However, this increases volatility, uncertainty, complexity, and ambiguity as challenges for societies, politics, and business. This has made governance a scarce resource. It thus is inevitable that we understand the means of governance available to us and are able to economize on them. Trends like the increasing role of product labels and a certification industry as well as political movements towards nationalism and conservatism may be seen as reaction to disappointments from excessive cooperation. To avoid failures of cooperation, governance is important – control through e.g. contracts is limited and in governance economics trust is widely advertised without much guidance on its preconditions or limits. This book draws on the rich insight from research on trust and control, and accommodates the key results for governance considerations in an institutional economics framework. It provides a view on the limits of cooperation from the required degree of governance, which can be achieved through extrinsic motivation or building on intrinsic motivation. Trust Control Economics thus inform a more realistic expectation about the net value added from cooperation by providing a balanced view including the cost of governance. It then becomes clear how complex cooperation is about ‘governance accretion’ where limited trustworthiness is substituted by control and these control instances need to be governed in turn. Trust, Control, and the Economics of Governance is a highly necessary development of institutional economics to reflect progress made in trust research and is a relevant addition for practitioners to better understand the role of trust in the governance of contemporary cooperation-structures. If the reader does not already agree with this statement, I hope he/she will surely do so after having consulted the contents of the current volume. The activities which fall under the heading of 'dynamic games' cannot easily be put into one scientific discipline. On the theoretical side one deals with differential games, difference games (the underlying models are described by differential, respec tively difference equations) and games based on Markov chains, with determin istic and stochastic games, zero-sum and nonzero-sum games, two-player and many-player games - all under various forms of equilibria. On the practical side, one sees applications to economics (stimulated by the recent Nobel prize for economics which went to three prominent scientists in game theory), biology, management science, and engineering. The contents of this volume are primarily based on selected presentations made at the Sixth International Symposium on Dynamic Games and Applica tions, held in St Jovite, Quebec, Canada, 13-15 July 1994. Every paper that appears in this volume has passed through a stringent reviewing process, as is the case with publications for archival technical journals. This conference, as well as its predecessor which was held in Grimentz, 1992, took place under the auspices of the International Society of Dynamic Games (ISDG), established in 1990. What caused a seemingly stable polity to collapse? Philip Roeder finds the answer to these questions in the Bolshevik constitution--the fundamental rules of the Soviet system that evolved from revolutionary times into the post-Stalin era. These rules increasingly prevented the Communist party from responding to the immense social changes that it had itself set in motion: although the Soviet political system initially had vast resources for transforming society, its ability to transform itself became severely limited. In Roeder's view, the problem was not that Soviet leaders did not attempt to change, but that their attempts were so often defeated by institutional resistance to reform. The leaders' successful efforts to stabilize the political system reduced its adaptability, and as the need for reform continued to mount, stability became a fatal flaw. Roeder's analysis of institutional constraints on political behavior represents a striking departure from the biographical approach common to other analyses of Soviet leadership, and provides a strong basis for comparison of the Soviet experience with constitutional transformation in other authoritarian polities.
