A bio-integrated greenhouse, for example, doesn't just extend the season for growing vegetables; it also serves as a rainwater collector, a pond site, an aquaponics system, and a heat generator. Jadrnicek's prevalent theme is using water to do the work. Although applicable in many climates, his designs are particularly important for areas coping with water scarcity. Jadrnicek focuses on his experience as farm manager at the Clemson University Student Organic Farm and at his residence in the foothills of the Blue Ridge Mountains. These locations lie at the cooler northern edge of a humid subtropical climate that extends west to the middle of Texas and north along the coast to New Jersey. He has created permaculture patterns ranging from raising transplants and field design to freshwater prawn production and composting. These patterns have simplified the operation of the 125-share CSA farm while reducing reliance on outside resources. In less time than it takes to mow his two-acre homestead, Jadrnicek is building a you-pick fruit farm using permaculture patterns. His landscape requires only the labor of harvesting, and the only outside input he buys is a small amount of chicken feed. By carefully engaging the free forces of nature--water, wind, sunlight, convection, gravity, and decomposition--Jadrnicek creates sustenance without maintenance and transforms waste into valuable farm resources. It looks at how irrigation management reforms came about at Mali?s Office du Niger and how relevant this reform process is for irrigation schemes in other countries. Mali?s irrigation scheme was an outcome of colonial settlement with the corresponding lack of rights for cultivators to own land, process paddy, and market rice. Post-independence, a coalition of government and irrigation agency staff contributed to governmental unwillingness to reform the scheme?s management. Government interest lay in satisfying the growing demand for rice from its burgeoning urban constituency and a fear of riots in response to rice shortages and high prices. It?s interest also lay with maintaining the support of the agency?s staff. The authors analyze how field teams, funded by bilateral donors, shaped technical and institutional change to fully reform management and how grain market reforms provided farmers stronger incentives and raised yields. The combination of changes inside and outside the scheme gradually shifted the balance of power and led to a stakeholder setup in which organized farmers replaced the agency. Regime change to multiparty democracy and policy change toward economic liberalization then opened a window of opportunity that the government used to consolidate the reforms and the new balance of power. The success of the reform process lies in the way Mali?s government came to commit to the irrigation reforms. The paper indicates how commitment by other governments may be achieved by using the same and other tools.   building bunds: Developmental State and the Dalit Question in Madhya Pradesh: Congress Response Sudha Pai, 2013-05-13 Dalit assertion has been a central feature of the states in the Hindi heartland since the mid-1980s, leading to the rise of political consciousness and identity-based lower-caste parties. The present study focuses on the different political response of the Congress party to identity assertion in Madhya Pradesh under the leadership of Digvijay Singh. In Uttar Pradesh and Bihar, in response to the strong wave of Dalit assertion that swept the region, parties such as the Bahujan Samaj Party (BSP) and the Rashtriya Janata Dal (RJD) used strategies of political mobilisation to consolidate Dalit/backward votes and capture state power. In Madhya Pradesh, in contrast, the Congress party and Digvijay Singh at the historic Bhopal Conference held in January 2002 adopted a new model of development that attempted to mobilise Dalits and tribals and raise their standard of living by providing them economic empowerment. This new Dalit Agenda constitutes an alternative strategy at gaining Dalit/tribal support through of state-sponsored economic upliftment as opposed to the political mobilisation strategy employed by the BSP in Uttar Pradesh. The present study puts to test the limits of the model of state-led development, of the use of political power by an enlightened political elite to introduce change from above to address the weaker sections of society. The working of the state is thus analysed in the context of the society in which it is embedded and the former’s ability to insulate itself from powerful vested interests. In interrogating this state-led redistributive paradigm, the study has generated empirical data based on extensive fieldwork and brought to the fore both the potentials and the limitations of using the model of ‘development from above’ in a democracy. It suggests that the absence of an upsurge from below limits the ability of an enlightened political elite that mans the developmental state to introduce social change and help the weaker sections of society.
