The first no-fly zone was imposed over northern Iraq immediately after the first Gulf War, and since then they have become a regular recourse for policymakers confronted with humanitarian crises. They have come to be viewed as a feasible, essentially non-violent form of intervention that can be performed entirely from the air in a situation where some form of action is widely thought to be necessary but the political will for a ground operation is insufficient. Nonetheless, even among policy makers there is limited understanding of the requirements, the shortcomings and the potentialities of no-fly zones. This is the first comprehensive work on this topic, and examines the assumptions surrounding no-fly zones by focusing on issues such as authority, cost, possibility of escalation and effectiveness. The Bush administration’s scrapping of the ABM Treaty and pursuit of a huge National Missile Defense initiative are dramatic evidence of this concern. sa 26 surface to air missile: Building the Tatmadaw Maung Aung Myoe, 2009-01-22 Ever since Myanmar regained her independence in January 1948, the Tatmadaw (Myanmar Armed Forces) has been crucial in restoring and maintaining law and order. It is one of the most important institutions in Myanmar politics. Various aspects of the Tatmadaw have been studied. The most notable area of study has been the political role of the military. This study looks at the organizational development of the Myanmar armed forces. It analyses four different aspects of the Tatmadaw: military doctrine and strategy, organization and force structure, armament and force modernization, and military training and officer education. It sets out security perceptions and policies, charting developments in each phase against the situation at the time, and also notes the contributions of the leading actors in the process. Since early 1990s, the Tatmadaw has implemented a force modernization programme. This work studies rationales and strategy behind the force modernization programme and examines the military capabilities of the Tatmadaw. Drawing extensively from archival sources and existing literature, this empirically grounded research argues that, while the internal armed security threat to the state continues to play an important role, it is the external security threat that gives more weight to the expansion and modernization of the Tatmadaw since 1988. It also argues that, despite its imperfections, the Tatmadaw has transformed from a force essentially for counter-insurgency operations into a force capable of fighting in limited conventional warfare. |

Jones, 2020-08-05 This report examines Russia’s military and diplomatic campaign in Syria, the largest and most significant Russian out-of-area operation since the end of the Cold War. Russia’s experience in Syria will shape its military thinking, influence promotion and personnel decisions, impact research and development for its arms industry, and expand its influence in the Middle East and beyond for the foreseeable future. Yet despite the importance of Russia’s involvement in Syria—especially as the United States competes with countries such as Russia and China—there has been little systematic analysis of Russia’s campaign in Syria. This research aims to help fill the gap and provides some new analysis and data. It conducts a broad assessment of the Russian campaign—including political objectives, diplomatic initiatives, and civilian targeting—which places the military campaign in a wider context. In addition, it compiles a data set of Russia’s civilian targeting and analyzes satellite imagery of Russian activity. Overall, this report concludes that Russia was relatively successful in achieving its main near-term political and military objectives in Syria, including preventing the collapse of the Assad regime (an important regional partner) and thwarting a possible U.S. attempt to overthrow Assad. Still, Russia used a systematic punishment campaign that involved attacks against civilian and humanitarian infrastructure in an attempt to deny resources—including food, fuel, and medical aid—to the opposition while simultaneously eroding the will of civilians to support opposition groups. |

Development continued into the Cold War, resulting in the extensive introduction of surface-to-air missiles, or SAMs. Though the first combat success of such weapons was during the Vietnam War, when a Soviet-designed S-75 Dvina missile shot down a USAF F-4C Phantom on 24 July 1965, it was the Yom Kippur War of 1973 which brought surface-to-air missiles to the center stage. During this short but bitter conflict, Egyptian and Syrian air defenses shot down nearly fifty Israeli aircraft in the first three days alone—almost a fourth of Israel’s entire combat aircraft fleet. In all, Israel lost 104 aircraft during the war and, for the first time, more aircraft were lost to SAMs than any other cause. The age of surface-to-air missiles had dawned. In this unique examination, the author details the development of not just surface-to-air missiles, but all anti-aircraft artillery, since 1972. The part that such equipment played in all of the major conflicts since then is explored, including the Soviet Afghan War, the Falklands War, in which Rapier was deployed, the conflict in Lebanon, Kosovo and Bosnia, the Gulf War, Operation Desert Storm in 1991, and Operation Iraqi Freedom in 1993. The investigation is brought right up to date by a study of the weapons, tactics and engagements seen in the conflicts in Syria and Yemen. |

NATO’s intervention in Libya had unique features, rendering it unlikely to serve as a model for action in other situations. There was an explicit UN Security Council mandate to use military force, a strong European commitment to protect Libyan civilians, Arab League political endorsement and American engagement in the critical, initial phase of the air campaign. Although the seven-month intervention stretched NATO’s ammunition stockpiles and political will almost to their respective breaking points, the definitive overthrow of the Gaddafi regime is universally regarded as a major accomplishment. With contributions from a range of key thinkers and analysts in the field, the book first explains the law and politics of the intervention, starting out with deliberations in NATO and at the UN Security Council, both noticeably influenced by the concept of a Responsibility to Protect (R2P). It then goes on to examine a wide set of military and auxiliary measures that governments and defence forces undertook in order to increasingly tilt the balance against the Gaddafi regime and to bring about an end to the conflict, as well as to the intervention proper, while striving to keep the number of NATO and civilian casualties to a minimum. This book will be of interest to students of strategic studies, history and war studies, and IR in general. |
