st charles county election results: Profit and Punishment Tony Messenger, 2021-12-07 In Profit and Punishment, a Pulitzer Prize-winning journalist exposes the tragedy of modern-day debtors prisons, and how they destroy the lives of poor Americans swept up in a system designed to penalize the most impoverished. “Intimate, raw, and utterly scathing” — Heather Ann Thompson, Pulitzer Prize-winning author of Blood in the Water “Crucial evidence that the justice system is broken and has to be fixed. Please read this book.” —James Patterson, #1 New York Times bestselling author As a columnist for the St. Louis Post-Dispatch, Tony Messenger has spent years in county and municipal courthouses documenting how poor Americans are convicted of minor crimes and then saddled with exorbitant fines and fees. If they are unable to pay, they are often sent to prison, where they are then charged a pay-to-stay bill, in a cycle that soon creates a mountain of debt that can take years to pay off. These insidious penalties are used to raise money for broken local and state budgets, often overseen by for-profit companies, and it is one of the central issues of the criminal justice reform movement. In the tradition of Evicted and The New Jim Crow, Messenger has written a call to arms, shining a light on a two-tiered system invisible to most Americans. He introduces readers to three single mothers caught up in this system: living in poverty in Missouri, Oklahoma, and South Carolina, whose lives are upended when minor offenses become monumental financial and personal catastrophes. As these women struggle to clear their debt and move on with their lives, readers meet the dogged civil rights advocates and lawmakers fighting by their side to create a more equitable and fair court of justice. In this remarkable feat of reporting, Tony Messenger exposes injustice that is agonizing and infuriating in its mundane cruelty, as he champions the rights and dignity of some of the most vulnerable Americans.
st charles county election results: St. Charles, Missouri James W. Erwin, 2017-06-12 Louis Blanchette came to Les Petites Côtes (the Little Hills) in 1769. The little village, later dubbed San Carlos del Misury by the Spanish and St. Charles by the Americans, played a major role in the early history of Missouri. It launched Lewis and Clark's expedition, as well as countless other westbound settlers. It served as the first capital of the new state. Important politicians, judges, soldiers, businesspersons, educators and even a saint all called St. Charles home. Despite its rapid growth from a sleepy French village into a dynamic city amid one of the fastest-growing regions in the country, St. Charles never forgot its history. Author James Erwin tells the story of its fascinating heritage.

st charles county election results: Papist Patriots Maura Jane Farrelly, 2012-01-02 The persons in America who were the most opposed to Great Britain had also, in general, distinguished themselves by being particularly hostile to Catholics. So wrote the minister, teacher, and sometime-historian Jonathan Boucher from his home in Surrey, England, in 1797. He blamed old prejudices against papists for the Revolution's popularity - especially in Maryland, where most of the non-Canadian Catholics in British North America lived. Many historians since Boucher have noted the role that anti-Catholicism played in stirring up animosity against the king and Parliament. Yet, in spite of the rhetoric, Maryland's Catholics supported the independence movement more enthusiastically than their Protestant neighbors. Not only did Maryland's Catholics embrace the idea of independence, they also embraced the individualistic, rights-oriented ideology that defined the Revolution, even though theirs was a communally oriented denomination that stressed the importance of hierarchy, order, and obligation. Catholic leaders in Europe made it clear that the war was a sedition worthy of damnation, even as they acknowledged that England had been no friend to the Catholic Church. So why, then, did papists become patriots? Maura Jane Farrelly finds that the answer has a long history, one that begins in England in the early seventeenth century and gains momentum during the nine decades preceding the American Revolution, when Maryland's Catholics lost a religious toleration that had been uniquely theirs in the English-speaking world and were forced to maintain their faith in an environment that was legally hostile and clerically poor. This experience made Maryland's Catholics the colonists who were most prepared in 1776 to accept the cultural, ideological, and psychological implications of a break from England.

st charles county election results: Showdown in the Show-Me State William T. Horner, 2005 Annotation When the Missouri state legislature overrode Governor Bob Holden's veto in 2003 to make conceal-and-carry the law of the land, the Show-Me State became one of the last in the country to adopt this type of law. In fact, it took years of concerted effort on the part of pro-gun advocates to make this a reality. In Showdown in the Show-Me State, William Horner chronicles this complex and fascinating fight in clear, chronological order beginning with the first bill introduced into the Missouri General Assembly in 1992 and ending with the state supreme court's decision in 2004 that Missouri's constitution permitted the legislature to grant Missourians the right to carry concealed weapons. There is, it is often argued, no state more typically American than Missouri. The state is closely divided along partisan lines, as is the nation as a whole, and in the previous century, Missouri voters have regularly chosen the winner in almost every presidential election. By offering an examination of guns and gun policy in Missouri, this book provides a glimpse into the hearts and minds of Missourians and, by extension, of mainstream America as well. Horner's in-depth case study details the give-and-take among legislators and examines the role that interest groups played in the evolution of this divisive issue. Horner's book--part policy analysis, part interest group study, and part history--will appeal to readers with an interest in the issue of gun control or in the political process, and it will provide a thorough resource for those who study policy making at the state level
