demand. However, the Department believes that above and beyond existing policies, it should be possible to reduce demand even further. If a 10% electricity demand reduction could be achieved, this could result in electricity system costs savings in the region of £4 billion in 2030. This consultation opens up a range of options to unlock the energy savings that are currently embedded in the system and seeks views on a number of market-wide financial incentives. Publishing simultaneously to the consultation are a consultation summary document (Cm. 8492, ISBN 9780101849227); Electricity market reform policy overview (Cm. 8498, ISBN 9780101849821); Energy security strategy (Cm 8466, ISBN 9780101846622); Annual energy statement 2012 (Cm. 8456, ISBN 9780101845625); and Statutory security of supply report (HC 688, session 2012-13 ISBN 9780102980691) |
ygrene pace financing settlement florida: Health Insurance Denials Todd Novak, 2022-01-14 When insurance companies can wield and abuse their power to alter prescriptions and dictate treatment decisions, this abuse erodes doctors' autonomy and undermines the mutual trust that is the foundation of the doctor-patient relationship. Doctors should be the primary voices for the course of action taken for their patients. Todd Novak, author Health Insurance Denials: A Common American Death Story Exposed shares the following: Denials of health claims that result in needless suffering and deaths Alarming statistics to support the part healthcare and pharmaceutical corporations play in this tragedy. Tricks of the trade by unscrupulous insurers to deny, delay, confuse and refuse legitimate claims. The deathblow of insurers rescinding or cancelling policies by finding loopholes that naive innocent people don't see. Government intervention constraints by the FDA that ties the hands of doctors who are hypersensitive to writing sorely needed prescriptions fearing loss of licensure. Court cases that provide hope for individuals Big Pharma's stranglehold on America Pharmacy benefit mangers (PBMs) monopoly that sets prices patients pay for skyrocketing prescription drugs. Drugstore chains secret checklist that causes a disproportionate number of Americans denial of prescriptions without cause or irrespective of their legitimacy. Health Insurance Denials: A Common American Death Story Exposed provides a solution to this problem with proposed American Healthcare Act 101. This bill advocates a nonprofit health care system that will be supported and paid for by all business and corporations paying the same amount they pay now in health insurance premiums along with approximately three cents off each dollar that is now taken by payroll tax and Medicare tax. Other provisions include eliminating the stranglehold of big pharmaceutical companies and health insurance companies that disrupt the flow of medical necessity between doctor and patient. |
ygrene pace financing settlement florida: The World Bank Forest Strategy , 2000-01-01 This report assesses progress since the World Bank first issued its comprehensive Forest Strategy in 1991. It finds that the effectiveness of the strategy has been modest, and the sustainability of its impact is uncertain. The Report identifies seven factors that would make the World Bank forest strategy more pertinent to current circumstances as well as strengthening its ability to achieve its strategic objectives in the forest sector. It recommends that the World Bank use its global reach to address mechanisms for mobilisation of concessional international resources outside its normal lending activities. It also advises the World Bank to be proactive in establishing partnerships with all relevant stakeholders, governments, the private sector, and civil society to meet both its country and global roles. The focus on primary tropical moist forests should be broadened to include all types of natural forests of national and global value. The report suggests that illegal logging needs to be reduced through the promotion of improved governance and enforcement. Other recommendations are to give consideration to forest issues in all relevant sector activity and macroeconomic work, address the employment needs of all poor people while continuing to protect the rights of indigenous people, and to realign the World Bank resources with their objectives in the forest sector. |
