  bloomberg camp lejeune: Risk and Resolution R. Greg Brown, 2019-05-20 America repeatedly finds itself mired in military interventions long after public buy-in to the national interest has waned. Why is the timely disengagement of military forces so difficult to achieve? Traditional international relations theories diminish the role of the individual leader in favor of the state or international institutions. Behavioral science theories have in recent years experienced a resurgence. However, the dominant behavioral explanation of foreign policy decision-making, prospect theory, while it focuses on how people tend to make decisions under risk, still minimizes the influence of the individual president. Decisions to disengage military forces are presidential decisions, just like the decisions to commit forces to foreign interventions. If we accept this, then it is important to understand if, and if so why, some presidents inherently are more or less acceptant of the risks disengagement presents. This book operationalizes a competing personality-based model of decision-making under risk. Referred to here as the trait-based model, it is assessed using disengagement opportunities in three varied levels of military intervention across four presidencies: humanitarian relief turned nation-building under George H. W. Bush and Bill Clinton in Somalia, compellent air campaigns turned peace-making/keeping in Bosnia and Kosovo under Clinton, and major combat operations turned irregular warfare in Iraq under George W. Bush and Barack Obama. Data for the model predominantly comes from existing presidential personality profiles based on the dominant model of personality theory, the five-factor model, augmented by Myers-Briggs Type Inventory data from public sources. This study aims to explain the roughly 30 percent of cases which defy prospect theory's predictions and to better explain those cases where prospect theory might heretofore have sufficed. The results suggest specific personality traits do in fact point to presidents' predispositions toward risk, which in turn help explain their disengagement decisions. This work may be only the second to apply the five-factor model to presidential foreign policy decision-making and is the first to do so in the context of disengagement decisions. Hopefully it will foster further work in both areas.

  bloomberg camp lejeune: Review of VA Clinical Guidance for the Health Conditions Identified by the Camp Lejeune Legislation Institute of Medicine, Board on the Health of Select Populations, Committee on the Review of Clinical Guidance for the Care of Health Conditions Identified by the Camp Lejeune Legislation, 2015-03-26 U.S. Marine Corps Base Camp Lejeune, located in eastern North Carolina, is a large installation that covers 156,000 acres and is home at any given time to a population of about 170,000 active-duty personnel, family members, retirees, and civilian employees living on base or in the surrounding community. Between 1957 and 1987, the ground water at Camp Lejeune was inadvertently contaminated with chemicals, primarily industrial solvents that are now known to cause cancer and other health problems. In 1980, drinking water contaminants, primarily trichloroethylene (TCE) and perchloroethylene (PCE), as well as other solvents, were first detected at Camp Lejeune in treated drinking water. The contaminated wells were closed in 1987. In 1989, the U.S. Environmental Protection Agency placed Camp Lejeune on the National Priorities List, also known as Superfund. It is estimated that between 500,000 and 1,000,000 people may have used the contaminated water and many of them continue to have concerns about the long-term effects that might result from that exposure. In 2012 Congress passed the Honoring America's Veterans and Caring for Camp Lejeune Families Act. The law provides health benefits to veterans and family members who have any of 15 health outcomes associated with exposure to TCE, PCE, or solvent mixtures. At the request of the Veteran's Administration, Review of the VA Guidance for the Health Conditions Identified by the Camp Lejeune Legislation reviews the latest scientific literature to ensure that the clinical guidance provided for the 15 covered medical conditions is scientifically sound. This report also describes the medical conditions that result from renal toxicity due to solvent exposures and characterizes neurobehavioral effects as mandated for coverage in the law.

  bloomberg camp lejeune: Impact of Climate Risk on the Energy System Amy Myers Jaffe, Et Al, 2019-09-13 Climate change affects virtually every aspect of the U.S. energy system. As climatic effects such as rising seas and extreme weather continue to appear across many geographies, U.S. energy infrastructure is increasingly at risk. The U.S. Gulf Coast--which is home to 44 percent of total U.S. oil refining capacity and several major ports--is highly vulnerable to flooding events and dangerous ocean surges during severe storms and hurricanes. The link between water availability and energy and electricity production creates another layer of risk to U.S. energy security. Climate risk could manifest not only in physical damages, but also in financial market failures. Climate change-related challenges could impede energy firms' access to capital markets or private insurance markets. Already, climate-related risks have created severe financial problems at a handful of U.S. energy firms, forcing them to interrupt their sales of energy to consumers in particular locations. Over time, climatic disruptions to domestic energy supply could entail huge economic losses and potentially require sizable domestic military mobilizations. The United States is ill prepared for this national security challenge, and public debate about emergency preparedness is virtually nonexistent. To explore the challenges of climate risk to the U.S. energy system and national security, the Council on Foreign Relations organized a two-day workshop in New York, on March 18 and 19, 2019. The gathering of fifty participants included current and former state and federal government officials and regulators, entrepreneurs, scientists, investors, financial- and corporate-sector leaders, credit agencies, insurers, nongovernmental organizations, and energy policy experts. During their deliberations, workshop participants explored how climate-related risks to U.S. energy infrastructure, financial markets, and national security could be measured, managed, and mitigated. Impact of Climate Risk on the Energy System summarizes the insights from this workshop and includes contributions from seven expert authors delving into related topics.
