irs.gov ippn: Manual on Fiscal Transparency International Monetary Fund. Fiscal Affairs Department, 2001 In preparing the Manual, a number of points have been taken into account. First, the Code is being implemented on a voluntary basis. To promote an appreciation of the rationale for the Code, and an understanding of its fiscal transparency requirements, the Manual sets out in detail the principles and practices included in the Code. However, because of the complexity of fiscal management systems, the Manual does not provide comprehensive directions on how all the good practices are to be put in place. Instead, it contains numerous references and website addresses that can assist with the practical implementation of the Code. Second, fiscal transparency is only one aspect of good fiscal management, and care is needed to distinguish fiscal transparency from two other key aspects, namely the efficiency of fiscal policy, and the soundness of public finances. Third, diversity of institutional backgrounds and capacity constraints to improving fiscal management are clearly recognized. For this reason, the Code is not a best practice standard. Rather, it is a set of good practices that can be implemented by most countries over the medium to longer term.

irs.gov ippn: Nine Men Fred Rodell, 2017-07-31 This book, first published in 1955, analyzes the Supreme Court decisions that were made between the years 1790 up to and including 1955. The author, a Yale University Professor of Law, appraises the Supreme Court and its place in the United States’ scheme of government, which is seen to treat the Justices not as law-givers, but as men whose motivations are the direct result of their own political beliefs and personal backgrounds. A fascinating read.

Jacchia, 1964 Tables of atmospheric density and composition are computed for a wide range of exospheric temperatures, starting from a fixed set of boundary conditions at 120 km. The diffusion equation is integrated following empirical temperature profiles derived from satellite drag over the years. Formulae are given which relate the exospheric temperature to solar and geomagnetic activity and allow for the diurnal and semi-annual variations. The different response of the density at the 200-km level to different types of heating is briefly discussed..--Page 1.

irs.gov ippn: Karaite Anthology Leon Nemoy, 1952 The Karaites, a small Jewish sect that arose twelve centuries ago and still exists today, was at one time the most outspoken and productive schismatic division in Judaism. The Karaites contributed much to the Jewish literature of the Middle Ages, for they developed their own corpus of theological dogmas, liturgy, juristic exegesis, metaphysical concepts, secular poetry, apologetics, and sermons. This anthology--the first of its kind in any language of the West--provides excerpts from the early Karaite literature (down to about the year 1500) representing the full range of their thought and belief. All extracts have been translated directly from Arabic, Aramaic, and Hebrew original sources. This book marks the first attempt in any language to present a chronological exposition of seven centuries of evolution of this interesting Jewish sect through a selection of excerpts from the writings of its spokesmen. . . . [A] pioneering achievement.--Zvi Ankori, Jewish Social Studies Will be of real interest. . . to historians of religion, sociologists of religion, students of Judaism, Talmudic scholars, students of comparative religious law, and scholars interested in the relation between Islam and Judaism in the Middle Ages.--Maurice S. Friedman, The Journal of Religion The book is an important addition to Qaraite literature in English.--Isis The texts are wisely chosen, carefully edited, and supplied with copious notes. An excellent introduction to each writer is given. The book is successful from every point of view.--Edward Robertson, The Royal Asiatic Society The commentaries of [the] scholars. . . are important additions to Jewish scholarly research.--Jewish News

irs.gov ippn: The Internal Revenue Service Jason Barousse, 2017-07-15 The Internal Revenue Service is the government agency that collects federal taxes. The IRS traces its origins back to the Lincoln presidency when the position of the Commissioner of Internal Revenue was created in 1862. The commissioner assessed the nation's first income tax, which was implemented to raise funds to cover war expenses. Without federal taxes, many people would not have access to different types of monetary assistance for services like veterans' benefits, education, the military, and social security. These services have become essential elements on which U.S. citizens rely. This title explores the history of the IRS and how it has developed into such an important part of daily American life. A graphic organizer and vivid full-color photographs connect with the informative and manageable text.

The book will be a relevant handbook as long as the agency remains a towering presence in American life.
