The World Bank's has been a leader in the development of these frameworks, stewarding a global multi-stakeholder process aimed at enhancing consensus around parliamentary benchmarks and indicators with international organizations and parliaments across the world. The results so far, some of which are captured in this book, are encouraging: countries as diverse as Australia, Canada, Ghana, Sri Lanka, Tanzania and Zambia have used these frameworks for self-evaluation and to guide efficiency-driven reforms. Donors and practitioners, too, are finding the benchmarks useful as baselines against which they can assess the impact of their parliamentary strengthening programs. The World Bank itself is using these frameworks to surface the root causes of performance problems and explore how to engage with parliamentary institutions in order to achieve better results. The World Bank can identify opportunities to help improve the oversight function of parliament, thus holding governments to account, giving 'voice' to the poor and disenfranchised, and improving public policy formation in order to achieve a nation's development goals. In doing so, we are helping make parliaments themselves more accountable to citizens and more trusted by the public. |

The book begins with an examination of the process of democratization and its impediments in the Arab World since the Second World War. It then looks at the conditions that led to the upsurge of the so-called Arab Spring. Finally, it underscores women’s role as participants, organizers, leaders, but also as victims. The main thesis of the book is that while Arab women were an integral part of the revolutionary efforts within the Arab Spring paradigm, they did not benefit from their sacrifices. Although they continue to be part of the process of change, their gains, rights and scope for participation are still limited. If the expansion of women’s participation and the scope of their rights do not seem to be a priority for revolutionary forces, women have made remarkable achievements, especially in some Arab Spring countries such as Yemen and Libya. The book includes case studies of some Arab Spring countries and other countries influenced by developments: Egypt, Bahrain, Kuwait, Libya, Yemen, Algeria, Jordan, Morocco and Saudi Arabia. It calls on revolutionary and reformist forces to give special attention to issues related to Arab women, as they are an indispensable pillar in the process of reform, development, peace and stability in the Middle East. |

What difference does having citizenship rights mean for peoplee(tm)s lives? Are structures of governance efficient, and responsive to peoplee(tm)s needs? This collection of articles examines ways in which citizenship is denied, and argues that citizenship can be used to demand and advance human rights. Women often find themselves excluded from full citizenship by legal systems which leave men to look after the interests of their female dependants. But women need recognition as citizens in their own right, to protect them from exploitation and abuse. People from marginalized communities also often find that the state fails to respond to their needs and interests. Finally, migrants e a growing group of women and men in our global economy e live precariously as aliens in states which do not acknowledge their claims to basic security and services. Topics here include the tension between cultural sensitivity and universal concepts of rights; reinterpretations of citizenship in communities where the state has failed to guarantee political or economic rights; and projects that are helping to advance active citizenship by increasing peoplee(tm)s voice in decisionmaking. |
