In a well-ordered commonwealth it would be held in the esteem due to a great public service in whose hands the safety of the people largely lies; and it would thus attract to its ranks its full share of national ability and energy which for the most part to-day passes into other professions. But the diplomatic service, at all times, and in almost all countries, has suffered from lack of public appreciation: though perhaps at no time has it had so many detractors as to-day. Its almost unparalleled unpopularity is due to a variety of causes, some of which are temporary and removable, while others must be permanent in human affairs, for they were found to operate in the days when the author of this little book shone in French diplomacy. The major cause is public neglect; but it is also due, in no small measure, to the prevalent confusion between[Pg vi] policy, which is the substance, and diplomacy proper, which is the process by which it is carried out. This confusion exists not only in the popular mind, but even in the writings of historians who might be expected to practise a better discernment. Policy is the concern of governments. Responsibility therefore belongs to the Secretary of State who directs policy and appoints the agents of it. But the constitutional doctrine of ministerial responsibility is not an unvarying reality. No one will maintain that Lord Cromer’s success in Egypt was due to the wisdom of Whitehall, or to anything but his own sterling qualities. Nor can a just judgment of our recent Balkan diplomacy fail to assign a heavy share of the blame to the incompetence of more than one ‘man on the spot.’ The truth is, that the whole system, of which, in their different measure, Downing Street and the embassies abroad are both responsible parts, is not abreast of the needs of the time, and will not be until Callières’s excellent maxims become the common practice of the service. These maxims are to be found in the little book of which a free translation is here presented. François de Callières treats diplomacy as the art[Pg vii] practised by the négotiateur—a most apt name for the diplomatist—in carrying out the instructions of statesmen and princes. The very choice of the word manière in his title shows that he conceives of diplomacy as the servant, not the author, of policy; and indeed his argument is not many pages old before he is heard insisting that it is ‘the agent of high policy.’ Observance of this distinction is the first condition of fruitful criticism. It is therefore worth while, at the outset, to clear away the obscurity and confusion which surround the subject, and thus, in some measure, to relieve both diplomacy in general and the individual diplomatist in particular from the burden of irrelevant and unjust criticism.. |

Chapter one looks at the origins and the causes of war. The chapter argues that war is a consequence of how we, as a species, have evolved. War has both endogenous and exogenous causes. While the former depends on our biology and psychology, the latter has to do primarily with international relations. Chapter two makes the case for the paradoxical nature of war. While war takes lives, it is legitimate under certain circumstances. For example, armed humanitarian interventions are allowed to save lives among local populations at the expense of the oppressors by employing all necessary means – ethical or not. Chapter three asks if peace among nations is achievable, which is the main theme of this book. However, it does not elaborate on the question entirely. Instead, it gives sort of a prelude of what will be discussed in the remaining of the book by talking about the concepts of world order and American hegemony, arms race, and peacebuilding. Chapter four builds on three by looking at realism, idealism, and pacifism in international relations. As to pacifism, the chapter attempts to answer the question, what was the most peaceful time in history? Chapter five presents the elements of hope for world peace by considering the role played by the following: (1) the United Nations; (2) the North Atlantic Treaty Organization (NATO); (3) the Organization for Security and Cooperation in Europe (OSCE); (4) the non-governmental organizations (NGOs); (5) the role of nuclear deterrence; (6) globalization; (7) transnationalism; (8) diplomacy; (9) sports; (10) international cooperation in space exploration; (11) the Nobel Prize; and (12) the declining of war and violence in modern times. On the other hand, chapter six presents the opposite argument or the barriers to world peace, using the following points: (1) the proliferation of nuclear weapons; (2) geoeconomics; (3) terrorism; (4) the global refugee crisis; (5) the profitability of arms sales; and (6) the profitability of wars. It makes an interesting argument especially as to the profitability of wars by showing how the United States, first, emerged as an imperial and a world power in the 1890s; then as the only world’s superpower after World War II. Finally, chapter seven takes a proactive approach by peering into the future of armed conflict, which is likely to take place in new environments: Cyberspace, the littoral, choke points, near space, and increasingly in expanding cities or slums War. The chapter concludes with a discussion on the Doomsday Clock, a concept stemmed from the uncertainty as to the future of mankind because of armed conflicts and which is a symbol that represents the likelihood of a man-made global catastrophe. |

Solomon, 1999 After two decades of hostile confrontation, China and the United States initiated negotiations in the early 1970s to normalize relations. Senior officials of the Nixon, Ford, Carter, and Reagan administrations had little experience dealing with the Chinese, but they soon learned that their counterparts from the People's Republic were skilled negotiators. This study of Chinese negotiating behavior explores the ways senior officials of the PRC--Mao Zedong, Zhou Enlai, Deng Xiaoping, and others--managed these high-level political negotiations with their new American old friends. It follows the negotiating process step by step, and concludes with guidelines for dealing with Chinese officials. Originally written for the RAND Corporation, this study was classified because it drew on the official negotiating record. It was subsequently declassified, and RAND published the study in 1995. For this edition, Solomon has added a new introduction, and Chas Freeman has written an interpretive essay describing the ways in which Chinese negotiating behavior has, and has not, changed since the original study. arts of power statecraft and diplomacy: From Kosovo to Darfur Sidita Kushi, 2025-07-07 Why are some violent crises more likely to prompt humanitarian military interventions than others? Conventional wisdom says that humanitarian military interventions occur due to national interests, shared values and norms, or economic benefits for the interveners. Yet neither of these factors can fully explain the selectivity of such interventions. The international community continues to ignore the decades-long suffering in Darfur, often dismisses the genocidal policies within Myanmar, and even perpetuates the suffering in contemporary Yemen, while undertaking humanitarian-laden missions in Libya, Syria, and the Balkans. Using in-depth case studies and new data on all post–Cold War internal armed conflicts matched to third-party responses, From Kosovo to Darfur offers the first regionally sensitive analysis of humanitarian military intervention since the end of the Cold War. It shows that international military interventions in the context of acute humanitarian crises are driven by different pathways within the Western versus the non-Western world and fueled by elite perceptions of the crisis, making interventions closer to the geographic and cultural West most probable and most intense. As our international community becomes increasingly interdependent and aware of human suffering across borders, From Kosovo to Darfur points to new pathways of conflict trajectories and reveals vital implications for leaders, scholars, and nongovernmental actors advocating for or against international military intervention as a policy choice. |
