Teve como principais objetivos contribuir com as reflexões sobre a questão do vídeo, estimular a criação artística e incentivar a produção de videoarte de alunos do Instituto de Artes da UFRGS, assim como sua divulgação junto à comunidade acadêmica e público em geral. Em todas edições, participaram alunos inscritos, professores e artistas convidados que já tinham um trabalho relacionado com o vídeo. Ao final de cada evento foi realizado um debate aberto à comunidade entre os participantes e professores – algumas vezes com convidados como Giba Assis Brasil e Marta Biavaschi. O logotipo era trocado a cada ano, assim como o bolsista que auxiliava a professora Maria Lucia Cattani e novos artistas convidados: Terry Smith, Joacélio Batista, Emilio Martinez, Bia Santos, Antônio Pasolini, Milton Machado, Keir Williams, André Parente e Leila Danziger. A importância da mostra pode ser percebida pelos nomes de grandes artistas que trabalham e estudam a linguagem do audiovisual. Entre os vencedores do Vagalito estão Gabriela Cavalheiro, James Zortéa, Carolina Breda, Romano Corá, Thiago Martini, Rafael Pagatini, Antônio Dora, Lidiel Berriel, Romy Pocztaruk, Denis Nicola, Janete Nedel, Néfer Kroll, Marco Antônio Schmith de Arruda, Diego Kasper Cardoso, Letícia Bertagna, Carlos Eduardo Galon, Regina Veiga e Gustavo Lucian Plufgseder.
