spectrum mcafee: Sharing Network Resources Abhey Parekh, Jean Walrand, 2022-06-01 Resource Allocation lies at the heart of network control. In the early days of the Internet the scarcest resource was bandwidth, but as the network has evolved to become an essential utility in the lives of billions, the nature of the resource allocation problem has changed. This book attempts to describe the facets of resource allocation that are most relevant to modern networks. It is targeted at graduate students and researchers who have an introductory background in networking and who desire to internalize core concepts before designing new protocols and applications. We start from the fundamental question: what problem does network resource allocation solve? This leads us, in Chapter 1, to examine what it means to satisfy a set of user applications that have different requirements of the network, and to problems in Social Choice Theory. We find that while capturing these preferences in terms of utility is clean and rigorous, there are significant limitations to this choice. Chapter 2 focuses on sharing divisible resources such as links and spectrum. Both of these resources are somewhat atypical -- a link is most accurately modeled as a queue in our context, but this leads to the analytical intractability of queueing theory, and spectrum allocation methods involve dealing with interference, a poorly understood phenomenon. Chapters 3 and 4 are introductions to two allocation workhorses: auctions and matching. In these chapters we allow the users to game the system (i.e., to be strategic), but don't allow them to collude. In Chapter 5, we relax this restriction and focus on collaboration. Finally, in Chapter 6, we discuss the theoretical yet fundamental issue of stability. Here, our contribution is mostly on making a mathematically abstruse subdiscipline more accessible without losing too much generality. |
spectrum mcafee: The International Radio Regulations Mohamed Ali El-Moghazi, Jason Whalley, 2022-01-01 This book provides an in-depth introduction to the International Telecommunication Union (ITU) Radio Regulations (RR) and the policies that govern them. Established in 1906, these regulations define the allocation of different frequency bands to different radio services, the mandatory technical parameters to be observed by radio stations, especially transmitters, and the procedures for spectrum use coordination at the international level. The book analyzes the interactions between different national policies and the ITU RR, noting how these interactions influence spectrum policy on the national level, setting up a comparative framework within which to view these regulations and their effects. Beginning with an overview of the history of the origins ITU RR, the book takes a deep dive into the components of spectrum management including radio communication service allocation, wireless technology selection, radio usage rights, and spectrum rights assignment, placing each analysis within the context of the push and pull between national and international regulations. The book concludes with chapters discussing issues affecting the future of spectrum policy, including spectrum policy reform in developing countries, the WRC-19, and IMT-2020. Shedding light on the longest-running treaty documents in the history of modern telecommunications and arguing for reforms that allow it to address the needs of all nations, this book is useful to scholars and students of telecom policy, digital policy, ICT, governance, and development as well as telecom industry practitioners and regulators. |

spectrum mcafee: Competition, Regulation, and Convergence Sharon E. Gillett, Ingo Vogelsang, 1999-09-01 The telecommunications industry has experienced dynamic changes over the past several years, and those exciting events and developments are reflected in the chapters of this volume. The Telecommunications Policy Research Conference (TPRC) holds an unrivaled place at the center of national public policy discourse on issues in communications and information. TPRC is one of the few places where multidisciplinary discussions take place as the norm. The papers collected here represent the current state of research in telecommunication policy, and are organized around four topics: competition, regulation, universal service, and convergence. The contentious competition issues include bundling as a strategy in software competition, combination bidding in spectrum auctions, and anticompetitive behavior in the Internet. Regulation takes up telephone number portability, decentralized regulatory decision making versus central regulatory authority, data protection, restrictions to the flow of information over the Internet, and failed Global Information Infrastructure initiatives. Universal service addresses the persistent gap in telecommunications from a socioeconomic perspective, the availability of competitive Internet access service and cost modeling. The convergence section concentrates on the costs of Internet telephony versus circuit switched telephony, the intertwined evolution of new services, new technologies, and new consumer equipment, and the politically charged question of asymmetric regulation of Internet telephony and conventional telephone service. |

