Escandon U.S. Army, 2015-11-06 The purpose of this monograph is to examine the use of indigenous surrogates by both the Republic of South Africa and Rhodesia in Southern Africa’s Bush Wars from 1975 to 1989. The Bush Wars are of significance because the use of surrogates in each case represents policy and doctrine that is outside of the United States military’s traditional understanding and employment of surrogates. The methodology of this paper is to analyze two unique surrogate forces to determine if they significantly contributed to the accomplishment of strategic aims and operational objectives. Such an examination is relevant because current U.S. policy and strategy advocates building the capacity of foreign security forces, as well as the use of irregular surrogate forces, to achieve U.S. foreign policy objectives. Given the political and military challenges of Iraq and Afghanistan, policymakers believe that the United States can ill afford another long-duration, resource intensive, politically charged counterinsurgency campaign. The use of surrogates offers the promise of low-visibility, economy of force operations. Nonetheless, enthusiasm for the use of surrogates must be tempered by the reality that surrogates are not a substitute for effective operational art and strategy.

Over the past fifteen years the Long War has been examined using multiple perspectives. However, one central mechanism is missing in current Long War analyses: defence diplomacy. Defence diplomacy enhances the diplomatic and security capacity of a state, providing the only link between executive office and the ministries of foreign affairs and defence, two vital institutions in the Long War. Using a case study of US defence diplomacy in Afghanistan from 2001 to 2014, the paper argues simply that the practice of defence diplomacy far outweighs current theories on what it is, how it works and why it matters. The paper aims to generate a more nuanced understanding of defence diplomacy, as well as identify it as a key component of the US CT/COIN strategy to achieve their Long War policy objectives.

Atudorei, Aceasta este prima carte scrisă vreodată în România, de către un român, în limba română, cu privire la istoria Statelor Unite, atât internă, cât și internațională. Lucrarea descrie destinul evolutiv în direcția superputerii hegemonice pe care l-⁠⁠a parcurs America până în zilele noastre. Salutăm apariția ei. Autorul merită admirația noastră pentru efortul său îndrăzneț, neobosit și erudit. Cu umbre și lumini, mai ales cu umbre, cartea ne relatează mai degrabă într-⁠⁠o manieră critică o poveste a ascensiunii și declinului unuia dintre cele mai mari imperii care au existat până acum. Este cu siguranță cel mai proeminent imperiu cunoscut, cel puțin din timpul vieții noastre. Dar, așa cum ne dezvăluie rezumatele statistice și documentele Congresului SUA, dintre toate imperiile, este și cel mai dependent de un lung și continuu intervenționism militar în fiecare colț al lumii. La începutul studiului său autorul enumeră și examinează îndeaproape evoluția pe parcursul a aproape un secol a principiilor și doctrinelor încorporate în politica externă americană. Vedem o combinație între diplomație și război și aproape întotdeauna acesta din urmă a fost câștigător. Lucrarea evocă excepționalismul american, Doctrina Monroe, diplomația lui Teddy Roosevelt de tipul „Vorbește politicos, dar ține o bâtă mare”, idiomul strategic „Show-⁠⁠the-⁠⁠Flag” („arată-⁠⁠ți puterea”), diplomația de tip „Gunboat” (politică agresivă impicită sau explicită), doctrinele Truman și Reagan, Teoria Domino-⁠⁠ului, Proiectul neoconservator pentru un Nou Secol American, Doctrina lui Bush Jr., a războaielor preventive etc. Apoi, citând surse americane de înaltă calificare, autorul șochează cititorul indicând că „SUA nu mai este un stat cu adevărat democratic, ci unul condus de o oligarhie, de o «Elită» care nu mai reprezintă voința poporului american”. Atudorei evidențiază de asemenea, cu argumente logice, existența în Statele Unite a „complexului militar-⁠⁠industrial”, a Statului Subteran (Deep State), a cartelului financiar-⁠⁠bancar etc. Lucrarea dezvăluie o America în zona amurgului, condusă prin planuri și entități secrete care controlează strict instituțiile globale, războaiele și neocolonialismul