In debating the feasibility of this market approach to improving school systems, analysts have focused primarily on schools as suppliers of education, but an important question remains: Will parents be able to function as smart consumers on behalf of their children? Here a highly respected team of social scientists provides extensive empirical evidence on how parents currently do make these choices. Drawn from four different types of school districts in New York City and suburban New Jersey, their findings not only stress the importance of parental decision-making and involvement to school performance but also clarify the issues of school choice in ways that bring much-needed balance to the ongoing debate. This movement began after the acquittal of George Zimmerman, who murdered 17-year-old Trayvon Martin.   melissa henig: Takeover Domingo Morel, 2018 State takeovers of local governments have garnered national attention of late, particularly following the water crisis in Flint, Michigan. In most U.S. cities, local governments are responsible for decisions concerning matters such as the local water supply and school affairs. However, once a state takes over, this decision-making capability is shuttled. Despite the widespread attention that takeovers in Flint and Detroit have gained, we know little about how such takeovers--a policy option that has been in use since the 1980s--affect political power in local communities. By focusing on takeovers of local school districts, this book offers the first systematic study of state takeovers of local governments. Although many major U.S. cities have experienced state takeovers of their local school districts, we know little about the political causes and consequences of takeovers. Complicating this phenomenon are the justifications for state takeokers; while they are assumedly based on concerns with poor academic performance, questions of race and political power play a critical role in the takeover of local school districts. However, Domingo Morel brings clarity to these questions and limitations--he examines the factors that contribute to state takeovers as well as the effects and political implications of takeovers on racialized communities, the communities most often affected by them. Morel both lays out the conditions under which the policy will disempower or empower racial and ethnic minority populations, and expands our understanding of urban politics. Morel argues that state interventions are a part of the new normal for cities and offers a novel theoretical framework for understanding the presence of the state in America's urban areas. The book is built around an original study of nearly 1000 school districts, including every school district that has been taken over by their respective state, and a powerful case study of Newark, New Jersey.

Is there a relationship between artistic creation and physical procreation? In Masculine Pregnancies, Aimee Armande Wilson argues that modernist writers used depictions of mannish pregnant women and metaphors of male pregnancy to answer these questions. The book places masculine pregnancies in works by Djuna Barnes, Willa Cather, William Faulkner, and Ezra Pound in the context of interwar debates about eugenics, immigration, midwifery, and sexology in order to redefine the relationship between creativity and gender in modernism. Attending to recent developments in queer theory, Wilson challenges the critical assumption that figures of masculine pregnancy necessarily reinforce oppressive norms. The book's first half shows how some writers indeed used such figures to delegitimize artists who were not white, male, and heterosexual. The second half then shows how others used masculine pregnancies to extend legitimacy to mannish women, dark-skinned immigrants, and their (pro)creations—and did so a century before the current boom in queer pregnancy narratives.

Their proposals meet resistance from citizens, elected officials, and school administrators who fear the loss of local autonomy. Bryan Shelly finds, however, that local autonomy has already been compromised by federal and state governments, which exercise a tremendous amount of control over public education despite their small contribution to a school system's funding. This disproportionate relationship between funding and control allows state and federal officials to pass education policy yet excuses them from supplying adequate funding for new programs. The resulting unfunded and underfunded mandates and regulations, Shelly insists, are the true cause of the loss of community control over public education. Board of Education, set into motion a process of desegregation that would eventually transform American public schools. This book provides a comprehensive and up-to-date assessment of how Brown's most visible effect--contact between students of different racial groups--has changed over the fifty years since the decision. Using both published and unpublished data on school enrollments from across the country, Charles Clotfelter uses measures of interracial contact, racial isolation, and segregation to chronicle the changes. He goes beyond previous studies by drawing on heretofore unanalyzed enrollment data covering the first decade after Brown, calculating segregation for metropolitan areas rather than just school districts, accounting for private schools, presenting recent information on segregation within schools, and measuring segregation in college enrollment. Two main conclusions emerge. First, interracial contact in American schools and colleges increased markedly over the period, with the most dramatic changes occurring in the previously segregated South. Second, despite this change, four main factors prevented even larger increases: white reluctance to accept racially mixed schools, the multiplicity of options for avoiding such schools, the willingness of local officials to accommodate the wishes of reluctant whites, and the eventual loss of will on the part of those who had been the strongest protagonists in the push for desegregation. Thus decreases in segregation within districts were partially offset by growing disparities between districts and by selected increases in private school enrollment.
