Is that fair on common Sierra Leoneans who pay the taxes he lavishes on his family abroad? The population statistics has since been falsified to create more voting constituencies in the Northern Province for political gains and vote riggings. To be honest, current politicians in my country are busy planting the second phase of civil unrest that may lead to another bloody civil war, and I will not keep my mouth shut but alert the world in this book. | ruf africa: International Statebuilding in West Africa Abu Bakarr Bah, Nikolas Emmanuel, 2024 At the turn of the twenty-first century, manipulation of the democratic process coupled with preexisting political and economic grievances led to years-long civil wars in Sierra Leone, Liberia, and Côte d'Ivoire. During and after these conflicts, international peacekeeping efforts and humanitarian intervention became the dominant paths for restoring stability by rebuilding the state. Using these three countries as case studies, this manuscript sheds light on internationally driven state building in war-torn West African nations, the problematic nature of the postcolonial state, and the difficulties of securing its people's wellbeing. Connecting peace and conflict, democracy, and international development studies, Bah and Emmanuel argue that there is a clear nexus between the concepts and practices of peace building and statebuilding; that peace building and statebuilding are not domestic matters alone but also matters of global intervention; and that civil wars can be viewed as opportunities for state building through creative postwar partnerships and organization. This study goes beyond the familiar concepts of failed states, R2P, peacekeeping, and peace mediation and introduces and enhances the concepts of state decay, new humanitarianism, people-centered liberalism, and institutional design. In doing so, it provides critical lessons that local and international actors can draw on as they try to figure out practical solutions to the political, economic, and social problems that impede the development of peaceful and democratic multiethnic postcolonial states in Africa and beyond. Applying comparative-historical methods and theory to archival materials and expert interviews, International Statebuilding in West Africa seeks to shift the discourse on civil wars from their causes and implications to the opportunities they provide to rework failed states--and to shift the discourse on African states from their colonial and neocolonial legacies to their shared moral and security interests with the rest of the world. |

The African Union (AU), founded in 2001, has significantly impacted African law by addressing illegal government changes. The AU has created a legal framework, including targeted sanctions, to ease these transitions. Despite its poor design and implementation, the AU is an important player in advancing democracy. However, the definition of unconstitutional changes is too narrow, and sanctions are often unnecessary. The war of Sierra Leone is one of the most researched in Africa. However, the foci of studies are mostly on the RUF. Other armed groups are not sufficiently studied. This book focuses on the governmental side of the Kamajor and the Civil Defence Force (CDF). Kamajors were community-based vigilantes mobilised by paramount chiefs in various Mende communities. During the course of the war, the government organised Kamajors into a pro-governmental militia, the CDF. This book examines how human networks worked in the course of the formation of Kamajor and of the CDF. Even though the roles of human networks have been discussed in the realm of African politics, they have been left hypothetical. Few studies demonstrate the whole picture on how neopatrimonialism, patron–client relations or informal networks function within an organisation. This book describes the course of Kamajor/CDF along with functions of the human networks. In the networks, the threads of human relations are interwoven by subsuming the local, the international and the global dimensions of the armed conflict. Some connect to governmental figures. Others have transnational networks in adjacent Liberia. In the changing situations of the war, some of the relations are maintained, while some relations are disintegrated. Those who emerge as prominent figures in the Kamajor/CDF use their own human networks to obtain resources for the Kamajor/CDF, which in turn, afford themselves higher positions in the force. |