din Orientul Mijlociu, din America Latină și din Europa de Est. Autorul descrie cei 75 de ani de confruntare a Statelor Unite cu Uniunea Sovietică / Federația Rusă, punctând strategiile americane incisive și aproape nelimitat bugetate. Practic, în cartea sa domnul Atudorei expune un lanț perpetuu de nelegiuiri istorice având America drept inițiator: America dependentă de militarism; un militarism dependent de agresiune, război și supremație imperială; un șir practic neîntrerupt a 240 de ani de războaie americane care au condus la milioane de victime; milioane de victime uitate de o mașină de propagandă dependentă de falsitate, înșelăciune și minciună, care numește invaziile, loviturile de stat și bombardamentele aeriene ca fiind „intervenții umanitare” aducătoare pace, libertate și democrație... / Radu Toma / O stranie coincidență m-⁠⁠a frapat întrucât cartea domnului Atudorei a apărut împreună cu o izbucnire de voci ale unor personalități reputate care deplâng sau își exprimă indiferența față de ceea ce politicienii, universitățile și mass-⁠⁠media numesc „ascensiunea și declinul hegemoniei americane”. Așa cum am menționat, spiritul acestei cărți fiind unul preponderent critic, această coincidență m-⁠⁠a impresionat cu adevărat, și asta pe bună dreptate. Trista „misiune de constatare a faptelor” întreprinsă de domnul Atudorei este susținută în mod constant, de o – să o numim așa – „misiune de găsire a concluziilor și soluțiilor” a experților menționați mai sus. Unii consideră răspicat că excepționalismul american ar trebui, din punct de vedere al puterii sale economice și militare, să se concentreze pe o împărtășire a bunurilor publice globale, și în special să împartă „puterea” cu ceilalți. Există o reacție din ce în ce mai accentuată împotriva intervenționismului Wilsonian. De asemenea, unii au pus sub semnul întrebării ordinea internațională stabilită după al Doilea Război Mondial, iar John Mearsheimer a susținut că democrația liberală nu este un articol de export. Vorbind despre declinul istoric al SUA, pe măsură ce lucrurile evoluează, vedem că o eroziune treptată, pe termen lung, reprezintă probabil un scenariu mai potrivit decât prăbușirea bruscă: Statele Unite au o populație mare care se reproduce într-⁠⁠un ritm constant, o masă de teren bogată în resurse, o armată puternică și încă domină lista câștigătorilor premiilor Nobel. Adoptarea unei strategii de amploare mai rezervată ar putea fi un pas prudent în favoarea acestei posibilități de a rămâne „în capul mesei”, prelungind momentul istoric al Americii. Dar, lăsând la o parte această viziune blândă a istoricului american Paul Kennedy asupra „aterizării” în siguranță a Americii, pot depune mărturie că prin comparație cu orice situație la care am fost martor în ultimele cinci sau șase decenii, când Statele Unite păreau să conducă plină de încredere lumea către ceea ce trebuia să fie un nou mileniu de pace, prosperitate și libertate, acum America se îndreaptă spre turbulență. Acum declinul pare inevitabil. Pare că hegemonia americană de după Războiul Rece – de după căderea Zidului Berlinului, în 1989, până la căderea Bagdadului în 2003 – se tot scufundă de atunci. Că lumea se confruntă cu o nouă eră a democrațiilor personalizate și a autoritarismului personalizat. Că apoteoza neoliberalismului și stimularea globalizării au produs o mai mare integrare economică între țări, dar au dus și la un recul populist. Că ora liberală se termină în Occident, că populiștii își vor țările înapoi, și că a venit ziua naționaliștilor. Mulți cred că Fortăreața Americană se prăbușește. Cu toate acestea, când vine vorba despre perioada actuală, Calistrat Atudorei arată că administrația Trump nu este pregătită să renunțe la niciunul dintre privilegiile hegemonice ale SUA și să accepte noi și multiple sfere de influență ale altor mari puteri. Trump și oamenii săi din politica externă nu intenționeză să își cedeze dominația în favoarea Beijingului și a Moscovei în Asia sau în Europa de Est. Trump pune periodic sub semnul întrebării motivul pentru care America trebuie să își păstreze trupele în acele locuri. Dar a autorizat exerciții de liberă navigație în Mările Chinei de Sud și de Est și în Marea Neagră. Și a autorizat trupele americane să îi descurajeze pe ruși față de Polonia și țările baltice.
