igcp traffic control: Cross-Border Management Rongxing Guo, 2015-01-05 This book presents a new approach to management in an increasingly interactive world. In this context, the use of the word “new” has two meanings. The first relates to a new definition of borders (which are natural, institutional, functional, or mixed); the second concerns the fact that the book applies (and, where necessary, develops) analytical tools, methods and models that are different from those used in other similar books. The objectives of this book are: to clarify whether existing management theories and methods can be effectively applied in an entity (which can be defined as a sovereign country, a region, a community, a culture, or a firm) as the latter increasingly interacts with the rest of the world; to develop qualitative and quantitative methods to help leaders make optimal decisions for their entity and, at the same time, to maximize the positive (or minimize the negative) effects of those decisions on the rest of the world; and to design workable cross-border cooperation plans and conflict-management schemes that allow policy-makers to better cope with the challenges and problems posed by our increasingly interactive world.

igcp traffic control: The Puzzle Palace James Bamford, 2018-06-05 The first book ever written on the National Security Agency from the New York Times bestselling author of Body of Secrets and The Shadow Factory. In this groundbreaking, award-winning book, James Bamford traces the NSA’s origins, details its inner workings, and explores its far-flung operations. He describes the city of fifty thousand people and nearly twenty buildings that is the Fort Meade headquarters of the NSA—where there are close to a dozen underground acres of computers, where a significant part of the world’s communications are monitored, and where reports from a number of super-sophisticated satellite eavesdropping systems are analyzed. He also gives a detailed account of NSA’s complex network of listening posts—both in the United States and throughout much of the rest of the world. When a Soviet general picks up his car telephone to call headquarters, when a New York businessman wires his branch in London, when a Chinese trade official makes an overseas call, when the British Admiralty urgently wants to know the plans and movements of Argentina’s fleet in the South Atlantic—all of these messages become NSA targets. James Bamford’s illuminating book reveals how NSA’s mission of Signals Intelligence (SIGINT) has made the human espionage agent almost a romantic figure of the past. Winner Best Investigative Book of the Year Award from Investigative Reporters & Editors “The Puzzle Palace has the feel of an artifact, the darkly revealing kind. Though published during the Reagan years, the book is coolly subversive and powerfully prescient.”—The New Yorker “Mr. Bamford has emerged with everything except the combination to the director’s safe.”—The New York Times Book Review

igcp traffic control: Best Practice Guidelines for Great Ape Tourism Elizabeth J. Macfie, Elizabeth A. Williamson, 2010 Executive summary: Tourism is often proposed 1) as a strategy to fund conservation efforts to protect great apes and their habitats, 2) as a way for local communities to participate in, and benefit from, conservation activities on behalf of great apes, or 3) as a business. A few very successful sites point to the considerable potential of conservation-based great ape tourism, but it will not be possible to replicate this success everywhere. The number of significant risks to great apes that can arise from tourism reqire a cautious approach. If great ape tourism is not based on sound conservation principles right from the start, the odds are that economic objectives will take precedence, the consequences of which in all likelihood would be damaging to the well-being and eventual survival of the apes, and detrimental to the continued preservation of their habitat. All great ape species and subspecies are classified as Endangered or Critically Endangered on the IUCN Red List of Threatened Species (IUCN 2010), therefore it is imperative that great ape tourism adhere to the best practice guidelines in this document. The guiding principles of best practice in great ape tourism are: Tourism is not a panacea for great ape conservation or revenue generation; Tourism can enhance long-term support for the conservation of great apes and their habitat; Conservation comes first--it must be the primary goal at any great ape site and tourism can be a tool to help fund it; Great ape tourism should only be developed if the anticipated conservation benefits, as identified in impact studies, significantly outweigh the risks; Enhanced conservation investment and action at great ape tourism sites must be sustained in perpetuity; Great ape tourism management must be based on sound and objective science; Benefits and profit for communities adjacent to great ape habitat should be maximised; Profit to private sector partners and others who earn income associated with tourism is also important, but should not be the driving force for great ape tourism development or expansion; Comprehensive understanding of potential impacts must guide tourism development. positive impacts from tourism must be maximised and negative impacts must be avoided or, if inevitable, better understood and mitigated. The ultimate success or failure of great ape tourism can lie in variables that may not be obvious to policymakers who base their decisions primarily on earning revenue for struggling conservation programmes. However, a number of biological, geographical, economic and global factors can affect a site so as to render ape tourism ill-advised or unsustainable. This can be due, for example, to the failure of the tourism market for a particular site to provide revenue sufficient to cover the development and operating costs, or it can result from failure to protect the target great apes from the large number of significant negative aspects inherent in tourism. Either of these failures will have serious consequences for the great ape population. Once apes are habituated to human observers, they are at increased risk from poaching and other forms of conflict with humans. They must be protected in perpetuity even if tourism fails or ceases for any reason. Great ape tourism should not be developed without conducting critical feasibility analyses to ensure there is sufficient potential for success. Strict attention must be paid to the design of the enterprise, its implementation and continual management capacity in a manner that avoids, or at least minimises, the negative impacts of tourism on local communities and on the apes themselves. Monitoring programmes to track costs and impacts, as well as benefits, [is] essential to inform management on how to optimise tourism for conservation benefits. These guidelines have been developed for both existing and potential great ape tourism sites that wish to improve the degree to which their programme constributes to the conservation rather than the exploitation of great apes.

