nassau pd test: Varieties of Police Behavior James Q. WILSON, 2009-06-30 The patrolman has the most difficult, complex, and least understood task in the police department. Much less is known of him than of his better publicized colleague, the detective. In this important and timely book, James Q. Wilson describes the patrolman and the problems he faces that arise out of constraints imposed by law, politics, public opinion, and the expectations of superiors. The study considers how the uniformed officer in eight communities deals with such common offenses as assault, theft, drunkenness, vice, traffic, and disorderly conduct. Six of the communities are in New York State: Albany, Amsterdam, Brighton, Nassau County, Newburgh, and Syracuse. The others are Highland Park, Illinois, and Oakland, California. Enforcing laws dealing with common offenses is especially difficult because it raises the question of administrative discretion. Murder, in the eyes of the police, is unambiguously wrong, and murderers are accordingly arrested; but in cases such as street-corner scuffles or speeding motorists, the patrolman must decide whether to intervene (should the scuffle be stopped? should the motorist be pulled over?) and, if he does, just how to intervene (by arrest? a warning? an interrogation?). In most large organizations, the lowest-ranking members perform the more routinized tasks and the means of accomplishing these tasks are decided by superiors, but in a police department the lowest-ranking officer--the patrolman--is almost solely responsible for enforcing those laws which are the least precise, the most ambiguous. Three ways or styles of policing--the watchman, the legalistic, and the service styles--are analyzed and their relation to local politics is explored. In the final chapter, Mr. Wilson discusses if and how the patrolman's behavior can be changed and examines some current proposals for reorganizing police departments. He observes that the ability of the patrolman to do his job well may determine our success in managing social conflict and our prospects for maintaining a proper balance between liberty and order. nassau pd test: Operation Jacknap Jack Teich, 2020-06-02 The New York Times described what happened to New York businessman Jack Teich as a “front page horror.” Two hundred FBI agents and Nassau County police officers combined forces to form a dragnet, hunt for his kidnappers, and rescue him. Teich lay handcuffed and chained to the walls of a closet in the Bronx with a medical bandage wrapped around his head to cover his eyes. His captors demanded that his wife, Janet, drop a bag with $750,000 (the equivalent of four million dollars in today’s currency) in a locker at Penn Station, making the Jack Teich ransom one of the highest in U.S. history at the time. FBI and Nassau County police detectives spent over a year before finally uncovering the meticulously planned kidnapping ploy hatched by radical mastermind Richard Warren Williams. The FBI internally dubbed the Jack Teich kidnapping operation “Jacknap.” The real-life crime drama that followed proved stranger than fiction, involving a tense across-the-country manhunt, a trailer in California stuffed with tens of thousands of ransom dollars hidden inside, a contentious jury trial that dominated NYC headlines for months; a guilty verdict that was overturned twenty-one years later on a controversial technicality; a retrial stymied by a mysterious fire that incinerated court records; and a civil verdict ruling that the kidnapper pay Jack Teich back the ransom money, plus interest. Operation Jacknap tells the incredible true crime story that continues even now. Indeed, as of this writing, no one knows where the majority of the ransom money is located. Chapter 12 describes a meta-analysis of the relationships among criteria (e.g., performance ratings, discipline problems, commendations), Chapter 13 describes a meta-analysis of the relationships among selection methods, and Chapter 14 describes a meta-analysis of the relationship between the various criteria and sex, race, age, and tenure. Chapter 15 summarizes the previous chapters and identifies future research needs. |
