Berger, Daniel Seth Markey, 2010 Ahead of President Obama's December review of the U.S. war effort in Afghanistan, a new Council on Foreign Relations (CFR)-sponsored Independent Task Force report on U.S. Strategy for Pakistan and Afghanistan finds that the current approach to the region is at a critical point. We are mindful of the real threat we face. But we are also aware of the costs of the present strategy. We cannot accept these costs unless the strategy begins to show signs of progress, says the Task Force. While the Task Force offers a qualified endorsement of the current U.S. effort in Afghanistan, including plans to begin a conditions-based military drawdown in July 2011, the Obama administration's upcoming December 2010 review should be a clear-eyed assessment of whether there is sufficient overall progress to conclude that the strategy is working. If not, the report argues that a more significant drawdown to a narrower military mission would be warranted. The Task Force, chaired by former deputy secretary of state Richard L. Armitage and former national security adviser Samuel R. Berger, and directed by CFR Senior Fellow Daniel S. Markey, notes that nine years into the Afghan war, the outcome of the struggles in the region are still uncertain and the stakes are high. What happens in Afghanistan and Pakistan matters to Americans, affirms the report. It warns that militants in Pakistan and Afghanistan pose a direct threat to the United States and its allies. They jeopardize the stability of Pakistan, a nuclear power that lives in an uneasy peace with its rival, India. The Task Force supports the U.S. investment in a long-term partnership with Pakistan, but underscores that it is only sustainable if Pakistan takes action against all terrorist organizations based on its soil. Concrete Pakistani actions against terror groups are the bedrock requirements for U.S. partnership and assistance over the long run. In Pakistan, the United States aims to degrade and defeat the terrorist groups that threaten U.S. interests from its territory and to prevent turmoil that would imperil the Pakistani state and risk the security of Pakistan's nuclear program. The Task Force notes that these goals are best achieved through partnership with a stable Pakistani state, but that the challenge of fighting regional terrorist networks is compounded by the fact that Pakistan draws distinctions between such groups. Flood-ravaged Pakistan also faces enormous new stresses on the state-already challenged by political, economic, and security problems-increasing disaffection among its people, and weakening its ability to fight extremists in its territory. In Afghanistan, the United States seeks to prevent the country from becoming a base for terrorist groups that target the United States and its allies and to diminish the potential that Afghanistan reverts to civil war, which would destabilize the region. Afghanistan faces the challenges of pervasive corruption that breeds the insurgency; weak governance that creates a vacuum; Taliban resilience that feeds an atmosphere of intimidation; and an erratic leader whose agenda may not be the same as that of the United States. |

It appears to me that many academics, researchers, policymakers, authors, and journalists in general view this topic with a tainted lens based on their own world view. Some act as apologists for terrorists while often doing so in a subtle manner. Some try to expand the definition and concept well beyond the scope that it should be found. I have students who do this all the time. We seem to be living in an emotion driven society instead of a fact driven one. A relatively new trend is to use the word extremist as a synonym for terrorist. There are several problems with this. First, this creates a net widening effect which lumps those who we disagree with in that net. Second, who gets to decide who or what is extreme? Third, and finally, it waters down and muddies the study of “terrorism”. This does not mean that an extremist might not become a terrorist. Having pointed out the minefield terrorism can be my goal is to offer an academically sound real-world fact-based explanation on terrorism. Terrorism can be a politically charged topic. I ask that as you read this book you check what is written, digest it, and make your own decisions on what you have read. It is highly likely some of your thinking will be challenged. When I began to teach homeland security which includes terrorism, I made a promise to myself that I would never be politically correct. Political correctness is what some terrorists rely on and is one of our worse habits. We will cover several overarching themes. We will look at what terrorism is and is not. We will explore the historical roots of terrorism. We will discuss the causes of terrorism as well as terrorist typologies. Next, we will examine domestic terrorism and international and ethnic terrorism. Then we will dive into religion and terrorism and spend time looking at Islamic terrorism and Jihad. Adkins Jr., was sent to the 80th Infantry Division, then training in the California-Arizona desert. There, he was assigned as an 81mm mortar section leader in Company H, 2nd Battalion, 317th Infantry Regiment. When the division completed training in December 1943, it was shipped in stages to the United Kingdom and then Normandy, where it landed on August 3, 1944. Lieutenant Adkins and his fellow soldiers took part in light hedgerow fighting that served to shake the division down and familiarize the troops and their officers with combat. The first real test came within weeks, when the 2nd Battalion, 317th Infantry, attacked high ground near Argentan during the drive to seal German forces in the Falaise Pocket. While scouting for mortar positions in the woods, Adkins met a group of Germans and shot one of them dead with his carbine. This baptism in blood settled the question faced by every novice combatant: He was cool under fire, capable of killing when facing the enemy. He later wrote, “It was a sickening sight, but having been caught up in the heat of battle, I didn’t have a reaction other than feeling I had saved my own life.” Thereafter, the 2nd Battalion, 317th Infantry, took part in bloody battles across France, sometimes coping with inept leadership and grievous losses, even as it took hills and towns away from the Germans. In the fighting graphically portrayed here, Adkins acted with skill and courage, placing himself at the forefront of the action whenever he could. His extremely aggressive delivery of critical supplies to a cut-off unit in an embattled French town earned him a Bronze Star, the first in his battalion. In exploring issues relating to tensions and conflicts around globalization, the book identifies historical patterns of convergence and divergence rooted in the monotheistic traditions, beginning with the ancient Israelites that dominated the Near East during the Axial age, through Islamic civilization, and finally by considering the idealism-realism tensions in modern times. One thing remained constant throughout the various historical stages that preceded our current moment of global convergence: a recurring tension between transcendental idealism and various forms of realism. Transcendental idealism, which prioritize egalitarian and universal values, pushed periodically against the forces of realism that privilege established law and power structure. Equipped with the idealism-realism framework, the book examines the consequences of European realism that justified the imperialistic venture into Africa, the Middle East, and Latin America in the name of liberation and liberalization. The ill-conceived strategy has, ironically, engendered the very dysfunctional societies that produce the waves of immigrants in constant motion from the South to the North, simultaneously as it fostered the social hierarchy that transfer external tensions into identity politics within the countries of the North.
