Drawing on a wealth of data from the U.S. Census Bureau's Current Population Survey and the American National Election Studies, Jan Leighley and Jonathan Nagler demonstrate that the rich have consistently voted more than the poor for the past four decades, and that voters are substantially more conservative in their economic views than nonvoters. Theories span from the psychological (nonvoters have limited emotional engagement with politics and therefore lack motivation), to the social (politics is inherently social and nonvoters have limited networks), and the personal (nonvoters tend to be young, less educated, poor, and highly mobile). Other scholars suggest that people don't vote because campaigns are uninspiring. This book poses a new theory: uncertainty about the national context at the time of the election. During times of national crisis, when uncertainty is high, citizens are motivated to sort through information about each candidate to figure out which would best mitigate their uncertainty. When external uncertainty is low, however, citizens spend less time learning about candidates and are equally unmotivated to vote. The American Nonvoter examines how uncertainty regarding changing economic conditions, dramatic national events, and U.S. international interventions influences people's decisions whether to vote or not. Using rigorous statistical tools and rich historical stories, Lyn Ragsdale and Jerrold G. Rusk test this theory on aggregate nonvoting patterns in the United States across presidential and midterm elections from 1920 to 2012. Gerber, 2005 A powerful new research design in the field of voter mobilization has created a more comprehensive picture of the effectiveness of various get-out-the-vote campaign methods. With an increase in field experiments in the past few years, researchers, campaigns, and policymakers have gleaned important insights into voter participation. Until recently, voting behavior was mainly studied through survey research. And while large national surveys have had a tremendous impact on scientific and policy debates, concerns about the accuracy of survey research remain. Surveys suffer from two major drawbacks. First is the possibility of misreporting by survey participants. Measuring voter turnout through survey research relies on respondents' disclosure of whether they voted or not, and some voters may feel embarrassed that they did not vote and provide false answers. Second, campaigns may focus their energies on likely voters. If so, surveys may show a correlation between voter turnout and voter mobilization activity even when voter mobilization campaigns are ineffective. Aware of the limitations of survey research, political scientists have recently turned to field experimentation to gain a clearer picture of the causal implications of voter mobilization efforts on specific populations. This issue of The ANNALS presents the results of several field experiments, which are at the forefront of research in this area. These field experiments draw important distinctions between different forms of mobilization activities and their effects on a variety of populations – studying personal versus impersonal mobilization efforts as well as partisan versus non-partisan efforts. Challenging conventional wisdom and clarifying important methodological issues, this issue of The ANNALS provides a new approach to the study of voter mobilization. Through a case study of senior citizens in the United States and their political activity around Social Security, she shows how highly participatory groups get their policy preferences fulfilled, and how public policy itself helps create political inequality. Using a wealth of unique survey and historical data, Campbell shows how the development of Social Security helped transform seniors from the most beleaguered to the most politically active age group. Thus empowered, seniors actively defend their programs from proposed threats, shaping policy outcomes. The participatory effects are strongest for low-income seniors, who are most dependent on Social Security. The program thus reduces political inequality within the senior population--a laudable effect--while increasing inequality between seniors and younger citizens. A brief look across policies shows that program effects are not always positive. Welfare recipients are even less participatory than their modest socioeconomic backgrounds would imply, because of the demeaning and disenfranchising process of proving eligibility. who votes wolfinger: Growing into Voting Richard Öhrvall, 2018-10-01 This thesis contains an introduction and four essays that together address the issues of turnout and habitual voting. Although voting is less unequal than other forms of political participation, it is still biased in favour of more socially affluent citizens. One way to achieve more equal participation is to increase the general turnout. This is the implication of the `law of dispersion', formulated by Tingsten in 1937, which states that as turnout increases, participatory equality also increases. In Essay I, co-written with Mikael Persson and Maria Solevid, we revisit Tingsten's law and find new empirical support for it. One possible path to improving general turnout is the formation of voting habits. It is argued by some scholars that voting is a habit