Rather than being a time of tranquility when the U.S. failed to pay attention to the gathering storm of terrorism, as New York Times columnist David Brooks frames it, the Clinton presidency saw rising tensions among the U.S., China and Russia because of Clinton’s malign foreign policies, and U.S. complicity in terrorist acts. In so many ways, Clinton’s presidency set the groundwork for the disasters that were to follow under Bush II, Obama, Trump, and Biden. It was Clinton—building off of Reagan—who first waged a War on Terror ridden with double standards, one that adopted terror tactics, including extraordinary rendition, bombing and the use of drones. More than 1000 new prisons have been built in the United States since 19803. Today state prisons are forced to operate above their capacity. If you have a closer look at the criminal justice system of the United States you could get the impression that crime is the product and punishment is the answer. Especially conservative politicians, together with the mass media and activists in the victim rights movement advanced that the criminal justice system has become more and more punitive since the late 1960s. This development is documented at great length. In order to explain the increasing crime rates, most criminologists and sociologists have devoted their attention to examining the causes of crime. The scientific and public discussion about how to stop crime is going to be continued because there is no definitive recipe for a safer society. Nevertheless, it is undisputed that crime must be prevented. This paper deals with Megan's Law which was enacted in the United States to prevent the victimization of children. It is America's first law authorizing public notification when dangerous sex offenders are released into the community. Regardless of how long American troops remain in Iraq, and irrespective of further military actions, George W. Bush will continue to be a wartime president whose foreign policy is dominated by the Pentagon. And yet, the authors argue, this neo-imperialistic phase, with its emphasis on Eurasian oil supplies, is but the latest development in a line of thinking and acting in the world that was established by such men as Dean Acheson and Paul Nitze after World War II. But 2005 is not 1945, and the United States, despite Secretary of Defense Donald Rumsfeld and Vice President Dick Cheney's assertions, is not liberating Iraq and Afghanistan in the same way that U.S. forces liberated Germany and Japan; it is not reconstructing Iraq or the former Yugoslavia as it did when it rebuilt war torn western Europe with the Marshall Plan. The United States, with its thinly stretched military and deficit-laden economy, does not possess the means to do so today. Instead, the authors maintain, the United States is simply depleting the developing world's natural resources, compelling the rest of the developed world to remain dependent on American management of the global economy. This situation is ultimately untenable, the authors argue, and as a result, the United States is entering a period of deep crisis.
