These guidelines have been developed to assist both the healthcare provider and the coder in identifying those diagnoses that are to be reported. The importance of consistent, complete documentation in the medical record cannot be overemphasized. Without such documentation accurate coding cannot be achieved. The parts of the brain most responsible for cognitive and psychosocial maturity continue to develop and change through young adulthood, and adolescent brains are uniquely vulnerable to the effects of nicotine. At the request of the U.S. Food and Drug Administration, Public Health Implications of Raising the Minimum Age of Legal Access to Tobacco Products considers the likely public health impact of raising the minimum age for purchasing tobacco products. The report reviews the existing literature on tobacco use patterns, developmental biology and psychology, health effects of tobacco use, and the current landscape regarding youth access laws, including minimum age laws and their enforcement. Based on this literature, the report makes conclusions about the likely effect of raising the minimum age to 19, 21, and 25 years on tobacco use initiation. The report also quantifies the accompanying public health outcomes based on findings from two tobacco use simulation models. According to the report, raising the minimum age of legal access to tobacco products, particularly to ages 21 and 25, will lead to substantial reductions in tobacco use, improve the health of Americans across the lifespan, and save lives. This large body of research findings is captured in an accompanying dynamic database that profiles key epidemiologic findings, and allows the evidence on health effects of exposure to tobacco smoke to be synthesized and updated (following the format of the 2004 report, The Health Consequences of Smoking). The database enables users to explore the data and studies supporting the conclusions in the report. Since then, the draft has been revised four times. The guidelines were finalized at a WHO consultation in April 2000, in Hong Kong, China, with the support of the Government of Hong Kong SAR. The guidelines focus on the current major debates on safety and efficacy of traditional medicine, and are intended to raise and answer some challenging questions concerning the evidence base. They also clarify certain commonly used but unclear definitions. The guidelines present some national regulations for the evaluation of herbal medicine, and also recommend new approaches for carrying out clinical research, for example, using the WHO QOL user manual. The quality of life (QOL) manual was developed by the WHO Programme on Mental Health, and may also be used to evaluate the results of clinical research in traditional medicine. |

The aim of this study is a comparison of clinical description, written diagnose and ICD-10 codes used by professionals. Even the perfect diagnostic system can be used in proper or improper way. The results can be beneficial to prepare doctors and statisticians for changes forced by ICD-11.MethodA 500 randomly assigned medical histories from psychiatric outpatient clinic containing referrals to psychiatric care or discharge summaries from both psychiatric and non psychiatric wards were chosen. Files were taken from 2017-2018. All codes are assigned by doctors.ResultsThe types of mistakes were as follow. Different names than in ICD-10 official translation were used to diagnose certain disorders. General codes were implemented to describe specific problems (e.g. nicotine dependence coded as Z72 instead of F17.2). The most important mistake was incompatibility of code and description (e.g. ADHD coded as G98 instead of F90).ConclusionsAn implementation of new classification ICD-11 must be preceded by thorough of doctors and statisticians training to avoid mistakes described above. Moreover a training in use ICD-10 is needed to ensure that codes in current documentation is accurate. It is crucial to translate codes from ICD-10 to ICD-11 in a proper way. |
