ginta palubinskas: Leadership and Institutions in Regional Endogenous Development Robert John Stimson, Roger Stough, Maria Salazar, 2009-01-01 The authors of this comprehensive book provide a detailed rationale and original theory for the study of leadership and institutional factors, including entrepreneurship, in the growth and development of cities and regions. They demonstrate why leadership, institutions and entrepreneurship can – and indeed do – play a crucial enhancing role as key elements in the process of regional endogenous growth. The so-called 'new growth theory' emphasizes endogenous processes. While some of the literature refers to leadership and institutional factors, there has been little analysis of the explicit roles these factors play in the growth and development of cities and regions. This book remedies that gap, beginning with a brief overview of the evolution of the 'new growth theory' in regional economic development, in which the emphasis is on endogenous factors. The book then discusses leadership and institutional factors in that context, creating a new path for understanding regional economic development processes. Multiple case studies from different parts of the world illustrate the theoretical concepts.Students and scholars in regional development, planning and public policy will find this volume invaluable. |
ginta palubinskas: State Responses to International Law Kendall Stiles, 2014-09-19 Do countries keep their promises to the international community? When they sign treaties or learn about new expectations, do they take them seriously and implement them? Since we already know intuitively that not all countries do, the next question – and the topic of this book – is: who complies? By considering a wide range of different rules – each precise enough to allow one to measure state compliance – and a variety of methods, we hope to answer this question once and for all. Including a systematic analysis of 8 different countries selected for the variety of regime type, international engagement and economic development they represent, the work caps a five-year research program and represents the culmination of twenty years’ worth of work in the disciplines of international relations and international law on legalization and compliance. Stiles highlights the importance of systematic study of compliance in order to move further towards solving truly global issues, such as terrorism, human trafficking, air pollution and collective goods provision. With international laws generally designed to improve the human condition and current levels of compliance inconsistent at best, it is vital to gain a better understanding of who complies and why. This detailed study will be of interest to students of Politics, International Law and International Relations. |

ginta palubinskas: Labor Markets and Social Policy in Central and Eastern Europe N. A. Barr, 2005-01-01 'Labor Markets and Social Policy in Central and Eastern Europe' summarises social policy reform during the transition and EU accession and analyses the social policy challenges which continue to face both old and new member states. Specifically, the book amplifies two sets of arguments. First, social policy under communism was in important respects well-suited to the old order andprecisely for that reasonwas systematically badly-suited to a market economy. Strategic reform directions thus followed from the nature of the transition process and from constraints imposed by EU accession. Secondly, successful accession is not the end of the story: economic and social trends over the past 50 years are creating strains for social policy which all countriesold and new memberswill have to face. This book will be of interest to readers interested in social policy, particularly those with an interest in the process of post-communist transition, in EU accession, and in future social policy challenges for the wider Europe. It should be of interest to academics in departments of economics, social policy and political science, and to policy makers, including government advisers and civil servants. |
ginta palubinskas: States of Democracy Yvonne Galligan, 2015-03-05 The multi-layered political system of the European Union offers a unique environment for the study of comparative democracy. Its policies seek to give effect to an agreed range of values, including that of gender equality. This book explores gender equality and democratic politics in Europe. It discusses how democratic politics engages with gender equality in the European Union and examines what happens when a core democratic value of the European Union, equality between women and men, is given policy effect in supra-national and domestic level politics. It asks how embedded is this value in democratic politics and what degree of gender equality is expressed in this environment. The collection brings to light the gendered nature of democratic politics, offering a critical gaze on the workings of modern democracy in Europe. This book will be of interest to scholars and students of democracy, European studies, gender, and key to courses seeking to incorporate a deeper gender perspective or evaluating democracy and democratic performance in institutions and decision-making. |

ginta palubinskas: Intermarium Marek Jan Chodakiewicz, 2012 History and collective memories influence a nation, its culture, and institutions; hence, its domestic politics and foreign policy. That is the case in the Intermarium, the land between the Baltic and Black Seas in Eastern Europe. The area is the last unabashed rampart of Western Civilization in the East, and a point of convergence of disparate cultures. Marek Jan Chodakiewicz focuses on the Intermarium for several reasons. Most importantly because, as the inheritor of the freedom and rights stemming from the legacy of the Polish-Lithuanian/Ruthenian Commonwealth, it is culturally and ideologically compatible with American national interests. It is also a gateway to both East and West. Since the Intermarium is the most stable part of the post-Soviet area, Chodakiewicz argues that the United States should focus on solidifying its influence there. The ongoing political and economic success of the Intermarium states under American sponsorship undermines the totalitarian enemies of freedom all over the world. As such, the area can act as a springboard to addressing the rest of the successor states, including those in the Caucasus, Central Asia, and the Russian Federation. Intermarium has operated successfully for several centuries. It is the most inclusive political concept within the framework of the Commonwealth. By reintroducing the concept of the Intermarium into intellectual discourse the author highlights the autonomous and independent nature of the area. This is a brilliant and innovative addition to European Studies and World Culture. |

