Jenkins, 2020-03-19 In Republican Party Politics and the American South, 1865–1968, Heersink and Jenkins examine how National Convention politics allowed the South to remain important to the Republican Party after Reconstruction, and trace how Republican organizations in the South changed from biracial coalitions to mostly all-white ones over time. Little research exists on the GOP in the South after Reconstruction and before the 1960s. Republican Party Politics and the American South, 1865–1968 helps fill this knowledge gap. Using data on the race of Republican convention delegates from 1868 to 1952, the authors explore how the 'whitening' of the Republican Party affected its vote totals in the South. Once states passed laws to disenfranchise blacks during the Jim Crow era, the Republican Party in the South performed better electorally the whiter it became. These results are important for understanding how the GOP emerged as a competitive, and ultimately dominant, electoral party in the late-twentieth century South. |

The Voting Rights Act of 1965 included a permanent requirement for language assistance for Puerto Rican voters educated in Spanish and ten years later Congress banned English-only elections in certain covered jurisdictions, expanding the support to include Alaska Natives, American Indians, Asian-language voters and Spanish-language voters. Some commentators have condemned the language assistance provisions, underlying many of their attacks with anti-immigrant rhetoric. Although the provisions have been in effect for over three decades, until now no comprehensive study of them has been published. This book describes the evolution of the provisions, examining the evidence of educational and voting discrimination against language minorities covered by the Act. Perspectives from philosophy, ethics, law, and policy are applied to a wide variety of enhancements, including integration of technology within human bodies, as well as genetic, biological, and pharmacological modifications. Humans may be permanently or temporarily enhanced with artificial parts by manipulating (or reprogramming) human DNA and through other enhancement techniques (and combinations thereof). We are on the cusp of significantly modifying (and perhaps improving) the human ecosystem. This evolution necessitates a continuing effort to re-evaluate current laws and, if appropriate, to modify such laws or develop new laws that address enhancement technology. A legal, ethical, and policy response to current and future human enhancements should strive to protect the rights of all involved and to recognize the responsibilities of humans to other conscious and living beings, regardless of what they look like or what abilities they have (or lack). A potential ethical approach is outlined in which rights and responsibilities should be respected even if enhanced humans are perceived by non-enhanced (or less-enhanced) humans as “no longer human” at all. |

Arriving during the Jim Crow era at a time when races were being rigidly categorized, these immigrants occupied a racially ambiguous place in society: they were not considered to be of mixed race, nor were they “people of color” or “white.” In Dixie’s Italians: Sicilians, Race, and Citizenship in the Jim Crow Gulf South, Jessica Barbata Jackson shows that these Italian and Sicilian newcomers used their undefined status to become racially transient, moving among and between racial groups as both “white southerners” and “people of color” across communal and state-monitored color lines. Dixie’s Italians is the first book-length study of Sicilians and other Italians in the Jim Crow Gulf South. Through case studies involving lynchings, disenfranchisement efforts, attempts to segregate Sicilian schoolchildren, and turn-of-the-century miscegenation disputes, Jackson explores the racial mobility that Italians and Sicilians experienced. Depending on the location and circumstance, Italians in the Gulf South were sometimes viewed as white and sometimes not, occasionally offered access to informal citizenship and in other moments denied it. Jackson expands scholarship on the immigrant experience in the American South and explorations of the gray area within the traditionally black/white narrative.
