south-western federal taxation 2022 comprehensive: Global Taxation Philipp Genschel, Laura Seelkopf, 2022 The volume analyses the rise of modern taxation around the world from the late eighteenth century to today. It is based on a new 'Tax Introduction Dataset' that records the historical dates of first adoption of six key taxes of the modern state in 220 countries worldwide, 1750-2018. The taxes include personal and corporate income tax, inheritance tax, social security contributions, as well as general sales taxes and VAT. Based on these data, the chapters map the diffusion of modern taxation across space, time, tax, and mode of tax adoption (sovereign or colonial). They explore the applicability of Western theories of fiscal development to non-Western contexts. They highlight the role of colonial tax introductions for fiscal development and state formation in Africa and Asia. And they compare the correlates of tax introduction across time and across different types of tax--Publisher's description.

south-western federal taxation 2022 comprehensive: Communities in Action National Academies of Sciences, Engineering, and Medicine, Health and Medicine Division, Board on Population Health and Public Health Practice, Committee on Community-Based Solutions to Promote Health Equity in the United States, 2017-03-27 In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.

south-western federal taxation 2022 comprehensive: Pain Management and the Opioid Epidemic National Academies of Sciences, Engineering, and Medicine, Health and Medicine Division, Board on Health Sciences Policy, Committee on Pain Management and Regulatory Strategies to Address Prescription Opioid Abuse, 2017-10-28 Drug overdose, driven largely by overdose related to the use of opioids, is now the leading cause of unintentional injury death in the United States. The ongoing opioid crisis lies at the intersection of two public health challenges: reducing the burden of suffering from pain and containing the rising toll of the harms that can arise from the use of opioid medications. Chronic pain and opioid use disorder both represent complex human conditions affecting millions of Americans and causing untold disability and loss of function. In the context of the growing opioid problem, the U.S. Food and Drug Administration (FDA) launched an Opioids Action Plan in early 2016. As part of this plan, the FDA asked the National Academies of Sciences, Engineering, and Medicine to convene a committee to update the state of the science on pain research, care, and education and to identify actions the FDA and others can take to respond to the opioid epidemic, with a particular focus on informing FDA's development of a formal method for incorporating individual and societal considerations into its risk-benefit framework for opioid approval and monitoring.

Meanwhile, working-class Americans have been asked to pay more. The Triumph of Injustice presents a forensic investigation into this dramatic transformation, written by two economists who have revolutionized the study of inequality.   south-western federal taxation 2022 comprehensive: Improving Tax Increment Financing (TIF) for Economic Development David Merriman, 2018-09-05 Economist David Merriman of the University of Illinois at Chicago reviews more than 30 individual studies in the most comprehensive assessment of tax increment financing (TIF) with practical recommendations for policy makers and practitioners. The report finds that while TIF has the potential to draw investment into neglected places, it has not accomplished the goal of promoting economic development in most cases. First implemented in the 1950s, TIF funds economic development within a defined district by earmarking increases in future property tax revenues that result from increases in real estate values in the district. The tax revenue can be used for public infrastructure or to compensate private developers for their investments, but TIF is prone to several pitfalls: it often captures some revenues that would have been generated through normal appreciation in property values, it can be exploited by cities to obtain revenues that would otherwise go to overlying government entities such as school districts, and it can make cities' financial decisions less transparent by separating them from the normal budget process. The report recommends several ways that state and local policy makers can reform TIF practices going forward.
south-western federal taxation 2022 comprehensive: The Whiskey Rebellion Thomas P. Slaughter, 1988-01-14 When President George Washington ordered an army of 13,000 men to march west in 1794 to crush a tax rebellion among frontier farmers, he established a range of precedents that continues to define federal authority over localities today. The Whiskey Rebellion marked the first large-scale resistance to a law of the U.S. government under the Constitution. This classic confrontation between champions of liberty and defenders of order was long considered the most significant event in the first quarter-century of the new nation. Thomas P. Slaughter recaptures the historical drama and significance of this violent episode in which frontier West and cosmopolitan East battled over the meaning of the American Revolution. The book not only offers the broadest and most comprehensive account of the Whiskey Rebellion ever written, taking into account the political, social and intellectual contexts of the time, but also challenges conventional understandings of the Revolutionary era.

