Two and a half decades later, this volume reflects on how post-socialist countries have engaged with what Phillips & Kaser called ‘the flush of educational freedom’. Spanning diverse geopolitical settings that range from Southeast and Central Europe to the Caucasus and Central Asia, the chapters in this volume offer analyses of education policies and practices that the countries in this region have pursued since the fall of the Berlin Wall and the dissolution of the Soviet Union. This book explores three interrelated questions. First, it seeks to capture complex reconfigurations of education purposes during post-socialist transformations, noting the emergence of neoliberal education imaginaries in post-socialist spaces and their effects on policy discussions about education quality and equity across the region. Second, it examines the ongoing tensions inherent in post-socialist transformations, suggesting that beneath the surface of dominant neoliberal narratives there are always powerful countercurrents – ranging from the persisting socialist legacies to other alternative conceptualizations of education futures – highlighting the diverse trajectories of post-socialist education transformations. Postal services continue to play a central part in the development of national economies. However, the economic and social role of postal services has changed rapidly and fundamentally over the last two decades. In most industrialized countries, paper-based communications are in serious decline, while the demand for parcel delivery services is rising steadily with the continuing development of e-commerce, just-in-time production techniques, and global supply chains. For the postal sector as a whole, the centre of gravity has shifted dramatically from letters and documents to parcels. The authors explain how the organizational paradigm has inexorably shifted from that of a national, government-owned postal administration providing the basic delivery services required by society, to a system of interdependent local and regional undertakings that both compete and cooperate with one another. The book argues that there are no indications that the postal sector has stopped changing, and that it seems most probable that the European Union’s postal sector will look quite different in 2035 than it does today. In closing, the book explains how the shareholders of postal services companies have recently confirmed that the time has come to rethink the strategy of creating and maintaining competitiveness in the postal services industry.

But why is that so? Are the problems solely connected with how inclusion policies are enforced, or could it just as likely be the way policies are designed that creates challenges? This book explores experiences with inclusion policy implementation in seven different post-socialist EU countries. It focuses particularly on two groups of people in constant danger of social exclusion: people with Roma background and people with disabilities. So far, researchers have studied these issues primarily through policy analysis, and thus not provided knowledge on what actually happens in local contexts where welfare services are produced. This book sheds light on implementation processes at different levels, both at the policy level and in local welfare production. The picture painted here is one of complex and conflicting considerations in inclusion policy implementation, between historical and cultural heritage from the communist period, and EU inclusion policy based on Western European political principles. This book will appeal to undergraduate and post-graduate students, as well as postdoctoral students in social science, disability studies, educational science, and others. Scrutinising the post‐Soviet period, this volume offers explanations for both the frequency and the intensity of crises in the region. This book argues that the societies which emerged in the post-Soviet space share characteristic features, and that the instability and conflict-prone nature of the Soviet Union’s successor states can be explained by analysing the post-independence history of the region and linking it to the emergence of overlapping economic, political and violent crises (called 'Intersecting Crises Phenomena’).
