The one thing people seem to agree on, however, is that schools need to be held accountable—we need to know whether what they’re doing is actually working. But what does that mean in practice? High-stakes tests. Lots of them. And that has become a major problem. Daniel Koretz, one of the nation’s foremost experts on educational testing, argues in The Testing Charade that the whole idea of test-based accountability has failed—it has increasingly become an end in itself, harming students and corrupting the very ideals of teaching. The new Constitution was the institutional response to longstanding grievances over the centralization of state powers and public sector resources, and regional disparities in service delivery and development outcomes. This radical restructuring of the Kenyan state has three main objectives: decentralizing political power, public sector functions, and public finances; ensuring a more equitable spatial distribution of resources between regions; and promoting more accountable, participatory, and responsive government at all levels. The first elections under the new Constitution were held in 2013. Alongside the national government, 47 new county governments were established. Each county government is made up of a County Executive, headed by an elected Governor and works under the oversight of an elected County Assembly. Seven years after the devolution train left the station, this report takes stock of how devolution has affected the delivery of devolved basic services to Kenyan citizens. Whereas devolution was driven by political reform, the ensuing institutions and systems were expected to deliver greater socioeconomic equity through devolved service delivery. The Making Devolution Work for Service Delivery (MDWSD) study is the first major assessment of Kenya’s devolution reform. The study was a jointly coordinated effort by the Government of Kenya and the World Bank. The study provides key messages with respect to what is working, what is not working, and what could work better to enhance service delivery based on the currently available data. It provides an independent assessment of service delivery performance in five sectors, namely health, education, agriculture, urban, and water services and includes an in-depth review of the main pillars of devolved service delivery, namely public financial management, intergovernmental finance, human resource management, politics and accountability. |

Afrin, 2016 In 2008 Dr. Afrin started coming to understand that a newly recognized type of mast cell disease, now called mast cell activation syndrome (MCAS), was the underlying diagnosis in many patients he was seeing who were each suffering large assortments -- quite different from one patient to the next -- of chronic multisystem inflammatory illnesses of unclear cause. Dr. Afrin soon gained experience that MCAS is far more prevalent than the only mast cell disease previously known to medicine (the rare disease of mastocytosis) and that most MCAS patients, once accurately diagnosed, can eventually find significantly helpful medications targeted at the disease. The frequency and magnitude of the improvements Dr. Afrin has seen -- even the relief that comes from finally having a unifying diagnosis other than psychosomatism -- have spurred him to focus in this area, not only tending to the needs of his patients but also pursuing research to advance our understanding of the disease and helping to educate other professionals who in turn can help even more of the many people who have long been suffering not only the symptoms of the disease but also the natural concern of not understanding why one would be so unlucky to have acquired so many medical problems. As it turns out, such patients are not so unlucky and truly have just one root issue (and a very common one at that), which has the biological capability to develop, directly or indirectly, into most or all of their previously diagnosed problems. There is a great deal yet to learn about this, but even with just the present very limited understanding, the opportunity to diagnose and help patients with MCAS seems to be enormous and Dr. Afrin felt a description of the disease, written for the general public, might help lead some MCAS patients on a journey to diagnosis and improvement sooner rather than later. Dr. Afrin hopes this book will help people who might have, or do have, MCAS. A portion of the proceeds of purchases of this book will go to support research and education in this area. |

His description of the career-building steps necessary to move from a simple civilian life to that of a company grade Marine Corps officer and naval aviator are told in a straightforward, unvarnished, and concise manner. He also describes his combat experiences flying the CH-53 helicopter during his three tours of duty in Vietnam, again focusing on the Marines who supported his efforts both in and out of the cockpit. Robert looks at his career from a very interesting perspective. In our early years, he was one of the youngest superstars in our squadron, and you could always depend on him for anything. Robert, nicknamed Bull, was in some really hot combat. In just one mission, his Marine H-53 squadron was supporting a large army unit in the Lam Son 719 battle in Laos in which the army lost 106 helicopters. Bull rescued under heavy, heavy fire two legendary Marine squadron mates (Charlie Pitman and Mike Wasco) who had been shot down. You could always depend on Robert, and he had many more hot missions. Unlike No Other also describes the life of a Marine field grade officer as he ascends to higher ranks and greater responsibilities. It highlights the problems and potential political risks involved in navigating the military and civilian bureaucratic systems. I had the pleasure of serving alongside Robert Wemheuer over my long career in the Marine Corps. He tells it like it is and always will. Read, learn, and enjoy unlike no other. Colonel Wemheuer's goal in writing his memoir is to highlight the accomplishments of the Marines, sailors, and civilians who he had the honor to work with during his twenty-five-year career.
