sandf training: Military Training And Children In Armed Conflict Jenny Kuper, 2005 During recent armed conflicts - such as those in Iraq, the former Yugoslavia, and Rwanda - public attention was repeatedly caught by images of children, both as civilians and as soldiers. Those conflicts, like so many others, were vivid reminders that where there is armed conflict there are also, almost always, children. Soldiers and officers fulfil many roles in relation to such children - sometimes as combatants, sometimes as humanitarian workers, sometimes as protectors, and/or sometimes as enemies and abusers. This book aims to address three main questions: what are the obligations of officers of national armed forces in relation to children, either civilians or combatants, whom they or those under their command may encounter while participating in situations of armed conflict? How realistic and achievable are these obligations? How can compliance with them be encouraged, monitored, and/or enforced? The book examines these questions in the context of military training. In doing so, it has another inextricably linked aim: to see if there are ways in which the training of officers can improve the protection of children in armed conflict situations, in accordance with international law and policy. It is intended for use particularly by those involved in training of national armed forces, including officers themselves, and members of governments, non-governmental organisations (NGOs) and inter-governmental organisations. It is hoped that it will also be of interest to lawyers, academics and others concerned with 'child rights' and related law and policy. It contains examples of actual training materials that can be modified for use in different countries and contexts. |

sandf training: The Mandela Revolution Huw Lawford, 2022-01-28 On 27 April 1994 South Africa went to the polls and delivered the first black government in the country’s history. This was the Mandela Revolution. This is not the story of how the Rainbow Nation was formed, but it tells a story of one part of the revolution; a vital part, that had to occur to give legitimacy to the new South Africa both at home and abroad. It highlights the political necessity that drove a process and the seemingly inevitable failure that it became. Not a failure of the process itself, but a failure that had to occur to permit acceptability; it resulted in the end of South Africa as a hegemony. This account focuses on how the military forces supporting the Apartheid regime and those committed to its overthrow came together to form a new national force, reflecting the new multi-racial, multi-faith democracy. The process appeared unacceptable in some measure to all sides, but the political instruction in 1994 was that there was to be the integration of the South African defense Force and the armed wings of the African National Congress and the Pan Africanist Congress to form the South African National defense Force. Within this revolution, there was a small detachment from the British armed forces that were charged with assisting this transition. They were required to oversee and assist a process that had never been done before and often had to operate alone. It is a story of highs and lows, of sudden death, breakdowns and ultimately of hope. This is a personal account of three years spent in the middle of this staggering transitional experiment. It was Security Sector Reform and Disarmament, Demobilisation and Reintegration (DDR) before such processes were coined by the United Nations and arguably it was considerably more successful than any such venture attempted by the United Nations. It is a book that demonstrates how success and failure can occur simultaneously. |

sandf training: Parliaments’ Contributions to Security Sector Governance/Reform and the Sustainable Development Goals Wilhelm Janse van Rensburg, Nicolette van Zyl-Gous, Lindy Heinecken, 2022-02-24 The United Nation’s Sustainable Development Goal (SDG) 16 calls for the establishment of peaceful, just and inclusive societies. The security sector has the potential to contribute to SDG16 through the fulfilment of its traditional and non-traditional security tasks. However, the security sector can also detract from SDG16 when it acts outside the confines of the law. Good governance of the sector is therefore a prerequisite to achieving SDG16, and parliaments can make an important contribution to accountability and good governance. Parliaments contribute to both transparency and accountability of the sector through their various functions and act as a counterweight to executive dominance, including in the executive’s use of security forces. Yet, in times of crisis, states run a risk of executive dominance and executives are often quick to resort to the use of the security sector to address an array of challenges. This risk also emerged during the global Covid-19 pandemic where states used the security sector, notably the military and police, in various ways to respond to the pandemic. This study reviewed the utilisation of the security sector in South Africa, the Philippines and the UK during the first year of the Covid-19 outbreak, resulting in varied outcomes ranging from positive humanitarian contributions to misconduct and brutality that led to the death of citizens. The initial lockdowns in these countries constrained parliamentary activity, resulting in a lack of adequate parliamentary oversight of security sector utilisation when it was most needed. Parliaments did recover oversight of the sector to varied degrees, but often with limited depth of inquiry into the Covid-19 deployments. To prevent the security sector from detracting from SDG16, the study identified a need for a rapid parliamentary reaction capability to security sector utilisation, especially in cases of extraordinary deployments coupled with an elevated risk of executive dominance. |
