Mattis, US Marine Corps by using Task Force 58 in Afghanistan as a formative base and then comparing elements of operational art to the conduct of the 1st Marine Division in Operation Iraqi Freedom, 2003. Mattis draws upon many historical influences that shape his operational design in both campaigns. He puts great effort and focus on ensuring that his commander's intent is understood by all his subordinates and uses a preference for a small staff in the planning and execution of his intent. He makes heavy use of personally selected liaison officers to form and sustain habitual relationships with higher and adjacent units. Through the use of historical examples and a refusal to be constrained by doctrine and popular thought he uses innovative approaches in his design. These innovative approaches often constitute paradigm shifts with contemporary thought and doctrine. A 'Mattis Way of War' is postulated in the conclusion which draws from his use of history, commander's intent, and leadership to build up a capacity, or potential energy, for action in his unit. Once built up, he unleashes this energy utilizing explicit trust in his staff and subordinates. |

BDE-BSTS, a set of functional area training packages for brigade-level staff officers, is a combination of text and computer-based instruction (CBI). Sponsored by the Defense Advanced Research Projects Agency (DARPA), the BDE-BSTS was developed for use by the U.S. Army National Guard (ARNG). The prototype BSTS comprised 13 courses for training brigade staff officers in individual functional areas and those tasks required to prepare staffs for collective battle staff tasks. The glossary presents the working definitions of terms used in these programs. The BSTS program, sponsored under the DARPA program umbrella of Simulation in Training for Advanced Readiness (SIMITAR), is coordinated with three other programs: Simulation-Based Mounted Brigade Training Program (SIMBART), Simulation-Based Multiechelon Training for Armor Units (SIMUTA), and Combat Service Support (CSS) Training System Development for the National Guard.--DTIC. |

Hoffman, 2018 Forging a Total Force traces the evolution of the Guard and reserve from the Revolutionary War-era militias to today's operational reserve, an integral part of the nation's total force. In the early republic, the ideal of a citizen-solider, capable of taking the field with little or no training, predominated. The realities of modern combat slowly made it clear that a more professional force was required, but policy changes failed to keep up with that changing necessity. The nation struggled to provide adequate training and equipment to the reserve component throughout the Cold War until the idea of a Total Force, which integrated regular and reserve components, emerged and was achieved. It wasn't until the defense buildup of the 1980s that the ideal of a combat-ready reserve became reality. The core of this book focuses on what came next, from 1990 to 2011, with particular emphasis on the decade after 9/11. The Persian Gulf War demonstrated both the effectiveness of the reserve and the challenges it continued to face. The post-Cold War drawdown during the 1990s made the smaller active component more dependent on the reserves than it had been since the nation's founding. The reserve component proved itself yet again in the wars following 9/11, but also became strained as it became clear just how much the nation depended on its Guard and reserve. Finally, the authors detail the policy changes made midstream in an attempt to address issues with the overextended force, such as balancing training and deployment with civilian lives and careers, providing health care to reservists, and integrating the active and reserve components. The authors conclude by detailing the issues policymakers will face as they forge ahead with citizen-soldiers serving as an operational force.--Provided by publisher. |

task and purpose cgsc: Centralized Control and Decentralized Execution Clint Hinote, 2009-03-02 Lt Col Clint Hinote looks at recent combat operations in Afghanistan and Iraq, interested particularly with the operational intersection of air and ground forces. He discovered a continuing dialog about one of the Air Force's major tenets-centralized control, decentralized execution. He suggests that all parties, both ground and air advocates, may need to reexamine the purpose and application of this doctrinal point. All services since World War II have been interested in this issue; everyone is seeking to make air/ground operations both effective and efficient. He points out that the issue between centralization and decentralization has an enduring quality, too, one that goes beyond air/ground operations, and he employs the famous theoretician, B. H. Liddell Hart, to suggest that centralization/ decentralization is always a compromise in combat. Hinote calls on Airmen specifically to examine this issue because they need to communicate better its application in operations. Hinote's primary premise is that Airmen need to understand that there is an inherent need for balance between centralization and decentralization. He again uses Hart to underline the message that there is a service proclivity to seek service points of view which preclude balance. Hinote takes it head-on. He examines the tenet, analyzing current criticisms in Iraq and Afghanistan, and recommends a three-step course: (1) evaluate the common language; (2) create doctrine to show Airmen the necessity for flexibility; and (3) apply the doctrine for a more flexible approach to command and control arrangements-moving execution away from dogma and back to sound doctrine. |
