It is a phenomenon with a certain variation in practices as well as contexts, concepts and conceptions. However, there is a basic idea about giving recognition to prior learning wherever and whenever learning has taken place. Such ideas can be ‘materialised’ in formal assessment systems providing the basis for recognition, as well as in informal processes where prior learning is made visible and gets recognition. This book provides a range of empirically and theoretically based contributions from different parts of the world where RPL, or an equivalent, is mobilised as part of educational practices for adults. Discussion in this area often takes place locally. This volume compiles different kinds of contributions to create a broader dialogue among scholars and practitioners, not only on the specific topic of RPL, but also on more general issues faced in educational research. It presents two major lessons for policy makers thinking of introducing a National Qualifications Framework (NQF). First, that an NQF is only a way of framing existing provision; it cannot on its own, lead to the acquisition of skills or knowledge. Second, as an attempt to standardize learning- something that is only to a limited extent standardizable, NQFs have disadvantages as well as advantages. The research was funded by the International Labour Organization (ILO) and the European Training Foundation (ETF) and, partly as a result of the ILO/ETF Report, the Editors were asked by the World Bank to help them in advising the government of India on introducing a NQF for vocational qualifications. Building on the findings of the report, the editors of this book presented an NQF implementation strategy to the Government of India on behalf of the World Bank. It laid out the steps and stages that would be involved and took account of the earlier experiences of introducing an NQF. Although this strategy was prepared specifically for the Government of India, others who have read it felt it deserved wider circulation. The report has therefore been included in this volume. Since this research was undertaken, the number countries, especially developing countries, implementing or introducing a NQF has continued to increase. Hettige, 2014-05-23 Since the late 1970s, Sri Lanka has undergone a socio-economic transformation, from protectionism towards economic liberalisation and increasing integration into the world economy. Through a systematic comparison of these periods of economic change (1956–1977, and 1977 to the present), Angela W. Little and Siri T. Hettige examine the impact of this transformation on education, youth employment and equality of opportunity in Sri Lanka. The book charts Sri Lanka’s shift from a predominantly agricultural economy to one dominated by services and manufacturing, a reduction in unemployment, rising educational and occupational levels, expectations and achievements, and a reduction in poverty. In turn, it reveals a growing role for the private sector and foreign interests in post-secondary education and a modest growth in private education at the primary and secondary levels, as well as widening social disparities in access to qualifications, training and skills. The Sri Lankan experience of, and engagement with, globalisation has been tempered by a long-running ethnic conflict that hindered economic and social development and diverted considerable public funds into defence and war. Researchers and stakeholders delve into the intricacies of ensuring traceability of complex units from equipment and maintaining consistency in measurement results across various methods. The application of materials metrology extends to calibrating equipment and/or measurement methods, as well as utilizing critical data for production assessments.Graphene's emergence sparked widespread interest across various fields. The rapid progress of graphene and related two-dimensional materials in both research and industrial applications necessitates robust support from metrology, standards, and conformity assessment, collectively known as national quality infrastructures (NQI). This book, using graphene and related two-dimensional materials as exemplars, explores fundamental concepts and terminologies of metrology and materials metrology, elucidates the technological framework of metrology and standards, and elaborates on various metrological techniques for the structural characterization of graphene and related materials, including Raman spectroscopy, X-ray diffraction, atomic force microscopy, and electron microscopy. Numerical simulations are required for analyzing and studying the behavior of systems whose mathematical models are very complex, as in the case of nonlinear systems. Capturing the resulting uncertainty of models based on uncertain parameters and constraints in confidence intervals (1-D), or more generally (>1-D) confidence regions, is very common for expressing to which degree the computed result is believed to be consistent with possible values of the targeted observable. This book examines the different methods used in numerical simulations, including adaptive and stochastic methods as well as finite element analysis research. This work is accompanied by studies of confidence regions, often utilized to express the credibility of such calculations and simulations. |
