It draws on case studies of three Indian states (Uttar Pradesh, Punjab, Rajasthan) and of Indian national elections to demonstrate how differences in party systems impact political party strategies and voter choices. It shows that multipolar party systems encourage political parties to provide physical security, representation, and economic benefits for minorities, especially Muslims, in India and as a result, foster cross-ethnic links between parties and voters. However, as political arenas become dominated by two or even one party, advocacy for the interests of marginalized groups declines, weakening cross-ethnic linkages. The book thus explains why representation and advocacy for Muslims in Uttar Pradesh and at the national level has alternated dramatically in the 21st century. Based on original fieldwork and supplemented by existing surveys and secondary sources from the 1990s to the present day, the book addresses critical themes such as inclusion and substantive representation in a democracy, caste and minority politics, ethnic violence, and inter-ethnic linkages between politicians and voters. Is religious conflict sui generis, or is it merely one species of intergroup conflict? Why and how might violence become an attractive option for religious actors? What explains the increase in religious violence over the last twenty to thirty years? Integrating theories of anti-Christian violence focused on politics, economics, and proselytization, Anti-Christian Violence in India additionally weaves in recent theory about globalization and, in particular, the forms of resistance against Western secular modernity that globalization periodically helps to provoke. With such theories in mind, Bauman explores the nature of anti-Christian violence in India, contending that resistance to secular modernities is, in fact, an important but often overlooked reason behind Hindu attacks on Christians. Intensifying the widespread Hindu tendency to think of religion in ethnic rather than universal terms, the ideology of Hindutva, or Hinduness, explicitly rejects both the secular privatization of religion and the separability of religions from the communities that incubate them. And so, with provocative and original analysis, Bauman questions whether anti-Christian violence in contemporary India is really about religion, in the narrowest sense, or rather a manifestation of broader concerns among some Hindus about the Western sociopolitical order with which they associate global Christianity. |

But when the famous Babri Mosque in Ayodhya was destroyed in 1992, Jaipur burned while Ajmer remained peaceful; when the state clashed over low-caste affirmative action quotas in 2008, Ajmer's residents rioted while Jaipur's citizens stayed calm. What explains these divergent patterns of ethnic conflict across multiethnic states? Using archival research and elite interviews in five case studies spanning north, south, and east India, as well as a quantitative analysis of 589 districts, Ajay Verghese shows that the legacies of British colonialism drive contemporary conflict. Because India served as a model for British colonial expansion into parts of Africa and Southeast Asia, this project links Indian ethnic conflict to violent outcomes across an array of multiethnic states, including cases as diverse as Nigeria and Malaysia. Nevertheless, in recent years there has been rising hostility against India’s religious minorities, particularly since the current right-wing BJP government promoting Hindu nationalism took power at the national level after its election in May 2014. In particular, communal violence disproportionately affects India’s religious minorities – especially Muslims, but also Christians and Sikhs. While often instrumentalized for political gains, communal violence draws on and exacerbates a climate of entrenched discrimination against India’s religious minorities, with far-reaching social, economic, cultural and political dimensions. The Congress Party, a catch-all party that brought independence in 1947 and governed India for much of the period since then, no longer dominates the electoral scene. Political parties which draw support from particular caste and religious groups are now more powerful than ever before. Democracy Without Associations explains why religious and caste-based political parties come to dominate the electoral landscape in 1990s India and why catch-all parties have declined. Arguing that political parties and state policy can make some social divisions more salient than others and also determine how these divisions affect the political system, the author offers an explanation for the relationship between electoral competition and the politicization of social differences in India. He notes that the relationship between social cleavages and the party system is not axiomatic and that political parties can influence the links they have to social cleavages. The argument developed for India is also used to account for emergence of class-based parties in Spain and the electoral success of a religious party in Algeria. According to the Indian Constitution, Indian Muslims are treated as political equals, which is what India’s secular polity promised after its independence, encouraging more than 35 million Indian Muslims at the time of Partition to choose India as their motherland over Pakistan. However, the supposed relationship of equality between Hindus and Muslims as scripted in the constitution is being increasingly replaced by the domineering tendencies of a Hindu majority in India today. The author describes the current state and position of Indian Muslims (the seeds for which were sown when the BJP came to power in 2014) as the thirdpolitical moment; the second he believes was in 1947 when the community was given equal status in the Indian Constitution; and the first, was in 1857 when Indian Muslims learnt to live under the British colonial state. As he states, there is no denying that political circumstances for Indian Muslims were not completely ideal or full of democratic energy prior to the rise of the Hindu Right since the late 1980s. With numerous layers defined by language, ethnicity, region, etc., Muslims have the most heterogeneous identity, representing India’s quintessential diversity. And yet, Muslims are perceived as the most enduring well-grounded threat to the majoritarian project of the Hindu Rashtra. Indian Muslims are perceived or presented as perpetrators of violence and violators of law, even if they are at the receiving end. They are viewed as an internal enemy, who need to be dealt with for political, social, historical, and ideological reasons. Going forward, the community must formulate the language of democratic rights of Indian Muslims as equal citizens and define the ethics of human dignity in their struggle to reassert their place in India’s political power structures at all levels: from panchayat to Parliament. While the economic future or cultural rights of Indian Muslims have been debated since 1947, it is the political future that demands attention because only as an equal and participatory community in the politics of the nation, can economic and cultural futures be addressed. This book explores the political future of Indian Muslims in this context. The wide-ranging essays in this volume focus on the intensified exclusionary practices against Indian Muslims, highlighting how, amidst a politics of violence, confusing policy frameworks on caste and class lines, and institutionalised riot systems, the community has also suffered from the lack of leadership from within. Negotiating Democracy and Religious Pluralism examines the relationship between the functioning of democracy and the prior existence of religious plurality in three societies outside the West: India, Pakistan, and Turkey. All three societies had on one hand deep religious diversity and on the other long histories as imperial states that responded to religious diversity through their specific pre-modern imperial institutions. Each country has followed a unique historical trajectory with regard to crafting democratic institutions to deal with such extreme diversity. The volume focuses on three core themes: historical trends before the modern state's emergence that had lasting effects; the genealogies of both the state and religion in politics and law; and the problem of violence toward and domination over religious out-groups.
