Solving the problem will cost over US$90 billion per year, which is more than twice what is being spent in Africa today. However, money alone is not the answer. Prudent policies, wise management, and sound maintenance can improve efficiency, thereby stretching the infrastructure dollar. There is the potential to recover an additional US$17 billion a year from within the existing infrastructure resource envelope simply by improving efficiency. For example, improved revenue collection and utility management could generate US$3.3 billion per year. Regional power trade could reduce annual costs by US$2 billion. And deregulating the trucking industry could reduce freight costs by one-half. So, raising more funds without also tackling inefficiencies would be like pouring water into a leaking bucket. Finally, the power sector and fragile states represent particular challenges. Even if every efficiency in every infrastructure sector could be captured, a substantial funding gap of $31 billion a year would remain. Nevertheless, the African people and economies cannot wait any longer. Now is the time to begin the transformation to sustainable development.

Today the region has two international protectorates, contested states and borders, severe ethnic polarization and minority concerns. In this first in-depth critical analysis of international administration, aid and reconstruction policies in Kosovo, Jens Stilhoff Sörensen argues that the region must be analyzed as a whole, and that the process of state collapse and recent changes in aid policy must be interpreted in connection to the wider transformation of the global political economy and world order. He examines the shifting inter- and intracommunity relations, the emergence of a political economy of conflict, and of informal clientelist arrangements in Serbia and Kosovo and provides a framework for interpreting the collapse of the Yugoslav state, the emergence of ethnic conflict and shadow economies, and the character of western aid and intervention. Western governments and agencies have built policies on conceptions and assumptions for which there is no genuine historical or contemporary economic, social or political basis in the region. As the author persuasively argues, this discrepancy has exacerbated and cemented problems in the region and provided further complications that are likely to remain for years to come.

Semula tulisan tentang Harta Amanah Soekarno ini hanya dimuat blog pribadinya. Ternyata blog pribadinya dikunjungi tak kurang dari 500 orang setiap hari dari berbagai negara. Indonesia urutan pertama, pembaca dari Amerika Serikat menempati urutan kedua. Akhirnya tulisan yang blog itu ia buatkan dalam buku ini yang diberi judul Harta Amanah RI. RI itu maksudnya Republik Indonesia. Karena ia telah menulis buku diluncurkan pada Mei 2014 di Universitas Paramadhina Jakarta berjudul Harta Amanah Soekarno. Buku tersebut sempat beberapa tahun menjadi best seller. Kini ia menenerbitkan lagi dalam edisi ebook agar bisa dibaca lebih mudah. Buku eksklusif ini menceritakan sesuatu yang tadinya dianggap tabu untuk ditulis. Apalagi buku ini menyangkut rahasia besar kekayaan nenek moyang bangsa Indonesia dan dunia yang dirajut oleh Soekarno dan tim tanpa diketahui banyak orang selama ini. Harta ini dianggap mesteri terbesar dunia. Karenanya buku ini juga bisa disebut merajut sejarah bangsa Indonesia yang hilang. Karena memang tidak pernah dipublikasikan sebelumnya. Ini semua bermula dari kearifan Paku Buwono X (PB X) ketika mengundang 128 Raja Besar di dunia tahun 1928. Saat itulah dimulai recall aset seluruh perbankan di dunia. Pertemuan akbar itu sekaligus memberikan mandat kepada Soekarno untuk menata aset dan ekonomi dunia. Mandat itu bernama Plan of the Experts. Para raja agung meminta kepada Soekarno agar dunia menjadi damai dan kolonialisasi hilang dari muka bumi. Kini tak ada lagi bangsa yang terjajah. Ekonomi dunia berangsur ke arah pembangunan peradaban baru umat manusia atau The New World. Harta Amanah RI ini jangan diharap, apalagi berharap mendapat bagian. Karena harta ini hanya akan membangun sistem ekonomi dan keuangan Indonesia dan dunia. Setelah melakukan imvestigasi jurnalistik bidang ini, Safari Ans kemudian melakukan riset ilmiah tentang harta nenek moyang bangsa Indonesia ini dan menjadikannya sebagai disertasi doktornya di Fakultas Ilmu Komunikasi Universitas Padjadjaran Bandung. Tapi sayang ia masih enggan mempromosikan doktornya karena semata ingin membuktikan kebenaran teori yang ia ciptakan dalam melakukan riset ini. Ialah Teori Komunikasi Transdimensi. Sebuah teori komunikasi yang mampu menembus batas-batas dimensi kehidupan manusia. Dengan teori ini, fenomena kehidupan yang dulu dianghap klenik kini menjadi sesuatu yang ilmiah dan bisa diuraikan secara akademik. Hasil investasi jurnalistik dan riset Safari Ans ini membuktikan bahwa Harta Amanah RI atau Harta Amanah Soekarno itu memang benar adanya, tetapi tidak seperti yang dipahami oleh kebanyakan orang. Harta ini tidak bisa diharap, dan tidak bisa dicuri oleh siapapun. Karena harta ini lebih dekat kepada kekuasaan Tuhan daripada kekuasaan manusia. Melalui tangan Tuhan, harta ini akan berjalan dengan sendirinya dengan caranya dan sistem yang telah disempurnakan sejak tahun 2011. Kini tak ada satu tangan manusia bisa mencampurinya. Karena harta ini akan hadir sesuai time line sendiri tanpa intervensi tangan manusia. Sebab kenyataan yang ada, siapa yang mencuri harta ini hukumannya pasti mati dalam waktu singkat. Mati sebelum waktunya. Karenanya tidak perlu manusia ambisi untuk merebut dan menguasainya. Karena Tuhan lebih tau kapan manusia membutuhkan harta nenek moyang bangsa Indonesia dan dunia ini. Bukankah umat manusia itu adalah One World, One Vision, One Dream? Sebab musuh manusia bukanlah manusia, tetapi makhluk lain.*****
