  back to the future online subtitrat: Patenting of Pharmaceuticals and Development in Sub-Saharan Africa POKU ADUSEI, 2012-10-24 This book critically investigates the patent protection of medication in light of the threats posed by HIV/AIDS, malaria and tuberculosis epidemics to the citizens of countries in Sub-Saharan Africa (hereinafter “SSA” or “Africa”). The book outlines the systemic problems associated with the prevailing globalized patent regime and the regime’s inability to promote access to life-saving medication at affordable prices in SSA. It argues that for pharmaceutical patents to retain their relevance in SSA countries, human development concepts must be integrated into global patent law- and policy-making. An integrative approach implies developing additional public health and human development exceptions/limitations to the exercise of patent rights with the goal of scaling up access to medication that can treat epidemics in SSA. By drawing on multiple perspectives of laws, institutions, practices, and politics, the book suggests that SSA countries adopt an evidence-based approach to implementing global patent standards in domestic jurisdictions. This evidence-based approach would include mechanisms like local need assessments and the use of empirical data to shape domestic patent law-making endeavors. The approach also implies revising patent rules and policies with a pro-poor and pro-health emphasis, so that medication will be more affordable and accessible to the citizens of SSA countries. It also suggests considering the opinions of individuals and pro-access institutions in enacting crucial pieces of health-related statutes in SSA countries. The approach in this book is sensitive to the public health needs of the citizens affected by epidemics and to the imperative of building local manufacturing facilities for pharmaceutical research and development in SSA.

The rise of naval capability in the countries of the Asia-Pacific Region is increasingly recognised as a major indicator of the ‘rise of Asia’ and its increasing importance in the world’s political, economic and strategic future. Most coverage focusses solely on the navies of the 'big four' – the US, China, India and Japan; however, the region’s other navies, though much smaller, are significant too. Given the current focus on the South China Sea and the Obama administration’s pivot to Asia, naval development in South-East Asia is of particular relevance. This book first identifies the issues involved in defence acquisition in this area. It then goes on to establish some templates of naval modernisation as a means of assessing the policies of individual countries in the region, by looking at the naval policies of the big four. Finally, the general issue of naval modernisation in South-East Asia is illustrated through a more detailed examination of some of the major issues common to all countries of the area. The resulting fear and uncertainty produced a momentary return to Keynesian policies. But as soon as emergency stimuli – and bank bail-outs – appeared to stabilise the situation, there was a sharp reversal; and successive British governments and the financial sector have since attempted to return to business as usual. Historically, much smaller shocks have been able to produce dramatic change, with the 1978 Winter of Discontent providing a catalyst for the election of Margaret Thatcher, the ultimate abandonment of the post-war Keynesian consensus, and the ushering-in of neoliberalism. Nor is apparent success a guarantee against change, with Winston Churchill being swept from office by the first majority Labour government in 1945 – at a point which should have marked his greatest triumph. In this book, these apparently inexplicable shifts in the conventional wisdom and the accompanying policy paradigm are explored through the lens of the interest groups that have jostled for position since the second industrial revolution. In this context, inequality, poverty, free market capitalism and the social welfare state have interacted in an uneasy, dynamic dance – the insecurity cycle. The authors explore these interactions, their impact on the relationship between society and the economy, and the possible implications of Brexit and a re-energised political left. SPARKS, 2021-06-16 The blue economy, comprising coastal and marine resources, offers vast benefits for sub-Saharan Africa: of the 53 countries and territories in the region, 32 are coastal states; there are 13 million sq km of maritime zones; more than 90% of the region’s exports and imports come by sea; and the African Union hails the blue economy as the ‘new frontier of African renaissance’. Despite their importance, the region’s coastal and marine resources have been neither fully appreciated nor fully utilized. They are only now being recognized as being key to Africa’s potential prosperity. As the region grows, it has, in general, not taken adequate safeguards to protect these valuable resources. That is partly because some of the problems (pollution, for example) are regional and know no borders. All too often, short-term gains are made at the expense of the long term (overfishing, for example). This book provides, for the first time, a study of the constraints and opportunities the blue economy offers for sub-Saharan Africa. As he tells each story—many of which involved him personally—the reader cannot help but better understand the close relationship between the freedoms that we in the west take for granted and the ability to produce innovations in IT. Even after Poland left the orbit of the former Soviet Union, the remaining vestiges of the old way of thinking remained a major impediment to progress. Being right and being rigorous were far less important than being in tune with the “approved” ways of thinking. There are important lessons to be learned here, particularly as we try to project how IT will evolve in rapidly developing economies such as China. But, from my experience, they apply equally well to western academia, where moving outside of preferred values and patterns of research can lead a scholar to be ignored or even disparaged. In Part IV, Targowski presents a bold, forward-looking synthesis of informatics and informing science in the future. Building upon articles recently published in Informing Science: The International Journal of an Emerging Transdiscipline, he presents a conceptual scheme of historical informing waves that builds upon historians such as Toynbee. He then considers how these trends will necessarily force us to rethink how we develop and apply IT. He does not steer away from the controversial. But he also provides cogent arguments for all his predictions and recommendations.

This report examines what services could be provided by the network to ensure its future viability and what people want from their post office network. There is no shortage of demand for more services. The network can and should provide: mail services; financial services (especially enhanced banking services); local authority services; central government services; and broader community services. Many of the problems facing the network are a consequence of the Government moving services online, and so reducing Post Office Ltd's income. The Committee believes the Government has seriously underestimated the potential of the network to serve as a link between government and its citizens. The Digital Britain report (Cm. 7650, ISBN 9780101765022) sees the internet as the primary means of access to public services. The Committee support e-delivery of public services but however much the Government may want to encourage digital inclusion, it also needs to prevent social exclusion. 40 per cent of households do not have internet access. Although some departments are seizing the opportunity a truly national network offers to allow easy access to their services, many government departments are woefully unimaginative about the needs of their customers, and show too little respect for members of the public's right to choose how to deal with the Government.
