Russell Neuman, 1986 A central current in the history of democratic politics is the tensions between the political culture of an informed citizenry and the potentially antidemocratic impulses of the larger mass of individuals who are only marginally involved in the political world. Given the public's low level of political interest and knowledge, it is paradoxical that the democratic system works at all. In The Paradox of Mass Politics W. Russell Neuman analyzes the major election surveys in the United States for the period 1948-1980 and develops for each a central index of political sophistication based on measures of political interest, knowledge, and style of political conceptualization. Taking a fresh look at the dramatic findings of public apathy and ignorance, he probes the process by which citizens acquire political knowledge and the impact of their knowledge on voting behavior. The book challenges the commonly held view that politically oriented college-educated individuals have a sophisticated grasp of the fundamental political issues of the day and do not rely heavily on vague political symbolism and party identification in their electoral calculus. In their expression of political opinions and in the stability and coherence of those opinions over time, the more knowledgeable half of the population, Neuman concludes, is almost indistinguishable from the other half. This is, in effect, a second paradox closely related to the first. In an attempt to resolve a major and persisting paradox of political theory, Neuman develops a model of three publics, which more accurately portrays the distribution of political knowledge and behavior in the mass population. He identifies a stratum of apoliticals, a large middle mass, and a politically sophisticated elite. The elite is so small (less than 5 percent) that the beliefs and behavior of its member are lost in the large random samples of national election surveys, but so active and articulate that its views are often equated with public opinion at large by the powers in Washington. The key to the paradox of mass politics is the activity of this tiny stratum of persons who follow political issues with care and expertise. This book is essential reading for concerned students of American politics, sociology, public opinion, and mass communication. |

Instead, at the most globally active, purportedly cosmopolitan groups in the world—international nongovernmental organizations (INGOs)—organizational practices are deeply tied to national environments, creating great diversity in the way these groups organize themselves, engage in advocacy, and deliver services. Stroup offers detailed profiles of these varieties of activism in the United States, Britain, and France. These three countries are the most popular bases for INGOs, but each provides a very different environment for charitable organizations due to differences in legal regulations, political opportunities, resources, and patterns of social networks. Stroup's comparisons of leading American, British, and French INGOs—Care, Oxfam, Médecins sans Frontières, Human Rights Watch, Amnesty International, and FIDH—reveal strong national patterns in INGO practices, including advocacy, fund-raising, and professionalization. These differences are quite pronounced among INGOs in the humanitarian relief sector, and are observable, though less marked, among human rights INGOs. Stroup finds that national origin helps account for variation in the transnational advocacy networks that have received so much attention in international relations. | american political culture ap gov: Parenting Matters National Academies of Sciences, Engineering, and Medicine, Division of Behavioral and Social Sciences and Education, Board on Children, Youth, and Families, Committee on Supporting the Parents of Young Children, 2016-11-21 Decades of research have demonstrated that the parent-child dyad and the environment of the familyâ€which includes all primary caregiversâ€are at the foundation of children's well- being and healthy development. From birth, children are learning and rely on parents and the other caregivers in their lives to protect and care for them. The impact of parents may never be greater than during the earliest years of life, when a child's brain is rapidly developing and when nearly all of her or his experiences are created and shaped by parents and the family environment. Parents help children build and refine their knowledge and skills, charting a trajectory for their health and well-being during childhood and beyond. The experience of parenting also impacts parents themselves. For instance, parenting can enrich and give focus to parents' lives; generate stress or calm; and create any number of emotions, including feelings of happiness, sadness, fulfillment, and anger. Parenting of young children today takes place in the context of significant ongoing developments. These include: a rapidly growing body of science on early childhood, increases in funding for programs and services for families, changing demographics of the U.S. population, and greater diversity of family structure. Additionally, parenting is increasingly being shaped by technology and increased access to information about parenting. Parenting Matters identifies parenting knowledge, attitudes, and practices associated with positive developmental outcomes in children ages 0-8; universal/preventive and targeted strategies used in a variety of settings that have been effective with parents of young children and that support the identified knowledge, attitudes, and practices; and barriers to and facilitators for parents' use of practices that lead to healthy child outcomes as well as their participation in effective programs and services. This report makes recommendations directed at an array of stakeholders, for promoting the wide-scale adoption of effective programs and services for parents and on areas that warrant further research to inform policy and practice. It is meant to serve as a roadmap for the future of parenting policy, research, and practice in the United States. |
