It explores the diverse challenges associated with defending air assets and joint personnel in a counterinsurgency environment. The authors are primarily Air Force officers from security forces, intelligence, and the office of special investigations, but works are included from a US Air Force pilot and a Canadian air force officer. The authors examine lessons from Vietnam, Iraq, Afghanistan, and other conflicts as they relate to securing air bases and sustaining air operations in a high-threat counterinsurgency environment. The essays review the capabilities, doctrine, tactics, and training needed in base defense operations and recommend ways in which to build a strong, synchronized ground defense partnership with joint and combined forces. In the most recent report, Assessing the potential for Civil- Military Integration, OTA examined the potential for making greater use of common technologies, processes, labor, equipment, material, and/or facilities to meet both defense and commercial needs. This effort, often termed civil-military integration or CMI, is believed by many observers to be an essential element of a successful U.S. national security strategy. OTA's assessment found that greater CMI is possible, and confirmed the potential for cost savings and increased technology transfer as the result of increased integration. The assessment noted that CMI appears essential if defense is to take advantage of many rapidly developing commercial technologies. |

Designing Soldier Systems approaches human factors issues from three main perspectives. In the first section, Chapters 1-5 focus on complexity introduced by technology, its impact on human performance, and how issues are being addressed to reduce cognitive workload. In the second section, Chapters 6-10 concentrate on obstacles imposed by operational and environmental conditions on the battlefield and how they are being mitigated through the use of technology. The third section, Chapters 11-21, is dedicated to system design and evaluation including the tools, techniques and technologies used by researchers who design soldier systems to overcome human physical and cognitive performance limitations as well as the obstacles imposed by environmental and operations conditions that are encountered by soldiers. It is the untold history of the Korean War Artillery Forward Observer, told by the men themselves. From the earliest days of the war in 1950 through the harrowing battles of 1951 and on into the so-called stalemate period of the hill battles of 1952 and 1953, into the final climactic battles before the cease fire, the Forward Observer, or FO, was there. Korea was and is known as the Artillery War because more rounds were fired in Korea than in all of WWII, and it was the job of the FO to direct these rounds onto their targets. FOs are the eyes of the artillery, and the importance of their job in Korea has been largely overlooked until now. Serving as infantrymen, but not being considered one, Forward Observers lived, ate and slept on the front lines, ever ready to respond to an attack, or defend friendly troops and positions, and sometimes losing their lives doing it. The awesome responsibility and firepower that was placed on a 22 or 23 year-old lieutenant or sergeant was staggering, and after reading these first hand accounts, one can easily imagine what these young men faced on a daily basis.
