Walter E. Kretchik analyzes the service's keystone doctrine over three centuries to reveal that the army's leadership is more forward thinking and adaptive than has been generally believed. The first comprehensive history of Army doctrine, Kretchik's book fully explores the principles that have shaped the Army's approach to warfare. From Regulations For the Order and Discipline of the Troops of the United States in 1779 to modern-day field manuals, it reflects the fashioning of doctrine to incorporate the lessons of past wars and minimize the uncertainty and dangers of battle. Kretchik traces Army doctrine through four distinct eras: 1779-1904, when guidelines were compiled by single authors or a board of officers in tactical drill manuals; 1905-1944, when the Root Reforms fixed doctrinal responsibility with the General Staff; 1944-1962, the era of multiservice doctrine; and, beginning in 1962, coalition warfare with its emphasis on interagency cooperation. He reveals that doctrine has played a significant role in the Army's performance throughout its history-although not always to its advantage, as it has often failed to anticipate accurately the nature of the next war and still continues to be locked in a debate between advocates of conventional warfare and those who emphasize counterinsurgency approaches. Each chapter presents individuals who helped define and articulate Army doctrine during each period of its history-including George Washington and Baron von Steuben in the eighteenth century, Emory Upton and Arthur Wagner in the nineteenth, and Elihu Root and William DePuy in the twentieth. Each identifies the first principles set down in manuals covering such topics as tactics, operations, and strategy; size, organization, and distribution of forces; and the promise and challenges of technological innovation. Each also presents specific cases that analyze how effectively the Army actually applied a particular era's doctrine. Doctrine remains the basis of instruction in the Army school system, ensuring that all officers and enlisted soldiers share a common intellectual framework. This book elucidates that framework for the first time. |

Taw, 1994 This report summarizes the research conducted in a project entitled The Effectiveness of U.S. Military Training Activities in Promoting Internal Defense and Development in the Third World. It presents the results of two case studies in which the role of U.S. international military education and training (IMET) in foreign internal defense and development (IDAD) is assessed, as well as more general observations regarding IMET's role in IDAD. The report concludes that IMET is an inexpensive means of exposing foreign militaries to the U.S. political system and military culture and, although such exposure may not translate into direct influence, it can provide a common language for negotiations (literally and figuratively). The role of IMET in promoting IDAD, however, is limited as well as controversial. A more direct approach is the relatively new expanded-IMET (IMET-E) program, which provides education and training to foreign military and civilian personnel in the basic elements of democratic reform and human rights. Unfortunately, nations must pay for IMET-E courses out of their general IMET allocations, which are small and, in many cases, being reduced. This may breed resentment and frustration among recipient nations and their militaries (thus to some extent obviating the positive political effects), and will further burden the small budget of the IMET program. IMET and IMET-E therefore should both receive adequate funding, especially given the relatively few dollars required. |

Cook, 2024-05-14 This book presents the U.S. Army Asymmetric Warfare Group (AWG) as an example of successful change by the Army in wartime. It argues that creating the AWG required senior leaders to create a vision differing from the Army’s self-conceptualization, change bureaucratic processes to turn the vision into an actual unit, and then place the new unit in the hands of uniquely qualified leaders to build and sustain it. In doing this, it considers the forces influencing change within the Army and argues the two most significant are its self-conceptualization and institutional bureaucracy. The work explores three major subject areas that provide historical context. The first is the Army’s institutional history from the early 1950s through 2001. This period begins with the Army seeking to validate its place in America’s national security strategy and ends with the Army trying to chart a path into the post-Cold War future. The Army’s history is largely one of asymmetric warfare. The work thus examines several campaigns that offered lessons for subsequent wars. Some lessons the Army took to heart, others it ignored. As the AWG was a direct outgrowth of the failures and frustrations the Army experienced in Afghanistan and Iraq, the book examines these campaigns and identifies the specific problems that led senior Army leaders to create the AWG. Finally, the work chronicles the AWG’s creation in 2006, growth, and re-assignment from the Army staff to a fully-fledged organization subordinate to the U.S. Army Training and Doctrine Command in 2011 to its deactivation. This action resulted not from the unit’s failure to adapt to a post-insurgency Army focusing on modernization. Rather, it resulted from the Army failing to realize that while the AWG was a product of counterinsurgency, it provided the capability to support the Army during a period of great strategic and institutional uncertainty. |