spectrum mcafee: Communications Deregulation and FCC Reform: Finishing the Job Jeffrey A. Eisenach, Randolph J. May, 2012-12-06 Communications markets have made much progress towards competition and deregulation in recent years. However, it is increasingly clear, in the age of the Internet and the digital revolution, that much more needs to be done, and that new approaches, both at the Federal Communications Commission and in Congress, will be required to complete the task. In this volume, the Progress and Freedom Foundation presents nine papers by communications policy experts and government policymakers that show how to finish the job of deregulating communications markets and reforming the FCC. The Telecommunications Act of 1996 was a landmark piece of legislation for an industry moving from a monopoly orientation towards competition, but additional steps are needed to complete the process of implementing the pro-competitive, deregulatory vision of the act. Bringing together a group of the caliber represented in this book makes possible the best recommendations about the exact nature of those necessary changes. In this volume, the most difficult and politically-charged hot-button issues involving local and long distance competition, universal service, spectrum allocation, program content regulation, and the public interest doctrine are confronted head-on. As importantly, the authors recommend specific reform proposals to be considered by the Federal Communications Commission and Congress. The ideas contained in the experts' essays were presented and debated at a conference hosted by The Progress & Freedom Foundation, which was held in Washington, DC, on December 8, 2000. The Progress & Freedom Foundation studies the impact of the digital revolution and its implications for public policy. It conducts research in fields such as electronic commerce, telecommunications and the impact of the Internet on government, society and economic growth. It also studies issues such as the need to reform government regulation, especially in technology-intensive fields such as medical innovation, energy and environmental regulation. |

spectrum mcafee: The Undercover Economist, Revised and Updated Edition Tim Harford, 2012-07-24 With over one million copies sold, The Undercover Economist has been hailed worldwide as a fantastic guide to the fundamental principles of economics. An economist's version of The Way Things Work, this engaging volume is part Economics 101 and part exposé of the economic principles lurking behind daily events, explaining everything from traffic jams to high coffee prices. New to this edition: This revised edition, newly updated to consider the banking crisis and economic turbulence of the last four years, is essential for anyone who has wondered why the gap between rich and poor nations is so great, or why they can't seem to find a decent second-hand car, or how to outwit Starbucks. Senior columnist for the Financial Times Tim Harford brings his experience and insight as he ranges from Africa, Asia, Europe, and the United States to reveal how supermarkets, airlines, and coffee chains--to name just a few--are vacuuming money from our wallets. Harford punctures the myths surrounding some of today's biggest controversies, including the high cost of health-care; he reveals why certain environmental laws can put a smile on a landlord's face; and he explains why some industries can have high profits for innocent reasons, while in other industries something sinister is going on. Covering an array of economic concepts including scarce resources, market power, efficiency, price gouging, market failure, inside information, and game theory, Harford sheds light on how these forces shape our day-to-day lives, often without our knowing it. Showing us the world through the eyes of an economist, Tim Harford reveals that everyday events are intricate games of negotiations, contests of strength, and battles of wits. Written with a light touch and sly wit, The Undercover Economist turns the dismal science into a true delight. |

Intellectual disorders are characterized by significant limitations in both intellectual functioning and in adaptive behavior, which covers many everyday social and practical skills, impacting learning, reasoning, problem solving, and other cognitive processes. These disabilities originate before the age of 18 and continue across the life span. Developmental disorders are chronic disabilities that can be cognitive or physical or both. The disabilities appear before the age of 22 and are likely to progress across the lifespan. Some developmental disorders are largely physical issues, such as cerebral palsy or epilepsy. Some individuals may have a disorder that includes a physical and intellectual disability; for example, Down syndrome or fetal alcohol syndrome. Intellectual and developmental disorders are significant and growing issues that are studied across a number of disciplines. The SAGE Encyclopedia of Intellectual and Developmental Disorders is aimed at students interested in psychology, counseling, education, social work, psychiatry, health sciences, and more. This encyclopedia will provide an in-depth look at a wide range of disorders, alongside interventions, the latest research translated for an undergraduate audience, historical context, and assessment tools for higher-level students. We will take a truly interdisciplinary approach by also covering sociocultural viewpoints, policy implications, educational applications, ethical issues, and more. |