formed early on in life, when young people encounter their first elections after coming of age. It is, however, still a matter of debate as to whether voting is an act of habit. Three of the four essays in this thesis tackle this question in various ways. In Essay II, I study voting among young people who encounter their first election in different social contexts depending on their age, and how these differing contexts affect their propensity to vote in their first and second election. In Essay III, I examine whether experiencing a European Parliament election with a low turnout as a first election affects the likelihood of casting a vote in a subsequent national parliamentary election. In Essay IV, co-written with Sven Oskarsson, we study student mock elections, which constitute the first, albeit hypothetical, election experience for many young people. The main result is that the first election a young person faces is not as important as has been claimed in previous research. Regardless of whether the initial experience takes place in a context that encourages turnout or the first election encountered is a low-stimulus election that fails to draw crowds to the polls, there is no substantial impact on turnout in subsequent elections. One implication of this finding is that lowering the voting age is not likely to increase voting rates, not even in the longer term. I avhandlingens andra artikel studerar jag unga personer som beroende på när de är födda får rösta för första gången vid olika åldrar och därmed i skilda social kontexter. Frågan jag ställer är hur dessa skillnader påverkar deras benägenhet att rösta i det valet och i det därpå följande. Vissa unga personer får rösta för första gången efter att ha nått rösträttsåldern i ett Europaparlamentsval där valdeltagandet är lågt. I den tredje artikeln undersöker jag ifall den erfarenheten har någon inverkan på deltagandet i ett därpå följande riksdagsval. I den fjärde artikeln, samförfattad med Sven Oskarsson, studerar vi om de skolval som arrangeras i många skolor har någon inverkan på studenters senare deltagande i riktiga val. Avhandlingens huvudresultat är att deltagande i det första valet en ung person får rösta i saknar den betydelse för framtida valdeltagande som hävdats i tidigare forskning. Women have also made significant strides in terms of socioeconomic status and political engagement. What explains the progress that American women have made since the 1960s? While many point to the feminist movement as the critical turning point, this book makes the case that women's movement toward first class citizenship has been shaped not only by important societal changes, but also by the actions of lawmakers who used a combination of redistributive and regulatory higher education policies to enhance women's incorporation into their roles as American citizens. Examining the development and impact of the National Defense Education Act of 1958, the Higher Education Act of 1965, and Title IX of the 1972 Education Amendments, Deondra Rose in Citizens By Degree argues that higher education policies represent a crucial-though largely overlooked-factor shaping the progress that women have made. By significantly expanding women's access to college, they helped to pave the way for women to surpass men as the recipients of bachelor's degrees, while also empowering them to become more economically independent, socially integrated, politically engaged members of the American citizenry. In addition to helping to bring into greater focus our understanding of how Southern Democrats shaped U.S. social policy development during the mid-twentieth century, Rose's analysis recognizes federal higher education policy as an indispensible component of the American welfare state. |
who votes wolfinger: Political Participation in Beijing Tianjian Shi, 1997 In this first scientific survey of political participation in the People's Republic of China, Tianjian Shi identifies twenty-eight participatory acts and groups them into seven areas: voting, campaign activities, appeals, adversarial activities, cronyism, resistance, and boycotts. What he finds will surprise many observers. Political participation in a closed society is not necessarily characterized by passive citizens driven by regime mobilization aimed at carrying out predetermined goals. Beijing citizens acknowledge that they actively engage in various voluntary participatory acts to articulate their interests. In a society where communication channels are controlled by the government, Shi discovers, access to information from unofficial means becomes the single most important determinant for people's engaging in participatory acts. Government-sponsored channels of appeal are easily accessible to ordinary citizens, so socioeconomic resources are unimportant in determining who uses these channels. Instead, voter turnout is found to be associated with the type of work unit a person belongs to, subjective evaluations of one's own economic status, and party affiliation. Those most likely to engage in campaign activities, adversarial activities, cronyism, resistance, and boycotts are the more disadvantaged groups in Beijing. While political participation in the West fosters a sense of identification, the unconventional modes of participation in Beijing undermine the existing political order. |
