With the expansion of the international regime of human rights, minority groups have reconceptualised their struggle with the understanding that a minority which is linguistically, religiously or ethnically distinctive is entitled to self-determination if their aspirations cannot be met. This book explores the relationship between minority rights, self-determination and secession within international law, by contextualising these issues in a detailed case study of the rise of Tamil separatism in Sri Lanka. Welhengama and Pillay show how Tamil communalism hardened into secession and assess whether the Sri Lankan government has met its obligations with respect to the right to self-determination short of secession. Focusing on the legal and human rights arguments for secession by the Tamil community of the North and East of Sri Lanka, the book demonstrates how the language of international law and international human rights played a major role in the development of the arguments for secession. Through a close examination of the case of the Tamil’s secessionist movement the book presents valuable insights into why modern nation states find themselves threatened by separatist claims and bids for independence based on ethnicity. |

The organization of the volume follows some key questions. Which texts were being translated? At what point or period in time did this happen? What were the motivations behind these translations? Topics covered range from thematic nodes or clusters, e.g., translations of Economics texts and ideas into Urdu, or the translation of Marx and Engels into Marathi, to personal endeavours, such as the first Hindi translation of Goethe’s Faust done by Bholanath Sharma in 1939. Missionary as well as Marxist activist translation work from Malayalam, Tamil and Telugu is included too. On the other hand, German translations of Tagore and Gandhi setting in shortly after 1912 are also examined. Since then the comfort stations and their significance have been the subject of ongoing debate and intense activism in Japan, much if it inspired by Yoshimi's investigations. How large a role did the military, and by extension the government, play in setting up and administering these camps? What type of compensation, if any, are the victimized women due? These issues figure prominently in the current Japanese focus on public memory and arguments about the teaching and writing of history and are central to efforts to transform Japanese ways of remembering the war. Yoshimi Yoshiaki provides a wealth of documentation and testimony to prove the existence of some 2,000 centers where as many as 200,000 Korean, Filipina, Taiwanese, Indonesian, Burmese, Dutch, Australian, and some Japanese women were restrained for months and forced to engage in sexual activity with Japanese military personnel. Many of the women were teenagers, some as young as fourteen. To date, the Japanese government has neither admitted responsibility for creating the comfort station system nor given compensation directly to former comfort women. This English edition updates the Japanese edition originally published in 1995 and includes introductions by both the author and the translator placing the story in context for American readers. |

Tripura is one of the 29 States in India which has returned the Communist Party of India (Marxist) led Left Front repeatedly to power. By contrast, radical ethnic politics dot the political scenario in the rest of the region. This book examines the roots, nature, governmental performance, and theoretical and policy implications of left radicalism in Tripura. The case of Tripura is placed in comparison with her neighbours in the region, and in some cases with India’s advanced States in governance matters. Based on original archival and the very recent empirical and documentary sources on the subject, the author shows that the Left in Tripura is well-entrenched, and that it has sustained itself compared to other parts of India, despite deeply rooted ethnic tensions between the aboriginal peoples (tribes) and immigrant Bengalis. The book explains how the Left sustains itself in the social and economic contexts of persistent ethnic conflicts, which are, rarely, if ever, punctuated by incipient class conflicts in a predominantly rural society in Tripura. It argues that shorn of the Indian Marxism’s ‘theoretical’ shibboleths, the Left in Tripura, which is part of the Indian Left, has learned to accommodate non-class tribal ethnicity within their own discourse and practices of government.