spectrum mcafee: Error in Economics Julian Reiss, 2016-02-04 What is the correct concept behind measures of inflation? Does money cause business activity or is it the other way around? Shall we stimulate growth by raising aggregate demand or rather by lowering taxes and thereby providing incentives to produce? Policy-relevant questions such as these are of immediate and obvious importance to the welfare of societies. The standard approach in dealing with them is to build a model, based on economic theory, answer the question for the model world and then apply the results to economic phenomena outside. Data come in, if at all, only in testing a limited number of the model's consequences. Despite some critical voices, economic methodology too has by and large subscribed to a theory first approach to applied economics. Error in Economics systematically develops an alternative to the theory-based orthodoxy. It places the methodical study of evidence at the centre of the scientific enterprise and thus provides a foundation for a methodology of evidence-based economics. But the book does not stop at the truism that claims should be based on the best available evidence. Rather, detailed studies in the areas of measurement, causal inference and policy analysis show what it means for a claim to be evidence-based in the context of a concrete case. The examples discussed concern topics as diverse as consumer price indices, radio spectrum auctions, the transmission mechanism, natural experiments on minimum wages and the evaluation of counterfactuals for policy. Error in Economics is essential reading for economic methodologists, philosophers of science and anyone interested in how claims about socio-economic matters are validated. |

spectrum mcafee: Starting the School Year Well And What To Do If Things Go Awry Diane Adreon, Brenda Smith Myles, 2025-07-15 Most students thrive on consistency and it’s especially important for autistic students. Without it, teachers can expect them to experience higher levels of anxiety and more meltdowns. Because of their neurology, autistic students learn best when they know exactly what they are going to do, when they are going to do it, and with whom they will do it. Despite knowledge and well-intended efforts, educational systems often create a lack of predictability for students when they transition from year to year. Teachers certainly try. They’ve read last year’s IEP, took part in creating a new one, and have read all the information in the student’s file. But they still don’t know details, such as what the student’s mini schedule looks like and what prompts are needed to support social interaction. Until now. Starting the School Year Well provides a simple way for teachers to learn from past educators through the completion of three simple-to-use instruments: • Transition Checklist • Comprehensive Autism Planning System • Learner Snapshot These tools allow educators to immediately implement effective strategies instead of spending time engaged in trial-and-error instruction. These instruments create a smoother transition that enhances learning. Also included is an extensive approach to behavior challenges that results in real change! If behavior challenges occur, use this student-and-teacher-friendly approach to teach new behaviors and provide support. By eliminating guesswork as you get to know a student at the beginning of the year, you can get right to work teaching them new skills that match how they learn. |

There has been a unified strategy launched in most Western countries to teach Gender/Gender Identity Theory, in school. Surprisingly the facts are that the majority of people seeking Gender Affirming Care are teenage girls, who discover usually while in school, that they are in the wrong body/transgender. The side effect of Gender Affirming Care/the recommended treatment is that most who receive it are sterilized, cannot have biological children. Why would any government want young people to believe in Gender Identity Theory? This book gives the answer, and the answer is fully supported by the facts included in the book. Beyond the emotional cry for transgender rights, is the truth, and this book reveals the facts and the truth! |

spectrum mcafee: The Autistic Stage Telory Davies Arendell, 2015-10-30 This is a book for those who have a stake in and curiosity about the relationship between autism and the stage. Performance here covers theatre to therapy, film to biography, art and beyond. If you are a theater or film critic, a speech or drama therapist, a higher education specialist or special education instructor, a parent of a child on the autism spectrum or an individual with ASD interested in theatre, this book may hold unique value for you. This work is meant to cover a range of issues and reach out to audiences, critics, professionals and parents who want to know more about performance representations of autism. One message reverberates throughout the book: each autistic person illustrates different approaches to and perspectives on life. We become richer each time we come to understand these new perspectives and performance powerfully enhances our understanding of them. Autism Spectrum Disorders include alternative modes of processing information, recording images, discoursing with others, and interpreting social scenes. In this conversation, performance can function as an analytical lens, a representational space, a means of perceptual innovation, and a therapeutic tool. The definition of autism as a disorder has evolved from its first diagnosis in the 1940s to our current frame of reference with several key revisions. These three categories—interaction, communication, and perseveration—underlie any published study of those on the autism spectrum. What has shifted in recent years is an approach to disability that positions autism as a social construction rather than a medical problem. |
