Farley persuasively argues that America should end the independence of the United States Air Force (USAF) and divide its assets and missions between the United States Army and the United States Navy. In the wake of World War I, advocates of the Air Force argued that an organizationally independent air force would render other military branches obsolete. These boosters promised clean, easy wars: airpower would destroy cities beyond the reach of the armies and would sink navies before they could reach the coast. However, as Farley demonstrates, independent air forces failed to deliver on these promises in World War II, the Korean War, the Vietnam War, the first Gulf War, the Kosovo conflict, and the War on Terror. They have also had perverse effects on foreign and security policy, as politicians have been tempted by the vision of devastating airpower to initiate otherwise ill-considered conflicts. The existence of the USAF also produces turf wars with the Navy and the Army, leading to redundant expenditures, nonsensical restrictions on equipment use, and bad tactical decisions. Farley does not challenge the idea that aircraft represent a critical component of America's defenses; nor does he dispute that -- especially now, with the introduction of unmanned aerial vehicles -- airpower is necessary to modern warfare. Rather, he demonstrates that the efficient and wise use of airpower does not require the USAF as presently constituted.   usaf survival manual: The Air Force Role in Low-Intensity Conflict David Dean, 2002-04-01 This book grew from an opportunity to study a third world air force fighting an externally supported insurgency. The players were the Royal Moroccan Air Force and the Polisario, the latter trying to wrest control of the Western Sahara from the Kingdom of Morocco. The United States has also been a player in the Morocco-Polisario war as the source of much of Moroccos war material, especially the weapons used by the Royal Moroccan Air Force. Help from the United States was especially important when the Polisario deployed Soviet-built SA-6 surface-to-air missiles to counter the growing effectiveness of the Royal Moroccan Air Force. For many reasons, the United States and the US Air Force were not able to assist the Moroccans effectively. The Moroccan-Polisario-US scenario that provides the basis for this study was a tiny aspect of US foreign and military policy in the early 1980s. But it shows a political-military problem that deserves a good deal of thought now. That problem simply stated is: How is the United States going to exert political-military influence in the third world during the next twenty years? Clearly, overall US influence in the third world will be a combination of political, military, economic, and social activity. But the military, in many cases, will be the most visible form of assistance, and one upon which the recipient nation will depend for immediate results. Are the military components as instruments of national policy able to act effectively in the third world? If not, what needs to be done? Colonel Deans study makes a significant contribution to the growing body of literature on low-intensity conflict.

As one might expect to find in a fighter pilot story, there is a lot of fun along the way. For a distilled example, consult the appendix on Jeremiah Weed (replete with instructions for drinking afterburners). The Victory of Airpower Over a Fielded Army as Told by the Airmen Who Fought in Operation Allied Force , 2003 In May 1999, our 81st Expeditionary Fighter Squadron (EFS) was flying out of Gioia del Colle Air Base (AB), Italy, conducting around-the-clock combat operations in support of Operation Allied Force (OAF). In the midst of this, several pilots began talking about writing a book. Those of us who were airpower and mllitary-history buffs noticed that the combat we were experiencing was far different from much of what we had studied. After Slobodan Milosevic capitulated and OAF ended in June, we took stock of what we had done and promised each other to write down our combat experiences and observations. A-10s over Kosovo is the fruit of that commitment. Our initial vision for this book was to let each pilot tell an anecdote or two. Taken collectively, those stories would provide others with an idea of what an A-10 group had, or had not, accomplished. However, as we wrote and exchanged ideas, we decided that the book should focus primarily on the missions. Therefore, in the end, our book includes many personal accounts of our relocation and beddown, aircraft maintenance, and combat experiences; we tried to describe the tactical execution of those missions and the many activities that directly, or indirectly, supported them. We have limited our focus to the contributions of the 40th Expeditionary Operations Group (EOG) comprised of personnel from the 81st EFS at Spangdahlem AB, Germany, and the 74th EFS from Pope Air Force Base, North Carolina. While we fondly mention some of the combat contributions of our fellow A-10 warriors in the 104th EOG who operated out of Trapani AB, Sicily, we do not tell their complete story.
