Based on archival research at more than fifty libraries and historical societies, it describes a long progression from private, subscription-based associations to publicly funded institutions, highlighting the dramatic period during the late nineteenth and early twentieth centuries when libraries were “thrown open” to women, children, and the poor. Made Free explains how Pennsylvania’s physical and cultural geography, legal codes, and other unique features influenced the spread and development of libraries across the state. It also highlights Pennsylvania libraries’ many contributions to the social fabric, especially during World War I, the Great Depression, and World War II. Most importantly of all, Made Free convincingly argues that Pennsylvania libraries have made their greatest strides when community activists and librarians, supported with state and local resources, have worked collaboratively. |

Williams, 2018-03-12 When Evan Pugh became the first president of Pennsylvania’s Farmers’ High School—later to be known as The Pennsylvania State University—the small campus was in disrepair and in dire need of leadership. Pugh was young, barely into his 30s, but he was energetic, educated, and visionary. During his tenure as president he molded the school into a model institution of its kind: America’s first scientifically based agricultural college. In this volume, Roger Williams gives Pugh his first book-length biographical treatment. Williams recounts Pugh’s short life and impressive career, from his early days studying science in the United States and Europe to his fellowship in the London Chemical Society, during which he laid the foundations of the modern ammonium nitrate fertilizer industry, and back to Pennsylvania, where he set about developing “upon the soil of Pennsylvania the best agricultural college in the world” and worked to build an American academic system mirroring Germany’s state-sponsored agricultural colleges. This last goal came to fruition with the passage of the Morrill Act in 1862, just two years prior to Pugh’s death. Drawing on the scientist-academic administrator’s own writings and taking a wide focus on the history of higher education during his lifetime, Evan Pugh’s Penn State tells the compelling story of Pugh’s advocacy and success on behalf of both Penn State and land-grant colleges nationwide. Despite his short life and career, Evan Pugh’s vision for Penn State made him a leader in higher education. career services penn state harrisburg: Mismanagement in African Governments Dr. Alain Mortha, 2016-03-31 This book emanates from the authors doctoral dissertation research that explored African government mismanagement practices by focusing on the pilot case study of Chad in Central Africa. Two of Chads positions that are most bothersome and disconcerting to the author are least favorable place in the world to conduct business according to the World Bank and one of twenty countries in the world where corruption is most existent as adjudged by Transparency International. Being born and raised in Chad, the author was so shocked by these statistics that his chief desire in writing this book is to propose some sort of solution that may help African countries enhance the management of public resources rather than pointing a finger of blame. A comparative investigation of the management practices during the autocratic regime of former president Hissein Habr and the democratic regime of current president Idriss Dby Itno was conducted. This book begins with an overview of previous Chadian governments, the history of corruption in Chad, and a description of mismanagement practices during the regimes of Habr and Dby as revealed through research. An overview of the mismanagement practices in Sub-Sahara African governments also illustrates the similarities between Chad and these countries. The author provides a theoretical framework used to conduct his research as well as several leadership models that he believes would be useful for African governments. The book ends with the authors proposed customized Scholar-Practitioner-Leader (SPL) model based on ethics and TQM to enhance the management of public resource, and a discussion about the limits of his research plus recommendations for future research. The results of the study were shocking to say the least and raised questions about the viability of the Occidental democracy imposed in Africa by developed countries.