ginta palubinskas: Credit Reversals Mr. Francisco F. Vazquez, 2021-04-23 This paper studies episodes in which aggregate bank credit contracts alongside expanding economic activity—credit reversals. Using data for 179 countries during 1960‒2017, the paper finds that reversals are a relatively common phenomenon--on average, they occur every five years. By comparison, banking crises take place every eight years on average. Credit reversals and banking crises also appear related to each other: reversals become more likely in the aftermath of banking crises, while the likelihood of crises drops following reversals. In terms of foregone economic activity, reversals are shown to be very costly, at about two-thirds of the costs of banking crises after taking into account their relative frequencies. |

ginta palubinskas: Developmentality Jon Harald Sande Lie, 2015-09-01 Drawing on ethnographic fieldwork within the World Bank and a Ugandan ministry, this book critically examines how the new aid architecture recasts aid relations as a partnership. While intended to alter an asymmetrical relationship by fostering greater recipient participation and ownership, this book demonstrates how donors still seek to retain control through other indirect and informal means. The concept of developmentality shows how the World Bank’s ability to steer a client’s behavior is disguised by the underlying ideas of partnership, ownership, and participation, which come with other instruments through which the Bank manipulates the aid recipient into aligning with its own policies and practices. |
ginta palubinskas: Peace and Conflict in Africa David Francis, 2013-04-04 Nowhere in the world is the demand for peace more prominent and challenging than in Africa. From state collapse and anarchy in Somalia to protracted wars and rampant corruption in the Congo; from bloody civil wars and extreme poverty in Sierra Leone to humanitarian crisis and authoritarianism in Sudan, the continent is the focus of growing political and media attention. This book presents the first comprehensive overview of conflict and peace across the continent. Bringing together a range of leading academics from Africa and beyond, Peace and Conflict in Africa is an ideal introduction to key themes of conflict resolution, peacebuilding, security and development. The book's stress on the importance of indigenous Africa approaches to creating peace makes it an innovative and exciting intervention in the field. |
ginta palubinskas: Small Arms Mia Bloom, 2019-05-15 Why do terrorist organizations use children to support their cause and carry out their activities? Small Arms uncovers the brutal truth behind the mobilization of children by terrorist groups. Mia Bloom and John Horgan show us the grim underbelly of society that allows and even encourages the use of children to conduct terrorist activities. They provide readers with the who, what, when, why, and how of this increasingly concerning situation, illuminating a phenomenon that to most of us seems abhorrent. And yet, they argue, for terrorist groups the use of children carries many benefits. Children possess skills that adults lack. They often bring innovation and creativity. Children are, in fact, a superb demographic from which to recruit if you are a terrorist. Small Arms answers questions about recruitment strategies and tactics, determines what makes a child terrorist and what makes him or her different from an adult one, and charts the ways in which organizations use them. The unconventional focus on child and youth militants allows the authors to, in essence, give us a biography of the child terrorist and the organizations that use them. We are taken inside the mind of the adult and the child to witness that which perhaps most scares us. |

ginta palubinskas: The Frontlines of Peace Severine Autesserre, 2021-02-01 At turns surprising, funny, and gut-wrenching, this is the hopeful story of the ordinary yet extraordinary people who have figured out how to build lasting peace in their communities The word peacebuilding evokes a story we've all heard over and over: violence breaks out, foreign nations are scandalized, peacekeepers and million-dollar donors come rushing in, warring parties sign a peace agreement and, sadly, within months the situation is back to where it started--sometimes worse. But what strategies have worked to build lasting peace in conflict zones, particularly for ordinary citizens on the ground? And why should other ordinary citizens, thousands of miles away, care? In The Frontlines of Peace, Séverine Autesserre, award-winning researcher and peacebuilder, examines the well-intentioned but inherently flawed peace industry. With examples drawn from across the globe, she reveals that peace can grow in the most unlikely circumstances. Contrary to what most politicians preach, building peace doesn't require billions in aid or massive international interventions. Real, lasting peace requires giving power to local citizens. Now including teaching and book club discussion guides, The Frontlines of Peace tells the stories of the ordinary yet extraordinary individuals and organizations that are confronting violence in their communities effectively. One thing is clear: successful examples of peacebuilding around the world, in countries at war or at peace, have involved innovative grassroots initiatives led by local people, at times supported by foreigners, often employing methods shunned by the international elite. By narrating success stories of this kind, Autesserre shows the radical changes we must take in our approach if we hope to build lasting peace around us--whether we live in Congo, the United States, or elsewhere. |
ginta palubinskas: Japan in International Politics Thomas U. Berger, Mike Mochizuki, Jitsuo Tsuchiyama, 2007 How have shifts in both the international environment and domestic politics affected the trajectory of Japanese foreign policy? Does it still make sense to depict Japan as passive and reactive, or have the country's leaders become strategic and proactive? This book presents a nuanced picture of Japanese foreign policy, emphasizing the ways in which slow, adaptive changes, informed by pragmatic liberalism, have served the national interest. |
