It also draws lessons for other transition economies from the recent Albanian experience. While progress has been made toward macroeconomic stability and the establishment of a modern institutional framework, much remains to be done to enhance the sustainability of the recent favorable macroeconomic performance and reduce unemployment and poverty. Crucial areas of reform are the creation of functioning institutions, notably in the judicial field, and the establishment of a reliable supply of electricity, which has recently become an obstacle for rapid growth.

  ministria e infrastruktures: The Contributions of Infrastructure to Economic Development Christine Kessides, 1993-01-01 This paper reviews the linkages between infrastructure and economic development based on both formal empirical research and informal case studies. The main thesis is that economic benefits result from investments in infrastructure only to the extent that they generate a sustainable flow of services valued by consumers. Thus, an analysis of infrastructures' contributions to growth must look at the impacts of services as actually perceived, not at indirect indicators that measure only aggregate provision of infrastructure capital. The paper notes that macro and industry level research , although having its limitations, suggest a positive and statistically significant relationship between infrastructure and economic output. However the conclusions derived from this research (most of which derives from developed countries) provide little specific guidance for policy. To gain more practical insights about how infrastructure contributes to economic growth and to improved quality of life, and to understand the welfare costs of inadequate or unreliable infrastructure, it is necessary to look at microeconomic evidence. Particularly interesting illustrations of these relationships are to be found in developing countries where there is wide variance in the availability and quality of infrastructure.

The intention underlying the EU’s concept of ‘territorial cohesion’ is to reduce these differences and imbalances and, at the same time, to ensure more balanced spatial development throughout the EU. Territorial cohesion – for which the German language uses two slightly different terms, “territoriale Kohäsion” and “territorialer Zusammenhalt” – has to be seen as a general term encompassing a number of different components. In addition to redressing disparities and spatial imbalances, this concept aims to improve territorial integration and to promote co-operation among EU regions. In striving to bring about territorial cohesion, due account must be taken of the diversity of the European continent, and consideration should be given to the advantages and disadvantages each area exhibits. Among the special challenges to be faced are the concentration of population and economic activity in what has come to be known as the Pentagon, the process of EU enlargement, and the severe imbalances which exist between the major centres of population and other parts of the EU territory. Against this background, it was only right and proper that territorial cohesion should be included in the draft of the Treaty establishing a Constitution for Europe (Article I-3), which lists economic, social, and territorial cohesion as being among the Union’s objectives.
