Elsby, 2006 This paper formalizes and assesses empirically the implications of widely observed evidence for downward nominal wage rigidity (DNWR). It shows how a model of DNWR informed by diverse evidence for worker resistance to nominal wage cuts is nevertheless consistent with weak macroeconomic effects. This occurs because firms have an incentive to compress wage increases as well as wage cuts when DNWR binds. By neglecting potential compression of wage increases, the previous literature may have overstated the costs of DNWR to firms. Using a broad range of micro--data from the US and Great Britain I find that firms do indeed compress wage increases as well as wage cuts at times when DNWR binds. Accounting for this reduces the estimated increase in aggregate wage growth due to DNWR to be much closer to zero, consistent with the predictions of the model. These results suggest that DNWR may not provide a strong argument against the targeting of low inflation rates, as practiced by many monetary authorities. Importantly, though, this result is nevertheless consistent with evidence that suggests workers are averse to nominal wage cuts. |

The data for this research consist of a survey administered to approximately 2,100 male prison and jail inmates in three states--California, Michigan, and Texas. They also include information from official records for the prison inmates. Section II reviews prior research on criminal careers and then describes the survey data on which this study is based. Section III introduces and describes the concept of selective incapacitation. Section IV summarizes findings on the distribution of individual offenses and describes a predictive scale for identifying high-rate offenders. Section V estimates the potential impacts of selective incapacitation policies. The final section summarizes what the authors think they have learned about selective incapacitation and suggests the kind of research that remains to be done. |

The title, The Lasting World, comes from an essay on Simon Dinnerstein by the noted art theorist and psychologist, Rudolf Arnheim. Granted a Fulbright Fellowship in 1970-1971, Dinnerstein traveled to Germany where he began working on The Fulbright Triptych, his best known work. The triptych, which measures 14 feet in width, has been the subject of much critical response, including Roberta Smith and John Russell, both senior art critics of The New York Times: This little-known masterpiece of 1970s realism was begun by the young Simon Dinnerstein during a Fulbright Fellowship in Germany and completed in his hometown, Brooklyn, three years later. Incorporating carefully rendered art postcards, children's drawings and personal memorabilia; a formidable worktable laid out with printmaking tools and outdoor views; and the artist and his family, it synthesizes portrait, still life, interior and landscape and rummages through visual culture while sampling a dazzling range of textures and representational styles.
