ELA Test Grade 3 New York - NY State Test In New York, third grade students are required to take the NY State English Language Arts test. The end-of year ELA assessment determines if students have mastered third grade English Language Arts standards set by the NYS Department of Education, and ensures that a student is getting ready for fourth grade.