igcp traffic control: Best Practice Guidelines for the Prevention and Mitigation of Conflict Between Humans and Great Apes Kimberley Hockings, 2009 Executive summary: One of the challenges facing great ape conservation is the rising level of interaction between humans and great apes, and the resulting conflicts that emerge. As human populations continue to grow and human development makes deeper incursions into forest habitats, such conflicts will become more widespread and prevalent in the natural ranges of great apes, especially considering that the majority of great apes live outside protected areas. It is essential that we develop a comprehensive understanding of existing and potential conflict situations, and their current or future impacts on both great apes and humans. This will require the integration of quantitative and qualitative data on multiple aspects of human and great ape behaviour and ecology, along with a good understanding of local people's perceptions of the situation. Such knowledge can then be used to develop effective, locally-adapted, management strategies to prevent or mitigate human-great ape conflicts, whilst respecting both conservation objectives and socio-cultural-economic contexts. These guidelines outline a sequence of logical steps that should be considered prior to any form of human-great ape conflict intervention, and propose possible counter-measures to be used in the management of human-great ape conflicts.

igcp traffic control: Seismic Ground Motion In Large Urban Areas Giuliano F. Panza, Ivanka Pakaleva, Concettina Nunziata, 2004-04-23 The accelerated, and often uncontrolled, growth of the cities has contributed to the ecological transformation of their immediate surroundings. Factors contributing to the urban vulnerability include: lowering or rising of the water table, subsidence, loss of bearing capacity of soil foundations and instability of slopes. Recent catastrophic earthquakes highlight the poor understanding by decision makers of seismic related risk, as well as the tendency of some builders to use the cheapest designs and construction materials to increase short-term economic returns on their investment. Losses from earthquakes will continue to increase if we do not shift towards proactive solution. Disaster reduction is both an issue for consideration in the sustainable development agenda and a cross-cutting issue relating to the social, economic, environmental and humanitarian sectors. As location is the key factor, which determines the level of risk associated with a hazard, land-use plans and mapping should be used as tools to identify the most suitable usage for vulnerable areas.

igcp traffic control: Tourism in the Green Economy World Tourism Organization, 2012 The Tourism Background Report is an extended version of the Tourism Chapter of the Green Economy Report (GER), which makes the case for investments in greener and sustainable tourism as a means to create jobs and reduce poverty while also improving environmental outcomes. The Report analyses the main variables that influence tourism development and aims to demonstrate that concerted greener policies can steer the growth of the sector toward a more sustainable path. Compared with a business-as-usual scenario, it shows how a green investment scenario would allow the sector to continue to expand steadily over the coming decades while ensuring significant environmental benefits such as reductions in water consumption, energy use and CO2 emissions. The Report aims at encouraging policy makers to support increased investment in greening the tourism sector.

igcp traffic control: Submarine Fans and Related Turbidite Systems Arnold H. Bouma, W.R. Normark, N.E. Barnes, 1986-09-23 Exchange of information in the field of earth sciences is increasingly needed to stay informed about advances. However, the continuous increase in the number of journal articles and books is very noticeable, while the available time to keep up is decreasing. Such a large flow of information commonly necessitates professionals to search selec tively for material and special publications in one's sub-discipline that have more specific coverage. In addition to surveying research needs, earth scientists working in a pure or applied research environment collect and produce information that often is of interest to the much larger group of industry-employed geologists and geophysicists, to professionals employed by agencies, and to students. To accommodate this exchange of needed information, Springer-Verlag is launching a monograph series entitled Frontiers in Sedimentary Geology. This series will cover a number of subjects related to sediments and sedimentary rocks in a manner that both the researcher and the industrially oriented earth scientist can use constructively. Pub lications in this monograph series may fit one or more of the following main categories: Topical A topical subject will cover either the different aspects of a selected environment of deposition, or present a world tour of a particular depositional environment to dem onstrate its variability and its commonalities. The author(s) or editor(s) accepts the responsibility to guide the reader as to the state of knowledge, rather than providing a set of independent chapters.