south-western federal taxation 2022 comprehensive: Federal Land Ownership Congressional Research Congressional Research Service, 2014-12-29 The federal government owns roughly 640 million acres, about 28% of the 2.27 billion acres of land in the United States. Four agencies administer 608.9 million acres of this land: the Bureau of Land Management (BLM), Fish and Wildlife Service (FWS), and National Park Service (NPS) in the Department of the Interior (DOI), and the Forest Service (FS) in the Department of Agriculture. Most of these lands are in the West and Alaska. In addition, the Department of Defense administers 14.4 million acres in the United States consisting of military bases, training ranges, and more. Numerous other agencies administer the remaining federal acreage. The lands administered by the four land agencies are managed for many purposes, primarily related to preservation, recreation, and development of natural resources. Yet each of these agencies has distinct responsibilities. The BLM manages 247.3 million acres of public land and administers about 700 million acres of federal subsurface mineral estate throughout the nation. The BLM has a multiple-use, sustained-yield mandate that supports a variety of uses and programs, including energy development, recreation, grazing, wild horses and burros, and conservation. The FS manages 192.9 million acres also for multiple uses and sustained yields of various products and services, including timber harvesting, recreation, grazing, watershed protection, and fish and wildlife habitats. Most of the FS lands are designated national forests. Wildfire protection is increasingly important for both agencies. The FWS manages 89.1 million acres of the total, primarily to conserve and protect animals and plants. The National Wildlife Refuge System includes wildlife refuges, waterfowl production areas, and wildlife coordination units. The NPS manages 79.6 million acres in 401 diverse units to conserve lands and resources and make them available for public use. Activities that harvest or remove resources generally are prohibited. Federal land ownership is concentrated in the West. Specifically, 61.2% of Alaska is federally owned, as is 46.9% of the 11 coterminous western states. By contrast, the federal government owns 4.0% of lands in the other states. This western concentration has contributed to a higher degree of controversy over land ownership and use in that part of the country. Throughout America's history, federal land laws have reflected two visions: keeping some lands in federal ownership while disposing of others. From the earliest days, there has been conflict between these two visions. During the 19th century, many laws encouraged settlement of the West through federal land disposal. Mostly in the 20th century, emphasis shifted to retention of federal lands. Congress has provided varying land acquisition and disposal authorities to the agencies, ranging from restricted to broad. As a result of acquisitions and disposals, federal land ownership by the five agencies has declined by 23.5 million acres since 1990, from 646.9 million acres to 623.3 million acres. Much of the decline is attributable to BLM land disposals in Alaska and also reductions in DOD land. Numerous issues affecting federal land management are before Congress. They include the extent of federal ownership, and whether to decrease, maintain, or increase the amount of federal holdings; the condition of currently owned federal infrastructure and lands, and the priority of their maintenance versus new acquisitions; the optimal balance between land use and protection, and whether federal lands should be managed primarily to benefit the nation as a whole or instead to benefit the localities and states; and border control on federal lands along the southwest border.

south-western federal taxation 2022: comprehensive: Communities in Action National Academies of Sciences, Engineering, and Medicine, Health and Medicine Division, Board on Population Health and Public Health Practice, Committee on Community-Based Solutions to Promote Health Equity in the United States, 2017-03-27 In the United States, some populations suffer from far greater disparities in health than others. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.

south-western federal taxation 2022: comprehensive: The Foreign Policy of Russia Robert H. Donaldson, Vidya Nadkarni, 2018-10-16 This text traces the lineage and development of Russian foreign policy with the insight that comes from a historical perspective. Now fully updated, the sixth edition incorporates new coverage of issues including relations with the major powers and with other post-communist states, with an emphasis on tensions with the U.S. and engagement with Ukraine, Crimea, and Syria. International security issues including arms control, sanctions, and intervention continue to grow in importance. Domestic and regional issues related to natural resource politics, human rights, Islamism and terrorism also persist. Chronologically organized chapters highlight the continuities of Russia's behavior in the world since tsarist times as well as the major sources of change and variability over the revolutionary period, wartime alliances and Cold War, détente, the Soviet collapse, and the first post-communist decades. The basic framework used in the book is a modified realism that stresses the balance of power and the importance of national interest, and identifies several factors (both internal and external) that condition Russian policy. The interpretations are original and based on a mix of primary and secondary sources. New to the Sixth Edition Thoroughly updated coverage of Russia's bilateral relations with the United States and countries in Europe, Asia, Africa, and Latin America. Discussion of how Moscow employs Russia's soft power assets. Russian-American relations, especially with respect to interference in the 2016 U.S. presidential elections and to U.S. foreign policy concerns in North Korea, Iran, and Syria. Russia's interference in recent and upcoming elections in European states, which (along with the Brexit vote) threaten to jeopardize the future of the European Union. The full unfolding of the Ukraine crisis. Vladimir Putin's continuing campaign to command greater Western respect for Russia's interests and capabilities. Significant new developments in the Middle East including the nuclear deal with Iran, the involvement in the Syrian civil war, and the first-ever production-control deal with OPEC. A new concluding chapter: Russia and the United States: A New Cold War? An Epilogue on the July 2018 Trump-Putin Summit and surrounding events.
south-western federal taxation 2022: comprehensive: Pain Management and the Opioid Epidemic National Academies of Sciences, Engineering, and Medicine, Health and Medicine Division, Board on Health Sciences Policy, Committee on Pain Management and Regulatory Strategies to Address Prescription Opioid Abuse, 2017-10-28 Drug overdose, driven largely by overdose related to the use of opioids, is now the leading cause of unintentional injury death in the United States. As part of this plan, the FDA asked the National Academies of Sciences, Engineering, and Medicine to convene a committee to update the state of the science on pain research, care, and education and to identify actions the FDA and others can take to respond to the opioid epidemic, with a particular focus on informing FDA's development of a formal method for incorporating individual and societal considerations into its risk-benefit framework for opioid approval and monitoring.

south-western federal taxation 2022: comprehensive: Improving Tax Increment Financing (TIF) for Economic Development David Merriman, 2018-09-05 Economist David Merriman of the University of Illinois at Chicago reviews more than 30 individual studies in the most comprehensive assessment of tax increment financing (TIF) with practical recommendations for policy makers and practitioners.

Gvosdev, Christopher Marsh, 2013-08-22 In a truly contemporary analysis of Moscow's relations with its neighbors and other strategic international actors, Nikolas K.
