It challenges the notion that policy research is an objective search for optimal solutions. Instead, political scientist Zachary Albert argues that policy research is heavily influenced by partisan and ideological incentives. Central to this argument is the concept of partisan policy networks, which consist of elected officials, think tanks, and interest groups working together to achieve shared goals. These networks have strong partisan ties and they work to advance shared agendas through collaborative efforts.
