integrated coastal surveillance system: The Tools of Owatatsumi Desmond Ball, Richard Tanter, 2015-01-21 Japan is quintessentially by geography a maritime country. Maritime surveillance capabilities – underwater, shore-based and airborne – are critical to its national defence posture. This book describes and assesses these capabilities, with particular respect to the underwater segment, about which there is little strategic analysis in publicly available literature. Since the end of the Cold War, Chinese oceanographic and navy vessels have intruded into Japanese waters with increasing frequency, not counting their activities in disputed waters such as around the Senkaku (Diaoyu) Islands and Okinotorishima where China and Japan have overlapping territorial claims. These intrusions have increasingly involved warships, including submarines, sometimes acting quite aggressively. Japan maintains an extraordinary network of undersea hydrophone arrays, connected to shore-stations which are typically equipped with electronic intelligence (ELINT) systems, for monitoring, identifying and tracking submarine and surface traffic in its internal straits and surrounding seas. Some parts of this network are operated jointly with, and are of crucial importance to, the US Navy. Japan’s superlative submarine detection capabilities would be of decisive advantage in any submarine engagement. But the relevant facilities are relatively vulnerable, which makes them very lucrative targets in any conflict. This introduces compelling escalatory dynamics, including the involvement of US forces and possible employment of nuclear options.

integrated coastal surveillance system: Principles of Integrated Maritime Surveillance Systems A. Nejat Ince, Ercan Topuz, Erdal Panayirci, Cevdet Isik, 2012-12-06 Information is always required by organizations of coastal states about the movements, identities and intentions of vessels sailing in the waters of interest to them, which may be coastal waters, straits, inland waterways, rivers, lakes or open seas. This interest may stem from defense requirements or from needs for the protection of off-shore resources, enhanced search and rescue services, deterrence of smuggling, drug trafficking and other illegal activities and/or for providing vessel traffic services for safe and efficient navigation and protection of the environment. To meet these needs it is necessary to have a well designed maritime surveillance and control system capable of tracking ships and providing other types of information required by a variety of user groups ranging from port authorities, shipping companies, marine exchanges to governments and the military. Principles of Integrated Maritime Surveillance Systems will be of vital interest to anyone responsible for the design, implementation or provision of a well designed maritime surveillance and control system capable of tracking ships and providing navigational and other types of information required for safe navigation and efficient commercial operation. Principles of Integrated Maritime Surveillance Systems is therefore essential to a variety of user groups ranging from port authorities to shipping companies and marine exchanges as well as civil governments and the military.

integrated coastal surveillance system: Coastal Security Prof K R Singh, 2012-09-04 While there is enough literature dealing with different facets of the topic related to maritime security, this book is an effort to deal with multiple facets of the subject. Topics covered in the book include themes like multiple maritime zones as defined under UNCLOS-III and India's MZI Act of 1976 as also state's criminal jurisdiction in these zones under prevailing international norms and state practices. The author has attempted to assess the available capability of various maritime enforcement agencies like the Navy, the Coast Guard, the Customs (Marine) and the Marine Police as well as the possible role that CISF can play in basic point security of port and off-shore platforms. Last two chapters deal with developments since 2004 and steps that were taken to evolve a framework for coastal security as well as steps initiated after 2008 to strengthen cooperation among various agencies involved in that context. Attempt has been made in the last chapter to suggest ways and means to improve not only the overall structures of maritime security but also to strengthen sea governance during Phase II (2011-16) of Coastal Security Scheme.

integrated coastal surveillance system: The Role of the Indian Ocean for Global Peace – Interdisciplinary Issues Dr. (Capt.) Vivek Jain, 2023-11-02 This book deals with the various interdisciplinary issues of the Indian Ocean, individually and collectively, such as its history, geography, nautical elements, economics, trade routes (old and new), blue economy, deep-sea mining, fisheries management, tourism, scourge of piracy, pollution, Law of the Sea (UNCLOS 1982), and the different perspectives of its littoral countries on geopolitics, international law, international relations and maritime partnerships. It is the most important ocean in the world – 33% of the global population lives in the area and 50-60% of the world’s maritime trade transits through it. In addition, around 60% of global oil, and 26% of global gas reserves, along with pristine beaches are located here. To comprehend the interdisciplinary issues, the editor embarked on a voyage to discover, persuade and collaborate with exceptionally brilliant, influential experts from prominent littoral countries – India, Indonesia, Iran, South Africa, Malaysia and Singapore – with relevant experience to expound the above subject areas. In addition, geopolitical conflicts/hostilities and trade wars are on the rise; war seems inevitable but not imminent. Any conflict is likely to originate in other oceans and seas but will end up impacting the Indian Ocean’s littoral countries. Accordingly, these countries must comprehend the interdisciplinary issues and the special role of the Indian Ocean to prevent all-encompassing wars/hostilities from widening at a global level and thereafter must flesh out plans to shield themselves. They must also understand the area’s role in working towards global peace by comprehending the above interdisciplinary issues. The role of the Indian Ocean in global peace can only be achieved through maritime partnerships between its littoral countries, and their avoidance of impulses to invite outside power(s) to balance each other’s power. However, maritime partnerships are easier said than done. At the very least, the maritime partnership between two major Indian Ocean littoral powers – India and Indonesia – is critical to shield the region from geopolitical firestorms. Hopefully, this maritime partnership’s tactic of embracing a carrot-and-stick approach will eventually persuade global powers from outside the Indian Ocean region to improve their conduct to achieve global peace.

integrated coastal surveillance system: The Militarization of the European Union Kees van der Pijl, 2021-01-19 From the establishment of NATO in 1949, Western Europe has been under Anglo-American tutelage in military and security matters. Several countries, most notably France and (since reunification) Germany, have experienced this as a hindrance to the pursuit of their particular interests. Since 2008, the European Commission has actively joined the quest for “strategic autonomy” within NATO. The elections of Donald Trump and Emmanuel Macron in 2016-17 further widened the Atlantic rift, while the COVID-19 crisis with its colossal economic costs has, in turn, exacerbated the already worsening geopolitical tensions with states like Russia and China. With chapters on the politics and economics of European defence, on France, Germany, and Russia, the EU’s energy provision, the militarization of migration control, and the restructuring of the transatlantic bond, this volume offers an up-to-date, critical assessment of the militarization of European integration, written by established scholars in the fields of international relations and security studies.
