Department of Health and Human Services, Office of the Surgeon General, 2012-07-23 Alcohol is the most widely used substance of abuse among America's youth. A higher percentage of young people between the ages of 12 and 20 use alcohol than use tobacco or illicit drugs. The physical consequences of underage alcohol use range from medical problems to death by alcohol poisoning, and alcohol plays a significant role in risky sexual behavior, physical and sexual assaults, various types of injuries, and suicide. Underage drinking also creates secondhand effects for others, drinkers and nondrinkers alike, including car crashes from drunk driving, that put every child at risk. Underage alcohol consumption is a major societal problem with enormous health and safety consequences and will demand the Nation's attention and committed efforts to solve. For the most part, parents and other adults underestimate the number of adolescents who use alcohol. They underestimate how early drinking begins, the amount of alcohol adolescents consume, the many risks that alcohol consumption creates for adolescents, and the nature and extent of the consequences to both drinkers and nondrinkers. Too often, parents are inclined to believe, “Not my child.” Yet, by age 15, approximately one half of America's boys and girls have had a whole drink of alcohol, not just a few sips, and the highest prevalence of alcohol dependence in any age group is among people ages 18 to 20. This Surgeon General's Call to Action To Prevent and Reduce Underage Drinking was issued to focus national attention on this enduring problem and on new, disturbing research which indicates that the developing adolescent brain may be particularly susceptible to long term negative consequences from alcohol use. Recent studies show that alcohol consumption has the potential to trigger long term biological changes that may have detrimental effects on the developing adolescent brain, including neurocognitive impairment. Fortunately, the latest research also offers hopeful new possibilities for prevention and intervention by furthering our understanding of underage alcohol use as a developmental phenomenon—as a behavior directly related to maturational processes in adolescence. New research explains why adolescents use alcohol differently from adults, why they react uniquely to it, and why alcohol can pose such a powerful attraction to adolescents, with unpredictable and potentially devastating outcomes. Emerging research also makes it clear that an adolescent's decision to use alcohol is influenced by multiple factors. These factors include normal maturational changes that all adolescents experience; genetic, psychological, and social factors specific to each adolescent; and the various social and cultural environments that surround adolescents, including their families, schools, and communities. These factors—some of which protect adolescents from alcohol use and some of which put them at risk— change during the course of adolescence. Because environmental factors play such a significant role, responsibility for the prevention and reduction of underage drinking extends beyond the parents of adolescents, their schools, and communities. The process of solving the public health problem of underage alcohol use begins with an examination of our own attitudes toward underage drinking—and our recognition of the seriousness of its consequences for adolescents, their families, and society as a whole. Adolescent alcohol use is not an acceptable rite of passage but a serious threat to adolescent development and health, as the statistics related to adolescent impairment, injury, and death attest. A significant point of the Call to Action is this: Underage alcohol use is not inevitable, and schools, parents, and other adults are not powerless to stop it. The latest research demonstrates a compelling need to address alcohol use early, continuously, and in the context of human development using a systematic approach that spans childhood through adolescence into adulthood. |

SSDI provides disability benefits to people (under the full retirement age) who are no longer able to work because of a disabling medical condition. SSI provides income assistance for disabled, blind, and aged people who have limited income and resources regardless of their prior participation in the labor force. Both programs share a common disability determination process administered by SSA and state agencies as well as a common definition of disability for adults: the inability to engage in any substantial gainful activity by reason of any medically determinable physical or mental impairment which can be expected to result in death or which has lasted or can be expected to last for a continuous period of not less than 12 months. Disabled workers might receive either SSDI benefits or SSI payments, or both, depending on their recent work history and current income and assets. Disabled workers might also receive benefits from other public programs such as workers' compensation, which insures against work-related illness or injuries occurring on the job, but those other programs have their own definitions and eligibility criteria. Selected Health Conditions and Likelihood of Improvement with Treatment identifies and defines the professionally accepted, standard measurements of outcomes improvement for medical conditions. The accumulation of greenhouse gases, principally CO from burning fossil fuels, is the main cause. 2 At the 1992 United Nations Conference on Environment and Development in Rio de Janeiro, 166 nations signed the Framework Convention on Climate Change and agreed to draw up plans to contain greenhouse gases at 1990 levels. Never in world history had so many nations agreed on anything. . Developing these plans has not been easy and no two countries have had the same circumstances and conditions to meet. Countries have not approached their problems in the same manner and many nations find the task almost impossible to solve under the ground rules set up in Rio. This volume contains the papers presented at a meeting organized by the Center for Environmental Information and held in Washington, D.C., November 30 to December 2, 1994. The principal aim of the meeting was to evaluate the U.S. and other national climate action plans which had been released a few weeks before. Specifically, these papers concentrate on an overview of the U.S. plan; the perspec tives of business, industry, electric utilities, and environmental organizations; mitigation actions in various plans; integrated assessment; an overview of plans from various nations; and the need to amend the convention. The meeting was sponsored and cosponsored by 35 governmental agencies, environ mental groups, industrial organizations, and educational institutions. |

Rosenfeld, Jacques Roturier, Jorgen Norgard, 2012-12-06 Since the mid-seventies, electric utilities were faced with escalating construction costs, growing environmental plus siting constraints and increasing uncertainty in demand forecasting. To cope with the increasing demand for energy services, utilities can either invest in supply-side options (new generation, transmission and distribution facilities) or in demand-side options. Demand-side options include, policies, programmes, innovative pricing schemes and high-efficiency end-use equipment (equipment providing the same or better level of services but using less energy or peak power). Recent experience in both North America and Europe show that demand-side options are usually cheaper and less damaging from the environmental point of view, and also their potential can be tapped in a shorter term than other supply-side options. This workshop was directed at the discussion and analysis of cost-effective methodologies to achieve the supply of electric energy services at minimum cost and minimum environmental impact. The programme included new developments in power planning models which can integrate both supply-side and demand-side actions. Quantitative assessments of the environmental impact of different supply-demand strategies were analyzed. Planning models which deal with uncertainty and use multicriteria approaches were presented. Case studies and experiments with, innovative concepts carried out by utilities in several countries were discussed. Load modelling and evaluation of demad-side programmes was analyzed. Additionally, the potential for electricity savings in the industrial, commercial and residential sectors was presented. New research directions covering planning models, programmes and end-use technologies were identified. |
