Although Portland, Oregon, is sometimes called “America’s whitest city,” Black residents who grew up in the neighborhoods of northeast Portland have made it their own. The district of Albina, also called “Northeast,” was their haven and a hub of Black community life. But between 1990 and 2010, Albina changed dramatically—it became majority white. In We Belong Here, sociologist Shani Adia Evans offers an intimate look at gentrification from the inside, documenting the reactions of the residents of Albina as the racial demographics of their neighborhood shift. As white culture becomes centered in Northeast, Black residents recount their experiences with what Evans refers to as “white watching,” the questioning look on the faces of white people they encounter, which conveys an exclusionary message: “What are you doing here?” This, Evans shows, is a prime example of what she calls “white spacemaking”: the establishment of white space—spaces in which whiteness is assumed to be the norm—in formerly non-white neighborhoods. While gentrification typically describes socioeconomic changes that may have racial implications, white spacemaking allows us to understand racism as a primary mechanism of neighborhood change. We Belong Here illuminates why gentrification and white spacemaking should be examined as intersecting, but not interchangeable, processes of neighborhood change.

In terms of geographical coverage, Portland’s two Chinatowns (one an urban area of brick commercial structures, one a vegetable-gardening community of shanty dwellings) were the largest in all of North America. Marie Rose Wong chronicles the history of Portland’s Chinatowns from their early beginnings in the 1850s until the repeal of the Chinese Exclusion Act in the 1940s, drawing on exhaustive primary material from the National Archives, including more than six thousand individual immigration files, census manuscripts, letters, and newspaper accounts. She examines both the enforcement of Exclusion Laws in the United States and the means by which Chinese immigrants gained illegal entry into the country. The spatial and ethnic makeup of the combined Old Chinatown afforded much more contact and accommodation between Chinese and non-Chinese people than is usually assumed to have occurred in Portland, and than actually may have occurred elsewhere. Sweet Cakes, Long Journey explores the contributions that Oregon’s leaders and laws had on the development of Chinese American community life, and the role that the early Chinese immigrants played in determining their own community destiny and the development of their Chinatown in its urban form and vernacular architectural expression. In the 1900s and 1910s, the American film industry often embraced the arguments of film free speech and extolled the virtues of propagandistic cinema—the visual art of persuasion seen as part and parcel of deliberative democracy. The development of American cinema in these years was formatively shaped by conflicts with another industry of cultural consumption: liquor. Exhibitors battled with their competitors, the ubiquitous saloon, while film producers often attacked the immorality of drink with explosive propaganda on the screen. But the threat of censorship and economic regulation necessitated control and mastery over the social power of the cinema (its capacity to influence the public through the visualization of ideas) not an open medium of expression or an explicitly political instrument of molding public opinion.
